IYC Press Statement

9th July, 2020

2020 IYC Election: Any Further Postponement Of The National Election By The Electoral Committee Will Not Be Tolerated, Says Olorogun

0.1. The forum of Zonal and Chapter Chairmen of the revered Ijaw Youth Council ( IYC) Worldwide rose from a crucial meeting on Thursday, July 9, 2020 with a clear resolve that any further postponement of the IYC National Elections by the Electoral Committee would be stoutly rejected.

It noted that the obvious disunity and the seemingly discordant tunes arising from the activities of the Electoral Umpire, underscores the unpreparedness and luckwarm attitude of its members to the onerous responsibility given to them by the Ijaw nation.

The forum urged the Chairman and Members of the Electoral Committee to put their act together and ensure that they deliver on their promise of conducting a credible election that meets both local and International standards.

0.2. Arising from the meeting the forum had with members of the Electoral Committee and some past leaders of Council, it was observed that the Electoral umpire was not prepared for the election scheduled for 10th and 11th of July, 2020. In this vain, the forum regrets any inconveniences the postponement of the elections might have caused the aspirants and other critical stakeholders of Council.

The forum urged the aspirants, delegates and other stakeholders that had already arrived for the elections to see the postponement of the  elections to the 18th and 19th of July, 2020 as a necessary sacrifice needed to maintain the cohesiveness and non fragmentation of the Council.

0.3. Following, the forum has resolved that; if the Electoral Committee fails in its commitment to conduct the election on the new date as agreed  by former leaders of Council and other critical stakeholders.The forum, alongside other leaders of Council would convene a National Convention that will   dissolve the Electoral Committee.

0.4. In line with the resolve to ensure that, if the Electoral Umpire fails to conduct the election, the forum would react swiftly and decisively. The forum holds strongly that any Kobo spent in the process of the elections would be duly accounted for by every member of the Electoral Committee. Even if it requires the involvement of the Economic and Financial Crimes Commission ( EFCC) to recover the money, the forum would not hesitate to involve the anti-graft agency.

0.5. In order to ensure that the electoral process moves smoothly without any hitch or inhibition, the forum is requesting members of the Electoral Committee to isolate and insulate themselves from the delegate list generating process from the Zones and Chapters. And that, they should forthwith desist from any attempt to manipulate or influence the delegate list that has gone through the mill to the Electoral Committee for publication; to assist  the aspirants in their campaigns and consultations.

0.6. In solidarity with one  of  the pillars of the forum, the Zonal and Chapter Chairmen of the Council heartily felicitates with Comr. ( Chief) Frank Akiefa for the safe delivery of his lovely Wife. The forum further wishes the family,   God's blessings and continuous protection and the enablement to raise the child in the fear of God with sound moral values.

0.7. The forum is urging everyone in the Council and Ijaw nation to close ranks and work closely for the growth and development of the Ijaw nation, bearing in mind that the survival and progress of Ijaw nation rest squarely on our shoulders.

Signed:

Comr. Kennedy Olorogun,
Chairman of the Forum,
For and Unbehalf of All The Members

We Used N1.5bn To Take Care Of Ourselves As COVID-19 Palliative, Says NDDC MD, Pondei

We Used N1.5bn To Take Care Of Ourselves As COVID-19 Palliative, Says NDDC MD, Pondei

The sum of N1.5bn was used as COVID-19 relief fund for staff of the Niger Delta Development Commission, Kemebradikumo Pondei, Acting Managing Director of the commission, said.

Pondei disclosed this at the investigative hearing on the N40bn corruption allegation against the commission.

The Senate had on May 5 set up a seven-man ad-hoc committee to investigate the financial recklessness of the Interim Management Committee of the NDDC.

The MD and other delegates from the commission appeared before the committee on Thursday for the hearing.

Kemebradikumo Pondei

The lawmakers raised concerns over the spending at the NDDC, noting that the commission spent N40bn last three months without due process.

However, Pondei when giving account of how money was spent, said staff of the agency had to be catered for, too.

He said, “We used it (N1.5bn) to take care of ourselves. We are NDDC, we need to take care of ourselves too.”

Part of the audit report read out by the Chairman of the committee, Olubunmi Adetunmbi, said N3.1bn was spent as COVID-19 funds between October 2019 and May 2020.

In the report, the lawmaker said, "N10m was paid to one person, N7m to two people, N5m to three people, 148 people took N3m each, 157 people got N1.5m each, 497 people got N1m each and 464 people were paid N600,000 each.”

Another N475m was given to the police to purchase face masks and hand sanitisers, he added.

Read The Heart Blowing Allegations Against The Embattle Former EFCC Boss Ibrahim Magu That Led To His Suspension, And His Defence

Allegations against the suspended Acting Chairman of Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, by the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, and Magu’s defence to the said offences are highlighted below:

*Alleged discrepancies in the reconciliation records of the EFCC and the Federal Ministry of Finance on recovered funds.

*Declaration of N539 billion as recovered funds, instead of N504 billion earlier claimed;

*Insubordination to the Office of the AGF;

*Alleged late action on the investigation of P&ID, leading to legal dispute;

*Not respecting court order to unfreeze a N7 billion judgement in favour of a former executive director of a bank;

*Not providing enough evidence for the extradition of Diezani Alison-Madueke;

*Alleged delay in acting on two vessels seized by the Navy;

*Alleged favouring of some investigators called Magu Boys;

*Reporting some judges to their presiding officers without deferring to the AGF;

*Alleged sale of seized assets to cronies, associates and friends;

*Alleged issuance of investigative activities to some media prejudicial to some cases.

Also, previously, former DSS D-G, Lawal Daura, had levelled some allegations against Magu in December 2016. The allegations bordered on:

*Missing EFCC Files;

*Return to EFCC under Lamorde;

*Tenancy of My Official Residence;

*Expensive air travels.

*High profile/dual lifestyle;

*Mutually Beneficial Relationship with Commodore Mohammed Umar (rtd);

*Perceived reluctance to arraign Vice Marshall Adesola Amosun;

*Alleged vendetta against Stanley Lawson; and

*Work through police cronies in EFCC.

Magu’s response to allegations
Responding to the allegations in a letter addressed to the AGF, dated December 21, 2016,  Magu, had written:

“I most respectfully refer to your letter referenced HAGF/EFCC/2016/Vol.1/23 dated 19th December, 2016, asking me to respond within 48 hours to the allegations contained in a report written by the Department of State Service, DSS, and which provided the basis for the non-consideration of my confirmation on December 15, 2016, by the Senate.

“Having carefully considered all the issues, I hereby present a point-by-point response as follows:

Missing EFCC files

“It is true that my residence was searched on the orders of Mrs. Farida Waziri, shortly after she succeeded Mallam Nuhu Ribadu as Chairman of the EFCC and some documents relating to cases under investigation were found in my house. At the time of the raid, I was yet to formally hand over to my successor, Umar Sanda, as head of the Economic Governance Unit.

“My schedule at the time warranted that I work round the clock and it was impossible to conclude all assignments without working at home. The documents found in my house were actually found in my office bag where I kept documents relating to investigations.

“I was in the process of handing over and it would be wrong to suggest that I willfully kept the Commission’s files at home. Nevertheless, the incident was thoroughly investigated by the Police as I was placed on suspension without pay for 20 months. But in the end, I was reprimanded, recalled and promoted to Assistant Commissioner of Police.

“It is important sir, to draw your attention to the fact that some of us that worked closely with Ribadu were victimized after his exit. And my ordeal was orchestrated as punishment for being the chief investigative officer for most of the high-profile cases involving politically exposed persons, some of whom became very influential in government at the time.

Return to EFCC under Lamorde

“I was Assistant Commissioner of Police in Charge of Operations at the Anambra State Police Command when I was recalled to the EFCC in 2012.

“I did not lobby to return to the EFCC. It is preposterous for anyone to suggest that I was recalled to do a hatchet job for Lamorde, as alleged in the DSS Report. My job schedule as Deputy Director, Department of Internal Affairs, under Lamorde, was simply handling issues of professional responsibility in the commission. I had no inputs in core operations, duties of the commission.

Tenancy of official residence

“I live in the official residence of the Chairman of the Economic and Financial Crimes Commission, EFCC. This accommodation, contrary to the report of the DSS, is not my private home, neither was it rented and furnished for me by Commodore Umar Mohammed (rtd).

“It was rented and furnished by the Ministry of the Federal Capital Territory through the Abuja Metropolitan Management Council, under the Safe House Scheme.

“It is also false that the house was rented for N20million per annum and furnished for N43million. The entire cost for both two-year rent and the furnishing of the house is N39.628million.

Details of the transaction are contained in the contract award letter and payment schedule which are attached to this letter.

Expensive air travels

“Honourable Minister, the claim that I have a penchant for expensive air travels in a private jet belonging to Commodore Mohammed is baseless

“The two times I can recall travelling in Commodore Umar’s aircraft, were on a trip from Kano to Abuja, and Abuja to Maiduguri. In the first instance, I had gone to Kano on an official assignment with two of my directors, and Mohammed who was on his way back to Abuja offered us a ride in his jet.

“The second occasion was when I was going to see my sick mother in Maiduguri. These, for me, were harmless gestures as we were both members of the presidential investigative committee on arms procurement.

“At the time I had no knowledge that he was under investigation for any alleged crimes. Claims that I flew in Mohammed’s jet is false.

“I have never flown in a private aircraft with any managing director of any bank, let alone one that was under investigation by my agency. I have no personal relationship whatsoever with him.

High profile/dual lifestyle

“The allegation that I live a flamboyant lifestyle is also surprising to me. While it is true that I did travel first class on Emirates Airline to Saudi Arabia for Umrah, this action to the best of my knowledge, did not contravene the directive of Mr. President on First Class travels as suggested by the DSS Report.

“My trip to Saudi Arabia was a private journey to perform my religious obligation and it was not financed with public funds. More importantly, my decision to fly first class was not borne out of quest for luxury but compelled by necessity.

“The trip was made during the last ten days of Ramadan and other classes of ticket were not available.  I had no other choice. That I flew first class in one instance is not enough evidence to suggest an extravagant lifestyle as alleged by the DSS Report. It is also not enough to suggest a dual personality.

“Any one that has associated closely with me will attest to the fact that I am not known for ostentatious living. And my new office as acting chairman of the EFCC has not changed this.

Mutually beneficial relationship with Commodore Mohammed Umar (Retd)

“Sir, it is important to situate my relationship with Commodore Mohammed Umar (rtd), in proper perspective. Our paths crossed when we became members of the Presidential Committee on the investigation on arms procurement.

“He was instrumental in getting some of the information that helped the committee make significant breakthroughs in its assignment.  Beyond that, the relationship between Umar and myself is one of professional acquaintance, devoid of issues of conflict of interest.

“So, it comes to me with shock, the imputation by the DSS that we have a “mutually beneficial relationship”. This appears suggestive that Mohammed and I were involved in activities that could be said to be untoward. I certainly have no knowledge of such activities.

“The claim that EFCC documents, including EFCC letters addressed to the Vice President and being investigation reports on the activities of Emmanuel Kachikwu and his brother Dumebi Kachikwu, were found in his home during a search by the DSS came to me as a surprise.

“If that is correct, he should be made to disclose how he came by such documents. I never discussed my official duties with him let alone give him documents pertaining to investigations being conducted by the commission.

“Interestingly, Mohammed was detained for several months by the DSS. In all those months, did he claim that I mandated him to commit any crime or that I was an accomplice to any crime? If there is any such claim, I will wholeheartedly like to be confronted with the allegation.

“It is interesting to note that when Mohammed was eventually charged to court, the charges against him were money laundering and illegal possession of firearms, and nothing related to my purported “shady” relationship with him.

Perceived reluctance to arraign Vice-Marshall Adesola Amosun

“The DSS Report that the reason EFCC delayed the arraignment of a former Chief of Air Staff, Air Vice Marshall Adesola Amosun, was because Mohammed never wanted Amosun to be prosecuted is astonishing. Anyone familiar with the EFCC under my watch knows that I perform my duties with the highest sense of responsibility.

“The reason Amosun was not arraigned when the likes of Alex Badeh and Umar were arraigned was because he cooperated with the Commission in terms of assisting the process of recovering the proceeds of crime.

“Indeed, among the suspects arrested over the arms procurement scandal, he was most cooperative. The Commission recovered N2.835billion cash from him, aside from property worth One Billion Five Hundred and Eighty One Million Naira (N1,581,000,000), Two Million One Hundred and Fifty Thousand United States Dollars ($2,150,000) and One Million Pounds Sterling (£1,000,000).

“Since a key focus of the investigation was to recover as much proceeds of crime as possible, the Commission took its time to ensure it had recovered what was possible before arraigning the suspect in court. This had nothing to do with the wish of any individual. Moreover, the suspect has since been arraigned before a court of competent jurisdiction.

Alleged vendetta against Stanley Lawson

“The suggestion by the DSS Report that Stanley Lawson, a former Group Executive Director of the Nigerian National Petroleum Corporation (NNPC) was placed on a watch list, to settle scores with him is strange.

“It may interest you to know that I do not know Stanley Lawson personally and could not be settling personal scores by framing somebody that I do not know.

“Lawson’s encounter with the EFCC is in relation to the investigation into the mismanagement of $118 million public funds for electioneering campaign involving former Petroleum Resources Minister, Diezani Alison-Madueke.

“It was discovered that he made payment of $25million into Fidelity Bank and also facilitated the purchase of Ogeyi Place Le Meridien Hotel in Port Harcourt for Mrs. Alison Madueke, for which he collected Ninety Four Million Five Hundred and Sixteen Thousand Naira (N94,516,000) as commission. Lawson was arrested and he made a refund of the N94.5million traced to him. He was never placed on any watch list.

Work through Police cronies in EFCC

“I do not understand what the report meant by working with cronies. If what was implied is that I have preferred officers that I work with and who go about their work in unethical manner, my response is that nothing of such exists in the EFCC.

“Officers who work with me know that the easiest way to lose your job is to be found to be involved in unethical or corrupt activities. Indeed, when I assumed office as acting chairman, my first action was to return police officers with integrity issues back to the Nigeria Police Force.

“If the DSS finds that there are police officers in the EFCC who are working closely with me and have properties that their incomes cannot support, the Service is at liberty to expose them.

Conclusion

“Honourable Minister, Sir, I invite you to take notice of the fact that the DSS authored two separate vetting reports on me, one referenced SV.114/3 addressed to the Clerk of the National Assembly and the other referenced SV.114/3 addressed to the Senior Special Assistant to the President on National Assembly Matters (Senate).

“Both letters were dated 3rd October, 2016, and signed by the same Officer, Folashade Bello, on behalf of the Director-General. While one of the reports advised the Senate against my confirmation, the other asked it to favourably consider my confirmation. The two reports emanating from the same agency raise questions of sincerity and motive.

“You will want to find out why they came up with two conflicting reports on the same subject on the same day. It is important to note that in all this, I was not given the opportunity of fair hearing.

“Above all sir, I am persuaded by my conviction in my innocence that in all the issues supposedly raised against me, no one has accused me of receiving gratification to act against my conscience or the interest of the country.

“I have attached to this letter all supporting documents and materials that would enable you arrive at fair position on all the issues raised.”

Taskforce evacuates roadside traders in Warri

Taskforce evacuates roadside traders in Warri

Delta State Taskforce on Environment has evacuated traders, shop owners displaying their wares along Warri Sapele road by Hausa Quarters as well as traders trading in a sub-power station in Warri South local Government area of the state.

This came as result of the recent unfortunate death of two young men under PTI junction high tension due to snipped high tension wire.

Delta State Government had warned traders, occupants of structures under high tension cables to immediately vacate the premises, threatening to prosecute them and demolish such structures if they disobey.

Chairman of the Taskforce, Hon. Sylvester Oromoni stated this through a joint inter-agency operation with the COVID-19 enforcement team of Warri South local government area.

He equally warned that the Taskforce will be proactive as our people's attitudes over this pandemic is becoming a thing of concern. Mandatory use of face mask and social distancing directive will no longer be swept under the carpet, stressing that the state Government has promised stricter measures to violators.

On structures under high tension cables and other sites prohibited for habitation by law, he said it was unfortunate that some residents in the state were so desperate that they could conveniently live and work under high tension cables without considering the consequences.

According to him, said: " the role of any responsible government is to ensure safety of lives and property at all times and the current administration of Governor Ifeanyi Okowa would do everything to ensure that lives and property were not endangered."

However, traders on the walkway, drainage system and roadside where dispersed. The taskforce has equally warned other markets, such as Ugbuwangue, Jigbale, Okere etc to prepare and be on the safe side of the law, noting that the taskforce team will storm them anytime from now, the statement adds.

Faction: We Must Tackle Saboteurs For Urhobo Nation To Make Progress, Says Efemena Umukoro, UPU Youthwing President

Faction: We Must Tackle Saboteurs For Urhobo Nation To Make Progress, Says Efemena Umukoro, UPU Youthwing President

The President of Urhobo Progress Union (UPU), Youthwing, Worldwide, Comrade Efemena Umukoro, has said that until Urhobo nation starts dealing with people that sabotage the good efforts of patriotic indigenes, Urhobo will not take her pride of place fully amongst other ethnic nationalities in the nation and the world at large.

Umukoro said this while responding to questions from journalists over a factional executive of the youthwing that was inaugurated yesterday.
He added: “It is laughable. We have 24 kingdoms in Urhobo nation. We have a constitution in UPU that is backing my administration. There is no vacancy and no one can wake up to form a faction.
“The pictures they posted on social media show that just six persons were inaugurated when we have 24 kingdoms in Urhobo land. How can the six of them watch over the 24 kingdoms in Urhobo land?

“I also observed that Olorogun Moses Taiga, the only person that has a factional UPU executive was not there, neither his 1st Deputy, Chief (Captain) Anthony Onaharigho.
“They are detractors. How can they just rise up and now want to claim to be the youthwing leaders now that some Urhobo youths have worked tirelessly to place Urhobo nation in the map of greatness.

“We must discourage elements like these so we don’t end up discouraging people who lay down their lives to see that Urhobo nation makes progress and that her pride is restored.

“I trust that Governor Ifeanyi Okowa will not play in line with these detractors,” adding that he was also sure that the Deputy Senate President, Barr. Ovie Omo-Agege will not too.
Continuing, he said that he is one of those that believe that with leadership comes responsibility.

“At the time Urhobo youths needed a voice where were they? When our mothers needed palliatives during the COVID-19 lockdown where were they? When one of our youth leaders was kidnapped and the executive of the youthwing relocated to his community until his release where were they? When police from Abuja invaded Delta Central and intimidated and arrested our youths, and we were able to retrieve monies running into millions seized by them from Urhobo youths where were they,” he quizzed.

According to him, Urhobo youths have been lambasting them over the pictures that the said group posted about their inauguration on the social media, adding that this has given him a sane mind that all is well and also given him more confidence.
“Urhobo people know the voice they can trust.  Their response gives me hope that better days are to come,” he averred.
Speaking about steps he would take to make sure that the youth body does not end up the way the parent body is that has both Taiga and Omene laying claim to the President General title, Umukoro said: “I have always been a bridge builder. Those who know me know that I am always open to everybody.

Ovie and Joseph are my friends and brothers. I will be meeting them soon. I don’t think we need to play dirty politics. I know that a few persons want to use them to distract us. We will come back stronger and remain one united family.
He called on all Urhobo youths to remain calm and go about their lawful duties. “Things are under control. There will be unity. No one should get involved in fighting or attacking anyone,” he added.

My felicitation goes to the amiable and listening boss, Sen. Dr. Ifeanyi Okowa, the Executive Governor of Delta state on this day that he came into the earth.

His Excellency sojourn on this planet has not been only a fruitful one to his immediate family, but to the state, region, Nigeria and humanity at large through his calculating and proactive steps.

Dr. Ifeanyi Okowa pilots the affairs of the state in the last 5 years in a unique way be it in welfare of Deltans, provision of  infrastructure, road construction that led to him being called the road master and unequal support in the history of the state for our sport men and women. In working with His Excellency, l have learnt a lot, but the one that  serves as compass for me is his humility.

Just-ln: Comrade Tam Oburumu Spits Fire, Says There Is Lack Of Leadership In AAC Party

Francis Tayor

Warri_____ African Human Rights Activist, Comrade Tam Oburumu has condenmed the tyrannical lifestyle of many so called African Action Congress members, especially those who are in alliance with Sowore or Leonard.

Comrade Oburumu who was House of Assembly candidate of the Party in the 2019 general election in Bomadi State Constituency made the statement on Tuesday in Warri while addressing the Press, blasts the lack of leadership displayed by selfish elements who are feeding big through the leadership crisis between Sowore and Leonard instead of calling for peace.

He says, he will never be tied to a party with truncated ideologies rather his loyalty is for the masses of Nigeria, particularly his Bomadi constituency.

" The level of impunity, tyranny and political immaturity playing out in AAC by people who claim to be loyalists to Sowore or Leonard is worrisome to genuine activists like us.

The reason why I joined AAC is subverted and I cannot promise to continue in such misconception and deceit if things are not done rightly.

My utmost struggle and priority is to give good leadership and good governance. This can be achieved in any truly pro-people platform. I am watching and will make the right decision soon."

At press time, our source gathered that, Comr. Tam has been removed from the Whatsapp groups of both the Sowore and Leonard factions for saying the truth, the statement adds.

Breaking: Go And Have Some Rest, Your Own Don Too Much, President Buhari Tells Acting EFCC Chairman, Ibrahim Magu

Francis Tayor

Abuja______ Ibrahim Magu, the acting Chairman of the Economic and Financial Crimes Commission (EFCC) has been suspended.

According to our source, Magu was suspended to allow him face the probe into the allegations levelled against him.

Recall that he appeared before a panel probing allegations of gross misconduct against him on Monday.

The panel is led by Ayo Salami, a retired justice of the appeal court.

The development comes after he was arrested and detained by security operatives in Abuja.

Magu’s travails followed a memo by Abubakar Malami, attorney-general of the federation (AGF), in which the suspended anti-graft czar was accused of grave malfeasance.

He was alleged to have mishandled the recovered loot and was selling seized assets to associates. He was also alleged to have refused to subject himself to the supervision of the office of the attorney-general.

Femi Odekunle, a member of the Presidential Advisory Committee Against Corruption (PACAC), had accused Malami of waging a grudge war against Magu.

He said the suspended EFCC chief is a victim of a power-play at the presidency.

But the presidential panel disclaimed the statement, saying Odekunle only spoke for himself.

Just-ln: DSS Squeezes EFCC Chairman, Ibrahim Magu On Alleged Corruption

Just-ln: DSS Squeezes EFCC Chairman, Ibrahim Magu On Alleged Corruption

Francis Tayor

Following allegations that he owns four properties and transfers funds abroad through a third party, the Department of the State Service, DSS, on Monday, arrested the acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu.

In a seven paragraphs statement disclosed by DSS, obtained by our source stated that the anti-graft agency chairman was said to have been found guilty of prejudicial to state security, withholding of EFCC files, sabotage, unauthorised removal of EFCC files and acts unbecoming of a police officer.

“In December 2010, the Police Service Commission (PSC) found Magu guilty of action prejudicial to state security – withholding of EFCC files, sabotage, unauthorised removal of EFCC files and acts unbecoming of a police officer, and awarded him severe reprimand as punishment.

“Magu is currently occupying a residence rented for N40m at N20m per annum. This accommodation was not paid [for] from the commission’s finances, but by one Umar Mohammed, air commodore retired, a questionable businessman who has subsequently been arrested by the secret service.

“For the furnishing of the residence, Magu enlisted the Federal Capital Development Authority to award a contract to Africa Energy, a company owned by the same Mohammed, to furnish the residence at the cost of N43m.

“Investigations show that the acting EFCC chairman regularly embarked on official and private trips through a private jet owned by Mohammed.

“In one of such trips, Magu flew to Maiduguri alongside Mohammed with a bank MD who was being investigated by the EFCC over complicity in funds allegedly stolen by the immediate past petroleum minister, Diezani Alison-Madueke.

“Furthermore, the EFCC boss has so far maintained a high-profile lifestyle. This is exemplified by his preference for first-class air travels. On 24 June, 2016, he flew Emirate airlines first-class to Saudi Arabia to perform lesser hajj at the cost of N2.9m. This is in spite of Mr President’s directive to all public servants to fly economy class.

“Magu has fostered a beneficial relationship with Mohammed who by his confession approaches clients for possible exploitation, favours and associated returns”.
