Dikio Visits Okowa, Vows To Restructure Amnesty Program To Impact On Niger Deltans

Dikio Visits Okowa, Vows To Restructure Amnesty Program To Impact On Niger Deltans

Francis Tayor

Asaba____ The federal government, on Friday, said its Presidential Amnesty Programme has been restructured to positively impact on the socio-economic lives of the people of the Niger Delta region.

The Interim Administrator of the programme, Col. Milland Dixon-Dikio (rtd.) disclosed this while briefing journalists shortly after a closed-door meeting with Governor Ifeanyi Okowa at Government House, Asaba.

Retired Col. Dixon-Dikio said that the policy thrust of the President Mohammadu Buhari’s administration was to take the programme back to the people of the region.

He disclosed that his visit to Government House, Asaba, was to brief the governor on the programme and projections of the federal government towards addressing issues relating to its amnesty programme.

“My mission in Delta is to brief the governor on the vision of taking the programme (Presidential Amnesty Programme) back to the Niger Delta Region.

“The programme that I administer is a DDR programme, meaning Disarmament, Demobilisation and Reintegration. However, there is a larger conversation to be heard about the amnesty package and that is not my remit,” Col. Dixon-Diko (Rtd.) said.

The Interim Administrator stated further that the Disarmament, Demobilisation and Reintegration (DDR) policy of the federal government would receive a boost in his tenure and sued for the support of all in the actualisation of set goals.

According to him, payment of bursary to students from the Niger Delta Region in tertiary institutions both at home and abroad would be sustained as well as other legitimate demands that would strengthen peace and sustainable development in the region.

He affirmed that his tenure would ensure that all lapses in the past were effectively handled to the satisfaction of everybody in the region.

Speaking on the alleged exclusion of some persons from the amnesty programme which led to protest, he said protest at the drop of a heart was not the way to go, adding that there are better ways of addressing grievances .

“As a region, we have to be clear that protests upon protests have a very negative impact on the economy of the region and so, our appeal is that the people who protest must be very conversant with the effect of their protest on the overall economy of the region.

“For instance, a lot of them are talking about payment of allowances but some of these allowances are not even documented. They talked about housing allowance that was not envisaged to be a long-term thing.

“There are other legitimate demands which I am looking into. One of the issues on the front burner has to do with regular payment of stipends. For the past two months, we have been paying the stipends to students from the Niger Delta region in tertiary institutions both at home and abroad,” he added.

How Barr. Ogedegbe Frustrated Prophet Omoto, Ebika And Legal Team In Court

How Barr. Ogedegbe Frustrated Prophet Omoto, Ebika And Legal Team In Court

Francis Tayor

Warri_____ The blackmail case of senior prophet Jeremiah Omoto Fufeyin against two young men, Boukan Godwin and Amos Wanki was frustrated in court on the 5th day of November 2020 by the defence counsel, Omes Ogedebge (Esq), who represented the two accused persons.

It would be recalled that, their frustration started when the matter came up on the 20th of October, 2020 at Ughelli Magistrate Court 1, when a protocol officer to prophet Jeremiah Omoto fufeyin from the church, one Ebikabowei testified and was unable to defend the case as everything he said was mere hearsay. The matter was adjourned to 5th of November, 2020 for the Protocol officer to call another witness.

While in Court on the 5th of November, the protocol officer to prophet Jeremiah Omoto fufeyin by name Ebikabowei did not appear in court but sent chains of lawyers led by a retired assistant commissioner of police and other lawyers engaged by the senior prophet Jeremiah omoto fufeyin a legal team that was frustrated in court.

The two accused persons engaged the services of human right Lawyer Omes Ogedegbe Esq. The moment the matter was mentioned the lawyers to Prophet jeremiah Omoto fufeyin presented a letter from the Commissioner of Police that the matter should be withdrawn for further investigation.

Omes Ogedegbe, Esq opposed the application that the police can no longer withdraw the case. There was a serious legal tussle between the lawyers and the matter was adjourned to 17th November 2020 for the accused lawyers to address and present the defence reason he is opposed to the withdrawal of the case.

Base on populer opinion, it was Elder Godfrey Bodonyefa who happens to be a protocol officer to prophet Jeremiah Omoto fufeyin that is in the purported video against J Israel in South Africa.

The court was forced to rise and abruptly ended proceedings claiming the massive presence of the sympathisers loyal to the two accused persons have overwhelmed the court and adjourned the case to 3rd of December, 2020.

It appears there was a serious ploy on the part of the prophet the moment the matter is withdrawn to rearrest the two accused persons as the prophet had mobilized his supporters and police officers from Asaba who were overwhelmed by the sympathizers to the accused.

The prosecution pleaded with the court to grant another adjournment possibly to enable make another better arrangement to mobilize more police officers to achieve their ugly ends.

Delsu VC, Andy Egwunyega Promotes Indicted Lecturers

Delsu VC, Andy Egwunyega Promotes  Indicted Lecturers

Warri_____ The five-man committee put in place by the Vice Chancellor of Delta State University, Andy Egwunyenga to looked into promotion of lecturers has approved the promotion of lecturers who were indicted of plagiarism in the school.

It was gathered at press time that over 40 lecturers had fall victim of content theft, and some served their punishments and demoted, some were sacked and others whose their case was severe outrightly left the school and non of such lecturers were given soft landing, and that the current VC is comprising academic standard in the school for ulterior motive.

It was learnt that one of the two lecturers indicted for plagiarism, Mr. Lazarus Etemike was found in the promotion list of the varsity. He  was indicted to had plagiarised two of his papers by 92 per cent by the desciplinary committee of the school previously.

The school investigation showed that the lecturers self-plagiarised in order to garner additional marks from the faculty assessors to had enough publications to merit promotion.

However, Festus Arunaye was another lecturer found by the same committee to had pirated the content in three of his academic publications.

Prof Egwunyenga had set up investigative committee to looked into the promotion of eight embattled lecturers two months after his tenure started.

However, two of those eight lecturers, Etemike and Arunaye, were accused of ‘academic dishonesty’ by the integrity committee and queried by the school management.

A close source of the school said both Etemike and Arunaye failed to attend an appeal before the university’s Senior Staff Disciplinary Committee but chosed to wait till the management had changed before launching their requests.

Besides, the nepotistic VC’s Ad-hoc Committee ruled that the two papers Etemike was accused of pirating, had 10 per cent plagiarism and not 92 per cent as the integrity committee claimed.

According to the nepotistic VC committee, which comprises three professors, Etemike also did a plagiarism test on the said papers and came up with a score of 11 per cent.

It was gathered that the university’s plagiarism threshold is between 30 to 35 per cent.

It was also found that Etemike was formally queried for self-plagiarism but never appealed the decision of the committee, saying he was already about to retire.

“He neither wrote to inform the integrity committee about his claimed 11 per cent plagiarism or appeared before the appropriate disciplinary committee to defend himself against the allegations made against him. Having a pending case and refusing to or unable to clear himself, and having retired, his case died a natural death. It is strange to know that about 5 years after retirement and failure to clear himself, this staff found a saviour,” the source said.

The committee’s report contrasts with the claims of the source, however.

According to its report, a document in Etemike’s file with the school’s establishment division showed that the governing council had written a letter directing him not to appear before the Senior Staff Disciplinary Committee since he had retired from service.

The report goes on to say Etemike was never informed of this directive.

Nonetheless, the senior lecturer, who retired from the school’s Political Science Department did not show up before the SSDC.

The report went on to say that “a physical look at the two papers in question does not evidently reveal a possible plagiarism.”

It also claimed that Etemike’s retirement benefits had not been processed despite the fact that he had completed his clearance.

The committee went on to recommend that the school management clears Etemike of plagiarism, send out three of his papers to external professors for review and process his retirement as an associate professor from 2013, if two of the responses from the three assessors on his publications are positive.

While Etemike’s self-plagiarism was discovered when he was processing his promotion from senior lecturer to associate professor, Arunaye’s ‘academic dishonesty’ was noticed during his transition from associate professor to professor.

According to the VC’s appeal panel, the integrity committee revealed on August 11, 2017 that Arunaye plagiarised Article 4 of 2007 and article 27 of 2008 by 75 per cent.

He copied articles 6 and 7 of 2008 by 90 per cent and replicated 95 per cent of article 13 of 2010 in article 20 of 2012.

Following this finding, the school’s establishment division queried Arunaye on December 6 2017.

The committee said Arunaye replied to the query and asked that he be given an opportunity to review the plagiarism tests.

The panel went on to note that Arunaye was not given the plagiarism report and his response to the query was found unsatisfactory by the school management.

NDM learnt that Arunaye was subsequently asked to appear before the SSDC.

He however made an alternate move, which did not appear in the panel’s findings.

“He – Arunaye was queried and thereafter directed to appear before the Senior Staff Academic Disciplinary Committee but he refused. Instead, he dragged the university to the court of law and so he was put on suspension until he appears before the SSDC Academic to clear himself of the allegations against him,” the source said.

The source said that Arunaye withdrew the case in December 2019 when Egwunyenga became VC and his suspension was lifted without him appearing before the SSDC as directed earlier.

The investigating committee’s report, however, states that the Associate professor of Mathematics was immediately placed on half salary and suspended when his response to the query was deemed unsatisfactory.

In its recommendation, the VC’s investigative panel concluded that since Arunaye had been promoted to associate professor in 2015 – with effect from 2013, reportedly using the same publications that he used to apply for professorship, he be given ‘the benefit of doubt’ and his papers sent out for assessment by external supervisors.

They described the integrity committee’s decision to accuse Arunaye of plagiarism a year after deeming the same papers credible as ‘witch hunting.’

SaharaReporters reached out to the Registrar of the institution, Dan Urhibo, to find out if indeed Etemike’s retirement benefit was not processed and if he was asked by the governing council not to appear before the SSDC.

Urhibo declined to comment on the issue.

The new site also reached out to John Igweh, one of the three professors in the ad-hoc investigative committee, to ask if the integrity committee was consulted to know why there was a discrepancy in Etemike’s plagiarism test.

The online news medium lso tried to find out if the claim that Arunaye took the school to court over his request to appear before SSDC was false and if true, why it was not reflected in their findings.

Igweh, however, refused to entertain any question, describing it as an internal university issue.

The recommendations of the panel have been reportedly made to the Appointment and Promotion Committee/Academics and an approval is expected before the end of November.

Onduku Charges Omoto To Stop Oppression, Emulate Christ And Be Born Again

Onduku Charges Omoto To Stop Oppression, Emulate Christ And Be Born Again

Francis Tayor

Warri______ A warri based renowned man of God, the founder and General Overseer (GO) of Christ MercyLand Deliverance Ministry, Snr Prophet. Jeremiah Omoto Funfeyin, popularly called Owomowomo has been adviced to stop using his privileged wealth to oppress the less privileged ones in the society, stressing that Omoto should emulate the exemplary characters of our saviour Jesus Christ and faithfully give his life to Christ (Be Born Again).

The charge was given on Tuesday at Ughelli by the founder and National President of Concerned Citizens for Izon-ebe Development (CCFID), Comrade Oyinbi Onduku stressed that a true man of God must imbibed by the virtues of Christ like in preaching peace, love, salvation, repentance and forgiveness. He emphasized that owing to the position Prophet Omoto hold in the society as a high ranking man of God, he was not expected to indulge himself in court cases against his fellow brothers, rather he is suppose to pray for forgiveness, repentance and probably deliver whoever that is possessed with contrary spirit.

Onduku reiterated that the advice became imperative owing to the ugly experience he encountered at Ughelli Magistrate Court on Tuesday, during the court proceeding between prophet Omoto Funfeyin, Godwin Boukan and Amos Wanki over alleged blackmail video.

Narrating his ordeal at the Court, Onduku stressed that Omoto surrounded the court premises with men of the Nigeria police force numbering over thirty (30) in order to intimidate family members, friends and sympathizers of the defendants Godwin Boukan and Amos Wanki.

According to Onduku, said: " l was here today to hear the final judgement of the blackmail video case between my younger brother in-law, Godwin Boukan, Amos Wanki and prophet Omoto Funfeyin. After much argument between the defending lawyer, Barr. Omes Ogedegbe and the prosecuting lawyers in the court, the presiding judge,  Emmanuel Ogugbo then ordered everybody to leave the Court room for him to write the judgement.

Unfortunately before l knew what was happening, the judge invited all the family members of the defendants for interrogation, alleging there is intelligence report that some persons are here with arms to disrupt the court proceedings.  Immediately the judge gave order to the police men to round us up and began search our body to see if there is gun or any incriminating object. But to God be the glory, there was no incriminating object found in us after the search.

The police men went further to harass one Mr. Maxwell Bini, who is the Chairman of Oteghele community in Agbarah Warri kingdom, accusing him of mobilizing boys with arms in a 18 sitters bus to disrupt the court proceedings as alleged by the prosecuting lawyers and the supporters of prophet Owomowomo. At the end, there was no single arm found in the bus after the police search. It takes the grace of God to calm down the tensed scenario created by Omoto and the police men he brought to the court premises. I urged prophet Omoto to desist from acts of oppression if he is a true man of God. Our Lord Jesus Christ in the Bible never sue anybody to court if you read the Bible from Genesis to Revelation. Omoto should fear God, show good example as a preacher of the undiluted word of God that giveth life, wealth and prosperity, Onduku stated."

However, having putting so much fear and harassment of the people with men of the police, the prosecuting lawyers quickly make an appeal to the presiding judge for adjournment of the case given security challenge as excuse.

Meanwhile, their appeal for adjournment was vehemently objected by the defending lawyer Omes Ogedegbe but the judge over ruled and fixed 3rd of December, 2020 for final judgement of the case, citing security threat coupled with the crowd of persons present at the court premises.

NDDC saga: Group raises alarm of plot to divert IOCs monthly remittance in EFCC custody

NDDC saga: Group raises alarm of plot to divert IOCs monthly remittance in EFCC custody

The people of the Niger Delta oil rich region have risen alarm of planned diversion of millions of dollars in the custody of Economic and finance crime commission (EFCC) belong ing to Niger Delta Development Commission (NDDC) which paid by International Oil Companies (IOCs) for the past six months following directive by federal government to stop remitting NDDC until final investigation on the current financial mismanagement of NDDC's  IMC is over.

vowed to stage a demonstration to the streets the non-remittance of funds paid by the International Oil Companies to the Niger Delta Development Commission (NDDC) by the Economic and Financial Crimes Commission (EFCC).

National Coordinator of Ijaw Interest Advocate, otherwise called Izanzan camp  Amb. Arerebo Salaco Yerinmene, and the Chairman Emeritus of Ijaw Youth Congress, IYC, Eastern Zone and National President of Patriotic Ijaw Youth Leaders disclosed during a press conference in Warri at the weekend had  accused the anti-graft agency of diversion of funds meant for the development of the region, urging the President Muhammadu Buhari to investigate the issue and stop the injustice melting on the people of Niger Delta region.

Sir Sammy George, in Yenagoa, alleged that the Interim Management Committee of NDDC has been restricted from having access to IOC's funds for about six months now following law enforcement agencies recommendation.

The group noted that the collective sensibility has been taken for granted and jeopardized, while fingering some ministers from the region to conniving with the EFCC in the diversion of IOC for personal reasons.

The group vowed "we shall never, for any reason, allow anybody, for any reason whatsoever, to impoverish us further and any further attempt to loot the commonwealth of our people, we shall resort to occupying the streets of the Niger Delta. We shall use all means necessary to fight against this move, if it is not stopped immediately".

The group reemphasized that they will not allow anybody or institution, for any reason whatsoever, to impoverish the people of Niger Delta through executive corrupt practices, looting the commonwealth of our people. We shall resist every force against our development, even in the midst of persecution, relegation and oppression, as we have resolved to occupy the streets of the Niger Delta to disrupt the operation of the IOC's and their facilities until such perceived broad day light manoeuvring of funds is stopped.

The statement reads in part:

''As we go down to express our fears, I want to believe that we are all genuinely in this challenging course, targeted to change the ugly narratives of our all-round developmental deprivation.

Going further, "We are all here to express our fears exhaustively over the way and manner the Niger Delta region is being treated. We are all here to openly reject how we are being treated as second class citizens in this country. We are all here to unveil to the Nigerian state how the Economic and Financial Crimes Commission, in alliance  with the some ministers is said to be diverting funds belonging to the Niger Delta region for whatever strange reasons we don't know. If this is really true, we want our dear President to investigate and do justice to this matter.

"Having postulated the reason why we have reassembled here, I want to clearly  open to Nigerians, particularly Niger Deltans, that our collective sensibility has been taken for granted and jeopardized by these group of people.

However,  by this information, "We are stating that if our information is true, there is a rumour that the IOC's paid remittance funds meant for  the Niger Delta Development Commission (NDDC) to  the EFCC Gauranty Trust Bank (GTB) account months ago and we are also aware of their plans over this strange and worrisome development, therefore it is in their  best interest to return the remitted funds to the appropriate quarter in the Commission.

" It will specifically shock the general public, especially Niger Deltans, to know that over the last six (6) months,  the NDDC's Interim Management Committee (IMC) has been restricted from having access to IOC's remitted funds by the directive of the Presidency, following law enforcement agencies recommendation.

"Despite all the looting going on in the country, we are very shocked that President Buhari is yet to act as expected by the peace loving people of the Niger Delta, thus we still believe that the needful will be done soon enough.

"If the information is correct, we are calling on all Niger Deltans to rise up against this gang up against our development as a people.

"For clarity purposes, information in our situation room clearly reveals that over a month ago, all the IOCs' remitted to the mother host of all the IOCs across the nation, which is the NNPC. The NNPC credited the remittances to the EFCC Gauranty Trust Bank (GTB) account.

"And as we speak, instead of some  ministers that have hint on the matter  to be patriotic in reporting this questionable move, they decided to be part and parcel of impoverishing the Niger Delta region in collaboration with very strange elements in the Nigerian State.

"In as much as the development of the North-East, through the North-East Development Commission, is a top priority to the northerners, the develoment of the oil rich-Niger Delta region is also a top priority to us. As such, any attempt to embezzle the IOCs' remittances, we shall take over the streets of Niger Delta with peaceful protests.

"Therefore, we are calling on President Buhari to heed our call and pay attention to our revelations and take necessary actions to stop further looting at the NDDC. We are ever ready to confront any force set against the development of our oil-rich region, especially when the ordeals of the revelations of the massive looting of the commonwealth of the people is still fresh in our memories, a situation that kept us wondering if the Presidency is celebrating corruption, thereby putting a serious credibility question on the government's acclaimed anti-corruption war. We are beginning to wonder if the said anti-corruption crusade is a reality or a hoax.

" To this end, we are appealing to President Buahri to look into this matter by  not allowing anyone to  tamper with the IOCs fund, which is primary meant for the development of the oil-rich Niger Delta region". They said.

Miss Sovereignty Killing: IPDI Demands For Justice, Calls On IGP To Prosecute, Disband Oviwan Vigilante Group

Warri____ A  Renowned human right group under the aegis of Ijaw People's Development Initiative, IPDI, has vehemently condemned the killing of one Miss Sovereignty Iseregbe, a native of Isaba community by the Ovwian Vigilante group.

The group via its National Secretary, Comr. Keneware Emmanuel in a press release made available to newsmen on Tuesday in warri, demanded justice for the extra-judicial killing of Miss Sovereignty.

IPDI added that human life is sacred and sacrosanct, hence, for a security outfit to deliberately claimed the live of an innocent civilian means that such security outfit is inexperienced, brutally tasty for blood and had no respect for human life.

The group therefore called on the lnspector General of police, Delta State Commissioner of police to arrest, prosecute and disband the Ovwian Vigilante group with immediate effects.

"It's very glaring that the untimely and the extrajudicial killing of miss Sovereignty Iseregbe is capable of fomenting crisis and disrupting the peace moves between Aladja, Ogbe-Ijoh and Isaba communities.

IPDI further reiterated call on the CP Delta State to quickly disband the vigilante group and the perpetrators be brought to book with immediate alarcrity.

Gov. Okowa's aide, Ozobo blasts Buhari over illegal Zamfara 5billion gold deals

Gov. Okowa's aide, Ozobo blasts Buhari over illegal Zamfara 5billion gold deals

The Special assistant to the governor of Delta State, His Excellency senator Dr. Ifeanyi Okowa on political matters, Comrade Ozobo Austin has said that president Muhammadu Buhari now lacks power to proscribed artisanal refineries in Niger Delta region for supporting and endorsing illegal gold mining in Zamfara and Kebbi states.

Ozobo added in a press statement that the Federal government open endorsement on the Zamfara illegal gold mining had automatically legalized Niger Delta artisanal refineries.

Comrade Ozobo who is also a foremost Niger Delta Agitator asserted that the Federal government who now ordered CBN to buy 5billion gold from Zamfara government, despite the prohibiting laws of state control of solid mineral resources, does not had power to declared Niger Delta artisanal refineries illegal.

The activist said the Federal government had unlawfully launched the Presidential Artisanal Gold Mining Development Initiative (PAGMI) in Zamfara and Kebbi states which is a comprehensive artisanal and small-scale gold mining development programme, initiated in 2019 to foster the formalisation and integration of artisanal gold mining activities into Nigeria’s legal, economic, and institutional framework.

Ozobo said Niger Delta artisanal oil refineries operators need same presidential artisanal oil refineries development initiative, PAORDI, as a comprehensive artisanal and small scale oil refining development programme if Buhari is not biased.

He further posited that the Federal government, in collaboration with the Kebbi State Government had already inaugurated the Presidential Artisanal Gold Mining and Biometric Data Capture and Enrolment Exercise in Yauri Local Government Area of Kebbi in February this year.

The statement reads in part: "it should be noted that Federal government of Nigeria has loss power to proscribe Artisanal refinery operation in Niger Delta, so long the Federal government does not see anything wrong with illegal gold mining in Zamfara state"

"I made it clear in my recent interview with ActionAid international, an international organization, when its coordinator and other team members visited me in Warri during the weekend, While discussing other sundry issues, I draw my inference from Zamfara illegal gold deals by the Federal government"

"The Federal government action on the Zamfara illegal gold mining has automatically legalized Niger Delta artisanal refineries. The Federal government who now ordered CBN to buy 5billion gold from Zamfara government, despite the prohibiting laws of state control of solid mineral resources, do not has power to declare Niger Delta artisanal refineries illegal"

"There is truly a saying that he that comes to equity must come with a clean hands. What is good for the goose is good for the gander. I told ActionAid international that my people will resisted further attacks on our local oil refineries, except the Federal government do the needful by clamping down on  Zamfara illegal gold dealers,  makes Zamfara gold a national cake and the proceeds shared among all federating states in the country"

"I told ActionAid international that our oil is no longer for all, if Zamfara gold is not for all. This is injustice of the highest order, and would be further resisted with all vehements"

"It should be noted again that since the military and the sectional government of Nigeria federation are okay with the illegal gold mining activities in Zamfara state, my people in Niger Delta should be equally allowed to go into local refining of crude oil without molestation"

"Therefore, I call on Niger Delta governors, lawmakers and youth elites to support this campaign and demand for Niger Delta States control of state resources and continued to resist further destruction of local refineries in Niger Delta by the Federal government"
