Comrade Chief Joseph Awala lnone the National President of Nigeria  Welders and Fitters Union NIWELFU has sent a Save Our Soul SOS Message to President Muhammadu Buhari to use the instruments of his good office  to caution and prevail on  Alhaji Aliko Dangote the MD/CEO of DANGOTE Group, SEPLAT Nigeria Limited, SAIPEM , STERLING Global Nigeria Limited  and other Companies Operating in Nigeria over what they  termed as   their unpatriotic and  unpopular decision to bring foreign  welders and Fitters in droves  from  China , Thailand, India , Egypt,  Singapore  etc, to mention but few  for the construction of DANGOTE Refinery in Lagos and many other  construction sites and operational bases   across the length and breadth of  our country  as they have  callously   neglected the
Nigerian  Welders and Fitters to the detriment of our national building efforts with impunity.
Comrade Chief Joseph Awala lnone  the labour boss who made this statement during  a  press conference shortly after a National Executive Council NEC  meeting held in Benin City the  Edo State Capital went down the memory lane to remind Mr President that the Warri, Port- Harcourt , Kaduna Refineries, Kaduna -_Petrochemical,Port- Harcourt Petrochemical,  Escravos- Lagos Transmission Line , ECOWAS Gas Line , NLG Bonny,  and other  notable projects  were built by Nigerian Welders and Fitters  with cognate and requisite knowledge  years ago when we  the Nigerian Welders and Fitters   were not as experienced the way  we are today.

Comrade Chief Awala  the NIWELFU President ,
therefore wondered how the argument of inexperienced Welders and Fitters  can come to play as a reason  given by DANGOTE , SEPLAT , SAIPEM and  their co -travellers in crime to dump them, the qualified Nigerian  Welders and Fitters in clear negligence  of the Local Content Act  LCA in  a critical time like this in the history of our nation without any due respect for national interest.
Awala the Labour boss who was  determined to anchor his argument on concrete and verifiable evidence recalled that it is necessary to remind Mr President that  this same Nigerian  Welders and Fitters  the   Companies have branded as incompetent , successfully  in the psst executed projects of lnternational  repute endorsed by   International Standard Organization ISO in Angola, Turkey, South Korea and several other nations to drive home the truth that  we do not lack competent Welders and Fitters in Nigeria.
Chief Awala the alarmed labour leader observed that there is an urgent need for  President Muhammadu Buhari  and the leadership of the Senate through the Senate  Committee on Ethics , Public Pettition  and Privileges   to call these Companies to order and  also to ensure that they comply to the  Nigerian  Labour Laws and Regulatory Guidelines due to the adverse effect of the continuous practice of this  skewed employment policies targeted to make life difficult for the Nigrian Welders and Fitters in particular and our domestic economy in general.

Speaking further , Awala  the labour boss added that any thing short of that will spell doom for our nation hence the clarion call for all hands to be on deck to checkmate  this  untoward malady .
Chief Awala  who pointed out more of the evils of these corporate bodies  affirmed in his remark that  unless something is done to change the statisquo Nigeria cannot move forward with these kind of companies operating in our nation  until there is a positive change.
He stressed that  NIWELFU is ready as a union and they are  committed  to do  everything possible to  sweep the  vestiges of neocolonialism exhibited by these Companies   from our land to allow accelerated growth and development to thrive in Nigeria.
The General Secretary of  NIWELFU,  Comrade Innocent Ngozi Adimoha who also spoke during the press conference in Benin City  strongly suggested that members of NIWELFU  should be appointed into the Presidential Local Content Monitoring Committee an idea which he believes  will give more bite to the Committee's  Capacity to deliver on their mandate instead of allowing   the body to remain the way it is   presently as a  barking dog that cannot bite.
According to Comrade Adimoha,  if that Committee  was alive  to their duties , the problems of the refusal of Companies compliance to our Acts of Parliament regarding labour related issues and employment  would be a thing of the past.
Comrade  Adimoha  insisted assertively that  any job Nigerians can do should not be given to expatriates in the spirit and letter of the Local Content Act, unless it is  otherwise proven that  Nigeria  actually  lack the relevant competence,  adding that employment is key to the revival of any ailing economy.
Comrade (Apostle ) Iniobong Peters JP the Treasurer of NIWELFU in his own contribution called on President Muhamnadu Buhari to direct the Honourable Minister of Labour and Employment  Barrister  Festus Keyamo to ensure that all Companies operating in Nigeria employs Nigerian  Welders and Fitters and also Indigenous Contactors who have the requisite knowledge to perform optimally in their chosen fields  of  operations instead of flooding our nation with  foreign Welders and Fitters  to take over jobs we are traind to do even better to  the peril of our foreign reserve occssioned by the  dangerous domestic capital flight associated with such practices.
Comrade  Peters Iniobong the Group treasurer  maintained that those in authority should not pretend not to know, that  what is going on in these Companies is against the National  Policy on Employment  NPE , which is formulated to guide against any thing that will challenge and jeopardise  our national interest such as we have today , a situation were  expartrate quotas are over- shot deliberately to kill our nation's economy to massage the selfish interest of cabals who are cronies to people in the corridors of power.

 AWALA DECRIEDS NDDC/DELTA STATE GOVERNMENT ATTITUDE TOWARDS OLD CONTRACTORS

Speaking in a related development ,Comrade Chief Awala took both the NDDC and the Delta State Government to the cleaners as he lambasted the federal agency , DESOPADEC , and  the Government  of Delta State  for the  cold  shoulder  treatment given to old contractors whose contract money  are tied down without payment yet they are paying new contractors in the system who are  their cronies to line their  private coffers with enough cash to give themselves financial muscles  during elections.
Awala the labour boss during the interactive session  tasked the management of NDDC, DESOPADEC  and the Delta State Government to revert to the policy of first come first serve by paying old contractors before attending to new ones.
According to him , it is wrong  to rob Peter to pay Paul because it is the subversion of the principle of equity and justice.
Comrade Chief Awala the labour leader expressed  dismay that  a  federal agency as strategic as NDDC and DESOPADEC at the state level   could be so loose to the whims and caprice  of evil cartel who are out to thwart the effort of Mr president in achieving  the next level agenda

Chief Awala who emphasised the need to reform  NDDC and DESOPADEC  said: " l strongly advise President Buhari and the Delta state governments  to reposition NDDC,  and DESOPADEC very well  as agencies of development  to  avoid  the ugly experience of Contractors who have executed projects already put to  use by the government   are languishing and living in penury to the extent that  some of these Contractors had their properties seized and sold by banks and money lenders to defray  debts incurred  to complete NDDC and DESOPADEC projects " .
Continuing he said ; "  the situation is so  bad that some Contractors with hundreds of Millom in NDDC and DESOPADEC   pending for payment fell sick and  died in the process as a result of lack of  money to handle  their medical challenges ".
He posited  that, since the primary aim of any  government is to make life better for her citizens, the NDDC and DESOPADEC should  be given a human face to live a clean public life that  will promote excellence and  generate a  new tone in our nation's  quest to true greatness
Continuing he said ; "  the situation is as bad that some Contractors with hundreds of Millom in NDDC and DESOPADEC   pending for payment fell sick and  died in the process as a result of lack of  money to handle  their medical challenges ".
He tasked the government to  hire the services of a  competent consultant to computerized these agencies so  that they can really function optimally  to cater for the welfare and social  needs of the citizens of the area to avoid the abuse of humanity
He posited  that, since the primary aim of any  government is to make life better for her citizens, the NDDC and DESOPADEC should  be given a human face to live a clean public life that  will promote excellence and  generate a  new tone in our nation's  quest to true greatness.
 , Awala in his summation expressed the hope  that    his message will strike a positive cord in the heart of those in power  to turn a new leaf for the betterment of all and sundry, he concluded.

Global Pandemics, Global Disasters And The New Global Realism- Amb. Godknows Igali, PHD

The progressive march of human civilization, especially in science and technology in the last two centuries had seemed to make the world in which we live fairly foreseeable and predictable in almost all spheres. As a matter of fact, humanity, at certain times, had been tempted to crow, quite deafeningly about already living in the future. How untrue. “The world is so unpredictable. Things happen suddenly, unexpectedly. We want to feel we are in control of our own existence. In some ways we are, in some ways we are not. We are ruled by the forces of chance and coincidence”, once lamented by American writer, Paul  Auster.

Officially called Severe Acute Respiratory Syndrome Coronavirus 2 (SARS COV2), but commonly known as Coronavirus and its associated disease, Covid-19, came in November, 2019, suddenly, surprisingly and swiftly encircling the entire world into a mass lockdown mood. According to United National Secretary General, Antonio Guteres, “COVID-19 is the greatest test that we have faced together since the formation of the United Nations (in 1945)”. Piteously therefore, humankind, despite its seeming sophistication and exaggerated strength is eight months later still uncertain about the origins of this adversary, how to fully exit from its hold or what comes next to it. The fragility and collective feebleness of human civilization at its apogee at this beginning of the 21st century has become unadornedly exposed. The mocking paradox being that the enemy which the world with all its political, scientific and spiritual arsenals is confronted with is ultra-tiny, microscopic.

As world leaders, their chief policy makers and top scientific advisers, still try to grapple with the situation, which the World Health Organization (WHO) has characterized a Pandemic, so has been the penstock of prognosis and forecasts about what the world and human society would be “the day after”.

SO, WHAT HAS HAPPNED SO FAR WITH COVID-19
With the outbreak of COVID-19, the entire world had been put into a panic of unprecedented dimension. As a matter of fact, the first confusion which arose out of this entire state of floss was to understand the origin of this virus. Within the limits of existing scientific knowledge, the greatest minds including Nobel Prize winners have offered varying suggestions on the origins of the virus. Rather curiously, some such as Astrobiologists have even mentioned that the virus may be the product of emissions from extra-terrestrial beings. That is the product of discharges from asteroids and comets from space which could have impacted the Earth negatively.

Most governments and international organisations, like the WHO have however, focused so far on how to contain the virus from spreading like a wildfire and leaving in its trail at present over 6 million infected and over 300,000 people dead. Bill Gates says in his April 23, 2020 article -The First Modern Pandemic, that “the coronavirus pandemic pits all of humanity against the virus. The damage to health, wealth, and well-being has been enormous. This is like a world war, except in this case, we’re all on the same side”

Surprisingly the high morbidity and resultant mortality rates are in the most developed countries in the world, especially where the best healthcare systems have existed  for years. Yet, it was in these countries that ‘Transhumanist’ scientists, had for some time, boasted that very soon “death itself will become a curable disease” through series of gene therapies, bionic organ experiments, and miracle anti-ageing drug treatments. As a matter of fact, a team of Spanish doctors in mid-2019 made a rather troubling publication out of their research averring that they have discovered the “death of death”; in other words suggesting that science has made breakthroughs in possible immortality of man as diseases were no longer able to bring human lives to an end. Even before the day will break, Corona virus has come and glaringly shown our collective vulnerability.

HOW HAS THE WORLD REACTED?
This notwithstanding, COVID-19 more than any of the other plagues which have tormented the world, has brought out the importance of biological, medical and biomedical sciences. Country after country, medical experts’ researchers and field health workers have taken on the challenge to work in the most spirited manner to look for solutions in terms of vaccines and cures and also manage the cases of those were affected. The world has come to accept that the doctor’s sphyg and injections which they administer are today mightier than the paraphernalia of high political authorities.

The governments of the world therefore, resorted to shutting down the entire physical inter-connectivity between peoples and nations which had been achieved as a result of globalisation and breakthroughs in aviation technology in course of the 20th century. For instance, in 2019, on the average, about 2.7 million people go on board 44,000 flight across the world on international flights every day. At the domestic level, in the various countries, industry statistics for 2019, also show that much greater number of flights take place. For example, on daily basis, there are about 1.73 million passengers in 87,000 domestic flights within the US while in India its about 6,369 flights daily and for China about 6,533 flights. At a point, all these and slightly lower numbers in other countries all came to an abrupt stop or at best reduced to special and essential, non-commercial passenger flight. This also affected higher number of passengers on other forms of transportation and mass transit such as road, rail and maritime, such as Cruise Liners.

The impact is even more within national spaces as entire countries embarked on lockdown between provinces, regions, states or big cities. The lockdowns were in the direction of ensuring that the 7.2 billion people of the world remain in their homes as much as possible and only go out when it was and still is  absolutely necessary. Some gradual, nervous relaxation of shut-downs have started around  the world, but in majority of places, people are still shut out one against all others.

Entire financial systems of the world were virtually been brought to a halt with the only options left for basic activities through electronic means. Country upon country, restive steps, monetary policy measures, fiscal policy pronouncements and the rather insular public health policies had been adopted to protect citizens. In just  the hospitality sector, one researcher had determined, in the first few weeks of lockdown, that “There were increased flight cancellations, cancelled hotel bookings and cancelled local and international events worth over $200billion. The flow of goods through Global supply chains vastly reduced significantly given that China was the world's largest manufacturer and exporter, and the Chinese government ordered the closure of major factories” The effect on Nigeria, an oil producing and dependent economy has been debilitating; both from the corollary sharp drop in oil prices previously pegged cby budgetary officials at $57 per barrel to less than $15 at present. The country’s  dollar-denominated debt is no longer able to hold back and have plummeted. With yields of some issues shooting above, a clear pointer to the peented up cost for assessing funds, possibly including the $3.4 billion being offered by the International Monetary Fund and not the least private funds and export credits.

 So far COVID-19, is projected to cost the global economy as much. A recent May 1, 2020 detailed report by the United States Congressional Research Service suggests that the pandemic could cut global economic growth by as much as 2.5 percent and impact negatively on Global Trade as much as about 13 to 32 percent decline. Although, G-20 countries are galvanizing a bailout fund that could be much as about $5 trillion US dollar, the global economy with the attendant crash in stock markets, job layoff, peaked unemployment levels have taken all of humanity into a long and unprecedented recession.

 The Educational system of the world as well as social activities such as religious obligations have been put away or at best, rendered through virtual ways. Governments are becoming forced to install platforms to enable children, especially in the urban areas study online and our youngster are almost becoming used to the mode of studies. Even wedding ceremonies have been recorded to be conducted virtually.

At the high political level, interactions between world leaders which used to be marked with colourful summit meetings, have lately been held through virtual electronic needs, as  seen with the United Nations Security Council on April 27, 2020, Non Aligned Summit on May 5, 2020, Summit of Economic Community of West African States (ECOWAS) on April 22, 2020 amongst others . Coming closer home in Nigeria, the Governors of the thirty-six states under their platform, Nigerian Governor’s Forum met by video conferencing on April 20, 2020 for the 1st time in the country’s history. In the same vain, one of the most conservative institutions in Nigeria, the National Judicial Council held its 91st Statutory meeting online on April 22, 2020 in which it took the weighty decision of recommending a new President of the National Court of appeal.

Another major outcome of this entire covid-19 lockdown, is the importance of communication technology as one of the defining strengths of modern civilisation in the 21st century and beyond. As all human beings are locked indoors, we have now come to appreciate the fact that we can still communicate, because tele-communication has proved itself to be, “The last man

A PEEP BACK AT HISTORY
Although COVID-19 is the first major pandemic of its scale and spread in living memory for majority of the citizens of the world, it is important to note that the world had on a number of occasions, experienced other unforeseen outbreak of pestilence.  Mainstream, Judaeo-Christian and Islamic religious accounts suggest a number of plagues and pandemics which occurred about 4,000 years during the time of the Egyptian civilization – The Plagues of Pharaoh. Also, recent studies by Swedish scientists at some of their ancient grave sites suggests that some forms of pandemics had occurred in Europe bout 3,000 years ago; thus deducing that this accounted for the deep steep in European population numbers. Without dwelling on further details, a listing of a few of the most recent will pandemics will suffice. From recorded history these include a long list:

i. Antonine Plague or Plague of Galen of 106-180 AD during which 5 million people died. The viral disease, which appeared to have been a variant of either measles or even small pox is suspected to have come from China and spread in Europe and the rest of the world by soldiers who were returning from war campaigns. This was at a time, when the Roman Empire ruled the known world and military campaigns were rife;
ii. Small Pox is a highly contagious viral disease believed by historians, archaeologists and virologists to have existed in Ancient Egypt and India, spread by rodents in both regions from where it might have originated about 3000 years ago. However, the first recorded major recorded Smallpox Epidemic, touching the world occurred, 735-737 AD, taking 1 million lives,
iii. Plague of Justinian, which was bacterial in nature and believed to have originated from Africa and got into Europe through rats, occurring 541-542, and led to 30-50 million dead,
iv. The same bacterium substances resurfaced as Black Death happened in the years 1347-1351 AD, with 200 million human lives lost. This was the most fatal plague ever recorded in history!
v. With European exploration around the world came the spread of to the “New World” of Small Pox in 1520, and took with it over 56 million lives lost or about 25 percent of the population,
vi. Next was the Italian Plague, of 1629-1631, which was bubonic, i.e. caused by bacterial coming from fleas, and believed to have come from the Orient, either China or Eurasia, with a toll of 1 million lives,
vii. Then came the Great Plague of London, 1665, also bubonic, coming from a bacterium and supposedly started in China but soon speed to Europe, claiming 100,000 souls,
viii. Afterwards was the bubonic Plague of Marseille of 1720-1722 in which 100,000 people died,
ix. The next major plague was Cholera Pandemics, 1817-1823, which is also bacterial based. This disease was initially endemic in Asia but spread quickly around the world, that led to death of over 1 million lives, at the time,
x. The Third Plague, 1885, also bubonic bacterial and started in Yunnan, China in a matter of months spread fast to claim an estimated 12 million lives and also to neighbouring countries
xi. Yellow Fever, is viral in nature, but spread by a specie of mosquito. It had always existed locally in the tropics but a major epidemic around the world, occurred late 1800s, 100,00-150,000 people died, especially in the United States around Philadelphia,
xii. Russian Flu also known as the Asiatic Flu was a viral influenza, 1889-1890, in which about 1 million people died. This was the last of the great pandemics which visited humanity in the 19th century.
xiii. The 20th century therefore started on a sombre note as World War! which occurred from 1914-1919 claimed about 16 million direct deaths, only to be followed in its dyeing days by the Spanish Flu, 1918-1919, which took as much as about 40-50 million lives, easily spread as offshoot of the war,
xiv. Small Pox which had been recurrent in human history for thousands of years, especially in Europe, Asia and Arabia, with major endemic outbreaks in various regions However between 1870 and 1874, there was a major small Pox pandemic mostly in Europe followed by the new outbreak in 1949, when it moved around the world infecting at least about 50 million people every year and claiming about a third of these lives for some years.                                                                                                                
xv. Asian Flu, started in China and between 1957-1958 spread globally killing 1.5 million. This was followed by the Hong Kong Flu, which was also an influenza virus which held the world hostage from 1968-1970, leaving in its trail 1 million lives, across nation,
xvi. HIV/AIDS, determined to be exogenous to African (primates) and was noticed first in1981, spread to the entire world and till date exists and has so far claimed 25-35 million lives,
xvii. Swine Flu, an influenza virus which first started in Veracruz, Mexico lasted 2009-2010, spreading globally and taking about 200,000 lives,
xviii. Also, of note is the Severe Acute Respiratory diseases (SARs,) caused by various viruses of the Corona family between 2002-2003, and so far, have taken at least 770 lives before it was brought speedily to control through a vaccine,
xix. Ebola, also known as haemorrhage virus was first discovered in 1976 and is believed to occur in non-human primate, from which is could have been spread to humans. Between 2014-2016, it killed 11,000 lives mostly in Sub-Saharan Africa, in Sierra Leone, Libera and Guinea and DRC; and
xx. Very similar to the present situation is another Corona virus-based pandemic known as Middle Eastern Respiratory Syndrome (MERS) which occurred around the Arabian Peninsula in 2012, claiming   800 lives before it was contained.

In addition to pandemics, there are many other daily  killers.  According  to WHO, in 2017 alone, about 17.7 million people died from cardiovascular diseases worldwide, 10 million people died from cancer while lower respiratory infections killed 2.5 million lives, Diabetes, 1.3 million people. Also, road accidents killed 1.2 million people and finally while HIV took 954,000 lives. Furthermore, the “burden of other diseases”, meaning number suffering from them, includes 47 million for malaria, 16.9 million for cancer and  22.8 million people for cardiovascular diseases.

ABOUT OCCASIONAL FURY OF OUR NATURAL ENVIRONMENT
Although focus has been mostly on medical pandemics, several other natural causes have also continued, historically to compete for global emergency, preparedness and response. It is in this respect that the world has also occasionally received reports of unexpectedly, catastrophic disasters such as Tsunamis, Typhoons, Floods, Droughts, Volcanic eruptions.

For example, the China Flood or Yangtse Hua River Flood, which occurred in 1931 killed 4 million. This had actually been preceded by the Yellow River Flood also in China which killed 2 million people in 1887. Similarly, even the most devastating Earthquake which is recorded by man occurred, that is the Shensi China in 1556, taking a toll of 830,00 deaths, followed by the Tangshan Earthquake in 1976 leaving about 250,00 -655,000 people dead. In 2010, the world witnessed the Haiti earthquake which killed over 22,000 to 300,000 people. Also adverse weather events, such as the Bhola Cyclone which occurred in Bangladesh in 1970 left a large number of more than 500,000 people death  Still of killer weather incidents, mankind was shocked with the occurrence of the Boxing Day, 2012, 9.1-magnitude undersea earthquake—one of the largest ever recorded— which occurred in the Indian Ocean, thrusting a gigantic pilaster of water on the coastal communities. This would be the deadliest in recorded history, taking a staggering 230,000 lives in the twinkle of an eye. The most devastating  landslide incident so far in terms of human lives occurred in 1786 around the Dada River and Haiyun areas in China, with a causality figure of about 100,000 people. Also, are Bush Fires which are common place in Australia, Europe and the United states while series of heat waves in 2003, killed over 70, 000 people.

Famine which come often, suddenly and are mostly as a result of drought have also to continued take human lives. In the past, specifically in 1313-1317, this killed 7.5 million people in Europe alone, but by far the deadliest was the Great Chinese Famine which occurred in 1958-1961, claiming between 15 million to 43 million human lives. In other cases, as it was recently with East Africa, there have also been such phenomena as Locust invasion and its concomitance on food supply and human wellbeing have also been quite rampant, often when unexpected.

WHAT PANDEMICS AND NATURAL DISASTERS TEACH US
Global pandemics, global health emergencies and global natural disasters have always left humankind with very sharp scars and useful lessons for the future. Although all the plagues have had their peculiarities and specificities, in terms of scale, scope and content, there have been some general and broad patterns and give the basis for future action, especially

At the same time, the occurrences of the plagues and disasters have pushed mankind into greater scientific study to enable better predict and forecast possible occurrences.  For example, mankind came to know, long in antiquity that the bark of the willow tree contains one of the oldest medicinal remedies in human history. More than 3,500 years ago, the ancient Sumerians and Egyptians used willow bark as a traditional medicine for pain relief; now known as aspirin. In the case of medical pandemic, from the time of Hippocrates, “the father of Medicine” continuous worth placed on research has greatly boosted the importance of the biomedical and molecular sciences. Indeed, medicine's tremendous advances vis-a-vis infectious diseases have made susceptibility to various disease-causing organisms no longer a factor in human survival. In this respect, some of the top 10 medical, include Anesthesia (1846), Germ theory (1861), Medical imaging (1895), Penicillin (1928), Organ transplants (1954), Stem cell therapy (1970s), Immunotherapy (1970s), Artificial intelligence in this 21st century. With respect to pharmacology, the development of certain drugs and treatment have helped to save billions of human lives. These include, Smallpox vaccine, Morphine – (1827), Aspirin (1899), Polio vaccine, Chlorpromazine or Thorazine (1951), Chemotherapy drugs (1990s) for cancer management and various HIV Protease inhibitors mostly developed in the 1990s.

As it pertains to natural disasters, the invention and improvements in seismological technology and the modelling that come with it have also made earthquakes less complicated to predict and forecast. The study of the lives and behavioural pattern of animals, birds and fishes has also made it possible to predict earthquake. With respect to the weather, the development of metrological tools and space technology have made it easier to embark in observation and modelling, Some more familiar ones are thermometers which measure air temperature, anemometers which gauge wind speeds, and barometers which provide information on air pressure and data assimilation. In addition to these has been improved observations, particularly through satellite remote sensoring of the atmosphere and the earth’s surface.

However, with each major occurrence of global health pandemic or natural disasters, mankind had always awakened to the fact that our understanding of the word is still at very infantile stages. Even worse is the sad realization that our disaster preparedness mechanism is weak, feeble and totally inadequate. Hence, even the most developed countries have paid dearly. This calls for the need for more sustained global efforts in funding research and developments of models, and actual intervention mechanisms. This require overhauling of school curriculum, to focus on biomedical sciences, earth sciences, space sciences and greater use of artificial intelligence.

There is also a need to focus on humanistic issues, human welfare, social welfare and family-based aspects of life. Such as building of hospitals, human shelters, agricultural and food storage and supply chains and psycho-social remedial therapies. In order words, the global political and economic super structures have to think more of the centrality of the human race and forecast on long terms basis on how to survive, in case of the unexpected.

The other major lesson from such unplanned disasters is the interdependency of the world, especially at the regional level. Each country in the world had always found itself on its knees. In all the plagues that have been mentioned, even the most powerful countries, found themselves looking for help and succours. It is for example unimaginable that even the most powerful, and technologically advanced countrifies were looking for where to purchases such basic things as Personal Protection Equipment (PPEs) and ventilators, during COVID 19. Relatedly to this is the actual search for cures; such as the Senegalese Serum  the Madagascar potion or some other African immune boosting cocktails in the cyber market.
Despite the truth of the global interdependency, plagues, pandemics, disaster, impel counties and peoples to discover their inner strengths and unleash constructive reasoning. At a time of stark global shortages, most countries have tended to look inwards for solutions. From basic things as production of Face Masks and PPEs, to even the production of pharmacological solutions and biomedical products such as ventilators.

WHAT THE WORLD MAY BECOME POST COVID-19
From historical accounts, such great global events always come with fundamental changes in the world. The world as we have it today, is the product of the outcome of major global disasters, natural and anthropogenic (manmade, often wars). We must, at the most primary level, accept the basic living protocol now passed over to us, including wearing of face masks, maintenance of social distancing and personal hygiene. Interesting enough these are also the anecdotes for more regular diseases around us.

With COVID 19 in particular, its impact is multifarious, both trans-national, national and individual. World leaders would have to, necessarily, divert a substantial part of their conversation around social and scientific issues. The world in which man finds himself is very complex. Mankind as an intelligent being only understands a basic scratching of the complex world around us and even our mother planet, Earth itself. Our understanding of the surface of the earth, the numinous mountains and caves, deep underwater and the atmosphere is rather perfunctory. On the contrary, global attention is more on politics power, armament and at best leisure. World leaders have to wake up from the slumber and realize that the sustenance of humanity and the security of our future generations is investment in science and disaster preparedness, simpliciter!

COVID-19 will leave a lot of families around the world on the fringes as the entire global economic superstructure has capitulated. Recovery will be slow   and uninspiring. Lesson learnt is the need for the world system to have in place safety back-up systems. In the present circumstances, global concert must harp on saving more human lives that may be occasioned by hunger and the opportunistic disease infections. This requires more commitment to agriculture and preservation of food and human nutritional needs in the safest manner. It also requires robust economic stimulus and social inclusion measures. These must be dealt with urgency of action and committed.

In the same manner in which the creative acumen of man birthed the United Nations and all its complex structures and institutions, including the new global economic dictat in post World War Two (although a man-made calamity that wasted 75-80million lives), sincere conversation must generate around these topics; that is improving prediction and managing unexpected disasters and redirecting existing structures or create new ones.

At the social level, we must now come back to the old truth, that after everything the filial and family bounds are the critical ones, we can firmly fall back on. Mankind must restore the family bond, both for better living and for succour in times of disaster Related to this is the God favour in all these. As COVID-19 rode roughshod, taking uncountable lives, many turned back to God for help and protection. This is apposite as only the Almighty, who made all things in the first place and keeps the planetary system of nearly 200 billion galaxies and trillions of stars going on has the answer. Warri_____ The youths of Warri Escravos and Forcados in Warri South West Local Government Area and Burutu Local Government Area of Delta State respectively, have given Captain Hosa Okunbor a very strong warning not to take their call for peace, justice and equity for granted if he doesn't have evil agenda against youths employment.

In a press statement issued to journalists in Warri, which was jointly signed by the Opinion Leader, Hon. Bullet Otuaro and other Youth Leaders in the Central Youth Body, Comrade Mandela Bomini; Gbisibi Nelson Andrew; Comrade Pondy S. Ebipadewei; Ogbona Bibo; Comrade Imoun M. Emomotimi; Benard P. Okirika; Akin Edisemi Disi; Izoukumor Newton; Olueh Clement; Toju Ukweyiride, Godwin Yokiri; David Ebikeme; Mike Amakiri; Ebikebina Raymond Ekpemupolo; Evis Atamba; Ingbesekumo Oyas; Shadrach Onitsha Ebikeme; Nanakumo Samuel Ebikeme; Norbaine Jude Efiye; and Adiurumokumor Superior, the youths accused Captain Hosa Okunbor of using Akpos Mezeh to deceive the youths in-leui of reconciliation meeting on June 8, 2020.

They appealed to the Inspector General of Police and EFCC to investigate their allegations against Captain Hosa Okunbor and the illicit activities of Ocean Marine Solutions Limited (OMS), insisting that President Buhari should revoke the surveillance contract awarded to OMS to avert the looming danger.

According to the statement, "the Central Youth Body and the subcommmunities youths of Warri Escravos and Forcados were carried along when the contract for the engagement of surveillance guards along Pipeline Right of Way (PRoW) was given to Global West Limited in ex-President Goodluck Jonathan's administration.

"Global West Limited is an indigenous Campany, which CEO understands the creek and knows the effects of environmental degradation on the people, and did everything to carry the Leadership of the youths, Community Executive officers and Traditional Council along.

"But the CEO of Occen Marine Solutions Limited (OMS), Captain Hosa Okunbor does not understand the creek neither the people and has not visited the creek to ascertain the challenges the people experience, instead he uses ghost workers and none indigenes in the place of the indigenous youths.

They also advised the general public to disregard the online publication made by one Don Dickson Ogugu on June 8, 2020, saying that he was sponsored by Andy Akpos Mezeh to make a biased and anti-peace publication, which would cause more trouble for Captain Hosa Okunbor and Ocean Marine Solutions Limited, if Captain Hosa Okunbor plays with their intelligence beyond the grace period to avoid youths restiveness.

Warri_____ The Community Liaison Officer (CLO) of Ayakoromo bridge project, Evang. Desmond Gbagha Edumogiren has expressed satisfaction to the governor of Delta State, His Excellency, Sen. Dr. Ifeanyi Arthur Okowa as he show some level of commitment towards the speedy completion of the bridge.

Evang. Edumogiren noted that the recent visit to the project site by the honorable Commissioner for works,
Chief. James Augoye is a clear testament that His Excellency is a listening governor and that the governor should expedite action to finish the project that is of great economic importance to the ljaws in the riverine areas of the state.

He thanked the governor for listening to the cry of Ayakoromo people by inspecting the project site in order to know the level of work done. He further appealed to the governor to release more funds so as to enable the contractor complete the project in due time.

The Peoples Democratic Party (PDP) is alarmed by the reported shooting and security breaches within the precincts of the Presidential villa following a reported degenerated squabble among family members and officials of the Buhari Presidency.

The PDP is deeply worried that the protracted spat between the First Lady, Aisha Buhari, and aides of President Muhammadu Buhari has now degenerated into violent combats, raids and free use of firearms within the Presidential villa.

The party described as distressing, the report that a members of Mr. President's family were at scene of the assault against one of President Buhari’s aides, during which the First Lady’s security details were alleged to have resorted to the use of firearms.

Our party is disturbed by such ugly situation in the Buhari Presidency, which has already heightened apprehensions in the public space over the apparent failure of security architecture and central command system in the presidency leading to such reckless and irresponsible breaches.

The chaotic situation in the Presidential villa only points to the failure by President Buhari to provide a leadership that can guarantee orderliness in governance and effectively ensure the security of our nation.

The PDP notes that such leadership failure at the highest level has further exposed why our nation has been bedeviled by myriads of security and economic problems under President Buhari’s watch in the last five years.

More worrisome is that the Buhari Presidency had failed to speak out on the frightening situation so as to reassure Nigerians and douse the tension in the polity; especially at this critical time when our nation is facing serious security challenges.

The PDP therefore calls on President Buhari to take immediate steps to restore order in his Presidency and shield our security system from the division and power tussle among persons close to him.

Our party also demands for an immediate inquest into the security breaches as well as the alleged violation of COVID-19 ban on inter-state travels by officials and relations of Mr. President, which was reported to be part of the immediate causes of latest disturbances in the Presidential villa.

Furthermore, the PDP urges the National Assembly to save the nation by wading into the persistent infighting in the Buhari Presidency especially as those in charge of the Presidential villa has not demonstrated the required capacity to engender the needed orderliness for productive governance.

WARRI_____ Sign of joy greeted Ayakoromo and other riverine communities in Burutu Local government area when the Delta State governor through his works commissioner Chief James Augoye paid unscheduled visit at the abandoned bridge site after several protests from community youths and civil society organizations.

The commissioner for works told journalists in his visit to the project site that the governor, Dr. Ifeanyi Okowa had approved 1billion naira in the 2020 budget for the continuation of work on the project and that the fund would be released by now and next week.

The project engineer who also briefed newsmen said the company had achieved 68.5 percent of works done on the project and that by next week work would commenced fully if funds are being released.

Reacting on the commissioner's visit, comrade Ozobo Austin, Niger Delta right activist who doubled as national president of the Ijaw People's Development Initiative, IPDI expressed disappointment over the slow pace of work on the project as he called for increase funding of the project.

The activist told the commissioner for works that Ayakoromo and rest of other Burutu communities needed a befitting treatment from the state government being Burutu a major oil producing LGA in the state and that 1billion naira was not enough as the project needs 2billion annual budget.

He opined that Okowa was deliberately refusing to appropriate reasonable fund for the project because the project was not sited in Delta North and that with the poor attitude of the governor towards the project, he doubts whether the project would be completed before 2023.

Ozobo maintained that no responsible government would abandoned such mega project which would be a major achievement when completed.

He said the bridge had enormous economic importance when completed and that it would linked Burutu, Ughelli and Bomadi communities in the state.

Ozobo disclosed the slow pace of work on the site after 6years of Ifeanyi Okowa administration was due to his lacks of interest for the completion of the bridge project.

He said the project may had been completed if Dr. Ifeanyi Okowa was serious about it. He further added that the bridge project wouldn't had took a serious government more than two years to be completed, citing Patani bridge as a case study.

He stressed that Okowa hates Ijaw people, and that was why he failed to prioritized projects in the Ijaw communities.

He however, appealed with the state governor, Dr. Ifeanyi Okowa to keep to his promise of releasing 1billion naira between now and next week to avoid further protest and ensure that the project was completed before he leaves office.

We want to state unequivocally that pipeline survillance contract of Warri-Escravos, Trans- Focados and Egbema awarded to Ocean Marine Solution limited be terminated over clandestine and disgruntled treatments meted out for youths of the affected host communities by the company which is chaired by Capt Hosa Okunbor.

Our findings reveal that Ocean Marine Solution Limited is trading with indigenous pipeline surveillance slots of host communities in the aforementioned areas to his Benin kinsmen and political friends and this is capable of breaking down law and order in the region. Our youths have been sidelined in jobs in their country homes. It may interest you to note that no non indigene could perfectly carry out the pipeline surveillance guard better than indigenes. It is a misplaced priority to have awarded pipeline surveillance contract to non indigene. It is a clear APC conspiracy. Hence, it is our candid call that the surveillance contract be withdrawn from captain Hosa Okunbor and be given to another competent indigenous company that will address the needs and plights of the youths in the host communities.

We want to state again that the action of captain Hosa Okunbor is capable of brewing tension in Delta riverine communities, beginning from Warri, Escravos, Warri North, Burutu, Forcados, Gbaramatu and Ogulagha communities as job meant to be handled by youths of host communities now been handled by non-indigenes.

We are disappointed in captain Hosa Okunbor way of handling the surveillance contract in the above mentioned areas. The pipeline surveillance contract is meant for oil host communities and not for strangers. It was meant to create some sense of belongings to oil bearing communities but Captain Hosa is operating irresponsible and managing the contract like a personal property. We don't want him to continue with the surveillance contract. Let the contract be withdrawn from him to avoid break down of law and order.

The Federal government and NNPC should not pay deaf ears to this call as the affected communities may resort to self-help by stopping the foreigners he employs to work as surveillance guards. We equally, want to urge Comrade Daniel Ezekiel, fondly called the Aluta SSA to Delta State governor on security matters to use his office to rally round security apparatus in the state and beyond to compel Ocean marine solution limited to do the needful or the contract be terminated.

It has been proven that Hosa is not ready to improve the situation of things among oil host communities and there is no need allowing such person to trade with our destiny.

Therefore, we are calling on the Inspector General of police, AIG zone 5, the directors of DSS, Delta and Edo states and the chief of army staff to hold Capt Hosa Okunbor responsible for any break down of law and order among Warri, Gbaramatu, Escravos, Egbema, Burutu and Ogulagha host communities arising from his failure to mitigate the plights of the youths in the affected host communities.

Warri______ Dr. Ifeanyi Okowa led Delta State Government on Wednesday has said its administration is committed in the speedy completion of Ayakoromo Bridge linking Burutu and Ughelli South Local Government Areas in the state, stressing that 1billion naira has been budgeted for the project in the year 2020 budget.

Gov. Okowa made the statement on the 10th of june, 2020 through the Commissioner for works, Chief James Augoye unscheduled visit to the project site in Ayakoromo while speaking to newsmen shortly after inspecting the project.

He stated that the project whose contract was awarded in 2013 was one of the critical infrastructure inherited from the previous administration.

Augoye said that the project had a budgetary provision of N1 billion in the 2020 budget and was the only project not affected by the recent downward review of the budget as a result of economic downturn occasioned by prevailing COVID-19 pandemic.

He disclosed that more funds would be released to the contractor soon to enable it to mobilise back to site to complete the piling works in the water.

He said that with work at 68.5 percent completed, the project would be up-scaled in 2021 and ensure that it was completed before the end of the administration in 2023.

The commissioner thanked the Ayakoromo community for the cooperation given to the contractor, saying “the governor specifically directed me to visit the site to see what is happening here.

“From what I have seen, the contractor has not mobilised fully back to site, although there are some skeletal works going on here; he has assured me that they will mobilise fully from Monday.

“I want to assure the community and the contractor that the governor has taken this bridge as a top priority project.

“This is the only project whose cost was not reduced in the reviewed budget; it has a provision of N1billion in the revised 2020 budget and we intend to scale it up in the 2021 budget.

“The governor has also assured me that by next week, he is going to release funds to the contractor to facilitate the work.

“I appeal to the contractor to ensure that he returns fully to site by next week to complete the piling work, and once that is done, the work is as good as completed.”

Augoye said that the project suffered funding challenges until Governor Okowa took assumed office in 2015.

“The project was awarded in 2013 and has been facing so much funding challenges, but when Governor Ifeanyi Okowa took over in 2015, he decided that this is one of the projects that must be completed in the life time of his administration.

“So, it is our desire that this project will be completed and inaugurated before the end of this administration in 2023.

“As you can see, the piling work is almost completed and from the record before me, the contractor has achieved 68.5 per cent of the job which means that once the river piling is completed, the job will be delivered at the shortest possible time,” he stated.

In his reaction, the Secretary Ayakoromo Community Project Monitoring Team (ACPMT), Comrade Oyinbi Onduku charged Gov. Okowa to show some level of seriousness by matching his words with action, noting that if he can release enough funds for the contractor in charge of Trans Warri project that contains 19bridges, he should do the same to Ayakoromo bridge contractor handling single bridge.

Onduku reiterated that the ljaws massively voted for Gov. Okowa reelection, hence it is his responsibility to reciprocate them by completing Ayakoromo bridge within a shortest possible time. Release more funds for the speedy completion of the project, Onduku urged Delta State government.

On his part, the Chairman Ayakoromo community, Mr. Miekoromo Moses thanked the governor for the project and appealed for more funding to it to be completed on time.

“We, the entire people of Ayakoromo community appreciate Governor Ifeanyi Okowa for embarking on this bridge project since he came into office, and has brought the project to a reasonable level.

“We also express our appreciation to the governor for making out time to visit the project in spite of the COVID-19 pandemic,” he said.

Environment Taskforce demolish make-shift shops on walkways in Delta

Delta State Taskforce on Environment has demolished shops built on public drainage system as well as goods displayed on pedestrian walkways in the city of Warri.

The exercise was prompted as result of shop owners disobedience to government order not to display goods on public drainage as well as pedestrian walkways.

The operation which was carried out in the early hours of Tuesday was led by the Coordinator Delta Central/South, Comr. Kingsley Iweka alongside as directed by The state Taskforce Chairman on Environment, Honourable Sylvester Oromoni.

Honourable Sylvester Oromoni who was represented by Comr. Iweka warned shop owners to keep off their wares along government roads and walkways, stressing that governor Okowa led government will not tolerate any nuisance on state major roads.

According to lweka, "Delta state government is working hard day and night in order to make sure every nook and cranny of the state is kept clean. He reiterated that the taskforce is not witch hunting anybody. Do the right thing and be on the safe side of the law because we shall no longer condone unruly behavior from shop owners.

He therefore, charged Deltans to cooperate with the taskforce so as to enable Delta state government serve them better, the statement adds."

The areas raided in the city of Warri includes, Market road, Pessu, Estate, Deco road, Kosini junction, Angle Park among others.

At Asaba, the Taskforce Team by the Delta North Coordinator, Hon. Tony Onyia also dispersed destitutes and traders at Okpanam road, Anwai, Nnebisi road and major roads within the state capital territory.

It's has drawn the attention  of Ijaw Political WatchDog IPWD to see the dubious , babaric and  greedy  mind set of captain HOSA OKUNBOR ,the CEO/chairman of ocean marine solutions limited of sidelining and oppressing the peace loving youths of Trans-forcados in Burutu LGA and warri South West in Escravos to benefit from the pipe surveillance jobs .

Captain HOSA OKUNBOR and his project manager one Mr olabode isijola doesn't want the good of the  youths in that regions .


Captain HOSA  OKUNBOR and Mr olabode isijola are not from neither  Izons or Itsekiri are serious disorganizing , oppressing and blocking the youths from benefiting from their right .

Inspector general of police must know that captain HOSA OKUNBOR  the CEO of ocean marine solutions limited doesn't have the capacity and the credibility of handling a pipeline surveillance jobs in our rivers .

He is causing More confusion and bringing More security challenges in the rivers of which  Hon.Comrade Daniel Ezekiel , the Senior  Special Adviser  to the governor on security matters of Delta State ,H.E.Sen.Dr Okowa Arthur Ifeanyi and other security agencies  which have managed to  put in place .

Captain HOSA OKUNBOR who doesn't know the  security challenges of the pipeline surveillance  can't come to our rivers and give us More problems .

IPWD is seriously speaking to H.E president Muhammadu Buhari and  Inspector general of police that ,we want an indegineous contractor who have  the knowledge and experience of the  security  system   to be given the pipeline surveillance jobs .
If not there will be another serious youth restivenes and criminal activities in our rivers  again .

We are making this cry
 to the federal government  because we  want our youths who are  lying fallow in their houses to be employed   in the pipeline surveillance jobs in respective of their various rivers .

We must know that stranger can't handle pipeline surveillance jobs in your own land .


Captain HOSA OKUNBOR is lighting a fire of which  he can't put off in our rivers .He is an enemy to the progress of our youths .

The government of day should do the needful and handle over the pipeline surveillance jobs to our indegineous contractors .

Warri_____ The Delta State Taskforce on Environment has evacuated traders by Ecobank Plc, along Ogbe-Ijoh Market, Warri for disobeying government order.

The operation was carried out on Saturday eve and led by the Co-ordinator Delta Central/South, Comrade Kingsley Iweka who was accompanied by the SA to the State Taskforce Chairman, Mr. Daniel Oromoni alongside members of the security operatives stormed the market and drove out  traders selling by the roadside.

It will interest you to note that, Evang. Sylvester Oromoni led Taskforce team on 30th last month urged Delta market women to shade their goods in the shops provided by government and stop roadside trading. He equally warned Ogbe-ljoh market traders to keep off roadside trading, but unfortunately barely a week, they have returned back to the street causing unnecessary traffic gridlock.

Meanwhile, Oromoni reiterated that henceforth, any market women caught violating government directive would be get arrested, pay fine and sentence to jail.

He therefore, appealed to all Deltans to cooperate with the State Taskforce team in order for Gov. Okowa led government to serve them better, he stated.

Warri_____ Chairman of the Peoples Democratic Party, PDP Ward 7 Ayakoromo in Burutu Local Government Area of Delta State, Prince Kelvin Perekeme has called for unity among members of the party, stressing that when there is unity of purpose, the party will wax stronger in the Ward.

Prince Perekeme made the call today Saturday  at Ayakoromo during a meeting with some PDP councillorship aspirants in Ward 7, stated that without unity, no reasonable result would be achieved in the party.

He further urged the various aspirants to stoop low in their rate of spending for now that party guideline is not out for election, noting that the reason was to safe them from running into bankrupt.

However, some aspirants who declare their interest at the meeting include, Apostle Timiebi Angodideke alias Timi Yanky and Mr. Ayabotu Otoro respectively.
