Aggrieved Ward 17 PDP Aspirants Petition Takeme Over Imposition Of Younger Brother


Warri____ The bid to produce candidates for political parties for the 2021 local government area election in Delta state has led to chaos and disarray in the People's Democracy Party Ward 17 structures in Burutu local government area.


The PDP, Chairman, Delta south, Chief Julius Takeme has threatened to remove the Exco members who were part of the selection process saddled with the mandate to produce a candidate for the party in the Ward, if they do not accept and endorse his immediate younger brother, Hon. Spencer Takeme as a sole candidate over and above all other aspirants.


The imposition of his immediate younger brother, Hon. Spencer Takeme over and above all other aspirants has plunged the party hierarchy  into irresistible fractions and disorder. The level of highhandedness exhibited by the Delta South, PDP, Chairman has spark reactions from leaders and party faithfuls, as he turns party affairs to family business.

In a petition cosigned by aspirants who contested for the Ward ticket, reveals that, instead of, to rejig the party, Chief Julius Takeme has turned an impunity monster thus turning party business to sole proprietorship as he uses position to coerce subordinates to sign and affirms his younger brother as a sole candidate of the Ward.


Chief Takeme needs no reminder being, the Chairman, PDP, Delta south does not give him the boastful impetus to override, and to impose personal interest over and above consensus decisions of other leaders. He should therefore, be sanctioned for the flagrant abuse of the powers conferred on him by the party.


At a time that, the party in it helms is looking out for an unbiased and impartial hands to champion its course of repositioning, Chief Takeme, left that orthodox assignment of repositioning unattended to, rather to get down to business of repositioning, he is chasing shadows thus tends to causing the party disarray. 


If the task of repositioning as a political party is demanding of him, he should better resign and allow competent hand to take over its affairs so as to take the party to its eldorado now that it is day.

PETITION AGAINST CHIEF JULIUS TAKEME (SENATORIAL CHAIRMAN, DELTA SOUTH) OVER THE PERPETUATION OF ELECTORAL FRAUD AND ABUSE OF OFFICE: A CALL FOR A REMEDIATION


We, the undersigned, acting for ourselves and on behalf of our numerous supporters, as councillorship aspirants in Obotebe Ward 17 wish to register our displeasure over the shameful imposition of Hon. Spencer Takeme, by his immediate elder brother, Chief Julius Takeme, using his office as Senatorial Chairman, to the detriment of all of us.


As directed by the party leadership, Exco members and selected leaders converged at the residence of the Delta South Senatorial Chairman, Chief Julius Takeme, in order to harmonize and select/elect councillorship candidates for Wards 17 and 18, Burutu Local Government Area. While Rt. Hon. Franc Enekorogha led the group to amicably pick their candidate for Ward 18 without any rancor, the case was different for Ward 17, as the Senatorial Chairman singlehandedly imposed his non-performing immediate younger brother on the people. He did so by threatening to remove the Exco members saddled with the mandate to produce the candidate from the Exco, if they do not accept and endorse his immediate younger brother over and above all other aspirants as the candidate.

This action of the Senatorial Chairman has thrown the Ward into a serious disarray, as party members have threatened to decamp enmass if this ugly trend is not corrected with immediate effect.


The peace and security of Ward 17 is presently at risk, if the needful is not done urgently.

It will be recalled that, in the last Local Government Area elections, all the Aspirants stepped down for the Senatorial Chairman’s younger brother for Ward 17, while the Aspirant for Ward 18 stepped down for the Nephew of Rt. Hon. Franc Enekorogha, upon an understanding that the position will rotate in this election. Rt. Hon. Franc Enekorogha has honorably fulfilled his side of the bargain by telling his nephew to step down.


This action by Rt. Hon. Franc Enekorogha has brought peace in Ward 18 but Chief Julius Takeme has shamelessly and vehemently refused to honor the agreement that was reached in the last elections. To make matters worse, the said Hon. Spencer Takeme is not popular. He is the least qualified, to represent the people of Ward 17. His first tenure registered the worst form of representation as his impact was only negatively felt by the people.


In view of the aforesaid, we demand as follows;


1) Let the name of Hon. Spencer Takeme be dropped as he was not properly selected.


2) All leaders and Exco members should be freely allowed to vote for a candidate of their choice under the supervision of an unbiased umpire.


3) Chief Julius Takeme should be sanctioned for the flagrant abuse of the powers conferred on him by the party.


4) Rt. Hon. Franc Enekorogha should be commended for the display of leadership and holding strictly unto the Gentle Man agreement that was reached in the last election.


We trust that the party leadership is capable of treating this case with all sense of fairness and justice.

 has called on local government Chairmen in Delta state so support the Governor, Senator (Dr) Ifeanyi Okowa, in the area of providing a cleaner and aesthetic environment in the state.


Speaking with newsmen on Monday in Asaba, the

Activist noted that Delta state could be cleaner if local government Chairmen takes environmental sanitary seriously.



He reiterated that the chairmen should be willing to support the state government by giving back to the people the benefit of a clean healthy aesthetic environment adding that monthly environmental sanitation is not enough.


Governor Okowa has done credibly by ensuing that his government operate an open door government for many to participate. However, little has been done to achieved clean cities in the state.


Kagbala further urged the various local government Chairmen to create awareness programs and inform Deltans not to dispose of waste wherever they feel like, particularly in the cities.

Christ Mercyland Deliverance Ministry Church lnt'l, Snr. Prophet Jeremiah Omoto Fufeyin in order to render face to face unreserved apology over a Defamation of Character story he published against the man of God.


In a reconciliation meeting held on Monday 14th December, 2020 with the prophet at Mercy City Effurun near Warri, Onduku also commended Gen. Godday Smith a.k.a. king of the forest (Bounanaowei), Chief. Stanley Yangabouy (the Amananaowei of Odimodi), Hon. Comrade Daniel Pere Ezekiel (SSA Security to Delta State Governor), Hon Comrade. Austin Ozobo (SA Political Matters to Governor Okowa), Barr. Preye Onduku, Chief. Akpowaide Etimigba, Gen. Andabofa Opunama, Double Chief. Joseph Eseimokumo, Chief. Boro Lala, CSO Alegbe, Engr. Harrison Edoukumo, Comrade Ezekiel Kagbala, Comrade Jerome Demebide, Mrs. Ayanemibo Lyon among other well meaning ljaw sons in their timely intervention to amicably settled the differences between the man of God and the online publisher.


It would be recalled that  Onduku was arrested and detained at zone 5 Benin on the 3rd-8th of December, 2020 over alleged bribe publication he made against the man of God. Having granted bail from detention, it took the intervention of the above mentioned names to plead with the man of God to forgive Onduku over the Defamation of Character publication.


In an solidarity statement with his associates, Oyinbi who is also the President of Concerned Citizens for Izon-ebe Development (CCFID) said  "As a high ranking man of God he was not expected to indulged himself in Court cases against his fellow brothers, rather he is supposed to pray for forgiveness, repentance and probably deliver whoever that is possessed with contrary spirit".


This statement which went viral on social media became offensive to The Man of God who is well known for his humanitarian activities and general goodwill.


The prophet in acceptance speech noted that he has forgiven and withdraw defamation of character charges against Onduku. He further warned blackmailers to desist from smearing men of God with false allegations, adding that he has wholeheartedly forgiven Oyinbi and give him the opportunity to prove to the world that he has transformed through the public apology.

The Senate has indicted the Nigeria Police Force for allegedly killing a final year student of the University of Port Harcourt, Rivers State, Chinedu Obi, and mandated the police

authorities to pay to his family N10m as compensation.


Obi, who was arrested on July 19, 2019 after a disagreement with a female phone seller for alleged assault, died in controversial circumstances in police custody, after being denied access to family members and medical care.


In a petition to the Senate by the counsel to the family, Omemiroro Ogedegbe, disclosed that the deceased went to Otta, Ogun State to visit his friend when he met his untimely death.


While testifying before the Senate Committee on Ethics, Privileges and Public Petition, Ogedegbe said the deceased did not resist arrest contrary to police officer’s claim.


Deputy Commissioner of Police (DCP), Ogbadu Aliyu, claimed that the deceased was arrested, detained and later granted bail and that after his release, he went back to the woman and started beating her and even tried to throw her from a story building.


Aliyu said the deceased, who was rearrested, became violent and tried to demobilise an officer, who shot him on his buttock instead of his legs.


But Ogedegbe, who disagreed with the presentation, stated that the deceased was shot from behind in the right buttock, “which meant that it was not the officer that shot him from behind.


“That all entreaties by the deceased who was in the pool of his own blood to speak with his father were rebuffed by the officers of the NPF who allowed him to die before taking him to Otta General Hospital.


“That the police officers lied as the deceased neither committed an offence, resisted arrest, nor armed at the point of his arrest.”


In the report presented to plenary, Chairman, Senate Committee, Ayo Akinyelure (Ondo Central), said the offence of assault alleged by the phone seller was not a capital offence and should not have led to the suspect’s arrest and handcuff.


He said: “The police officers did not handle the matter professionally and therefore, the force is culpable in the death of Obi.”


The Senate condemned the action of the police for the unprofessional manner it handled the civil matter between the phone seller and the late Obi.


At a session presided over by Deputy President of the Senate, Ovie Omo-Agege, the lawmakers urged the police to arrest the police officer who shot the late Obi for prosecution, according to the laws of the land.

The 2011 Bonga spill victims which have been pursuing legal means to actualize their quest to effect compensation to them under the aegis of Oil Spill Initiative Vanguard in a suit number HT -2017 -000383 and HT-2020 -143 Bonga Oil Spill, December 20th, 2011 against Shell Trading and Shipping Company Limited (STATSCO) and Shell Nigeria Exploration and Production Company (SNEPCO) have won the second round of the legal battle against SHELL the oil giant in the United Kingdom. 


The Oil Spil Victims official message stated that Shell Bonga Field  Operations which discharged over 40, 000 barrels of crude oil into the Atlantic ocean terminated the fishing activities of over 170, 000, fisher men and women, while 450 communities between Delta and Bayelsa state were negatively impacted as a result of the pollution.


The Group noted in their assertions that an area  in the sea measuring over a distance of 185km along the Nigeria Coastal line was deserted by fishermen dew to the  unbearable effect of the pollution, even as 

farm lands and vegetation were contaminated across board in the affected area in Delta and Bayelsa state. 


Mr. Harrison Jalla the Executive Director of Oil Spill Victims Initiative Vanguard (OSPIVV) who  disclosed this information in a press conference held at Tebulous Hotel Ekpan Warri Delta State on wednesday 9th December, 2020 pointed our that OSPIVV is an NGO dedicated to the pursuit of the rights of  victims and communities affected by oil spill hazards, gas flaring and to ensure transparency and accountability in the extractive industries in Nigeria. 


Harrison Jalla the Group Executive during the media interactive session told newsmen  that the battle for  OSPIVV to ensure that the victims are compensated has been on since 21st of September 2017, when the Group took the legal action Johnson and Steller Solicitors. 


He however hinted for reasons not disclosed  that the former lawyers Johnson and Steller Solicitors are now replaced by Rosenblatt  Limited, a reputable oil and law firm based in Saint Andrew East Central London.


 The Group Executive while disclosing that the journey to final destination for the victim's dream of compensation is yet to be realised legally he,   explained : " Having scaled the first and second hurdles, were judgement has been  delivered in favour of OSPIVV, we still have one more protective claim pending in suit No HT -2020 -000143 filed on the 23rd of April 2020.


However,  he expressed optimism that the next phase of legal battle will still turn out to be  positive in favour of OSPIVV just like the first two instances, because the Group have iron cast alibis which the judges of the earlier courts relied  on to deliver judgement in favour of the spill victims.


According to Mr. Jalla  the OSPIVV Executive, the SHELL Group threw everything in the ring to contest the jurisdiction of the English Court to entertain the matter since 2017  just to ensure that they evade payment to the spill victims and the  affected communities. 


 He added : " God being a Man of justice  prevailed as the judgement handed down by the Hon. Justice Stuart Smith on the 2nd of march 2020 in  the English court assumed jurisdiction and ruled in favour of OSPIVV , lndividuals and Community Claimants in the matter."


Speaking further he remarked: " l am glad to inform you that we are moving closer to end of the tunnel with a silver lining , our case has since been heard on the 19th of November 2020 in a case management session by both parties under a new Judge  , Hon.Justice  Mrs, O' FARRELL which outlined how the matter will progress in the main trial. 


The Group Executive while making his submition  stressed that the on going action is to compell the   Shell Group and its subsidiaries to do the clean up , rectification,  Restoration , compensation and payment of damages occasioned by the negative impact of December 20th 2011 spill.

*ON CHIEF JOHN OGUMA’S REPORTED ACT OF PUBLIC INDECENT EXPOSURE OF YOUNG HALF-NAKED GIRLS – A CONTRAVENTION OF THE LAW AND PUBLIC IMMORALITY THAT SHOULD NOT BE ENCOURAGED*


I was greatly appalled, disgusted and angry at the same time when I saw pictures online of Chief John Oguma, a PDP Chieftain in Ughelli South LGA of Delta State, spraying money on topless half-naked young girls that were made to dance at the funeral ceremony of his mother in-law (mother to his second wife), on Saturday 5th December 2020 , in what can best be described as a public shame and indecent exposure that is alien to our culture, being exhibited by an elder and public figure in the society. For the sake of the poor innocent young girls and their future, I have decided to attach only the cropped picture of Chief John Oguma, and the defaced picture of the girls whom he made to kneel down before him as they danced half naked to his disgusting delight, while he was spraying money on them. This act of indecent dressing, which vicariously was induced by Chief John Oguma, is absolutely wrong on every side, and it saddens me more that even the people that were around the said ceremony, did not see anything wrong with this, as some of them were also seen taking pictures of these vulnerable young girls that were made to dance naked before them.


The Organizers of the said ceremony, and Chief John Oguma apparently capitalized on the poverty level of the young girls’ dances, whom Oguma brought to Ogbe-Udu, Udu LGA of Delta State at the said funeral ceremony of his mother in-law, to have made them to dance half-naked before them and the public.


What is more a serious issue that should not be tolerated, is the fact that the said pictures of the half-naked indecently exposed young girls’ dancers at a funeral ceremony, to my mind, contravenes Section 30 (2) of the Bill passed in this regard by the Delta State House of Assembly, and signed into law on 7th July 2020 by Governor Ifeanyi Okowa. The section reads: “A person who, with intent to embarrass or humiliate another person whether for a real or perceived wrong, strips that other person naked, completely or partially, commits an offence and is liable on conviction to a term of 3 years imprisonment or to a fine not exceeding N500,000.00 or both.”


Even a Seminar reportedly organized by the Delta State Governor’s wife, on Child Molestation, is also clearly contravened by this show of shame by Chief John Oguma. And as noted by well-meaning Deltans, this act by Chief John Oguma, making young girls dance naked in public, is repugnant to natural justice, equity and good conscience. He capitalized on the poverty of the innocent citizens whom the Delta State Government has impoverished and made vulnerable, to carry out this act in a bid to satisfy what may be described as pedophile tendences and demonic lust. This is nothing but a show of shame!


Beyond what the law says, let us bear in mind that these are young innocent girls and children of poor parents in Delta State, and also future wives of some men and future mothers of unborn children. These young girls were born the same way John Oguma’s children were born. How will Chief John Oguma feel if his own innocent children are lured or enticed with money to come to dance naked in the public in this 21st century, and someone is spraying them money? Should a politician of Oguma’s repute, capitalize on the poverty of others to abuse innocent young girls in the public and he is happy and comfortable about it as he satisfies himself by spraying the half-naked girls’ money? Was John Oguma rewarding these girls for dancing half-naked? How will John Oguma feel if his own innocent children should dance half-naked?  The recently passed law in Delta State should be applied in this case.

The Delta State Independent Electoral Commission, DSIEC, has fixed March 6, 2021 as date for the general local government election in the state.


This was disclosed on Tuesday, December 1, 2020 at a meeting of the commission with political parties and stakeholders in the state in Asaba.


Speaking at the forum, DSIEC Chairman, Chief Mike Ogbodu stated that pre-election activities will commence immediately with party primaries to hold from 7th December to 31st December, 2020.


He further announced that 34 new wards have been created in the state as part of the recent delineation exercise which brings the total number of DSIEC wards in the state to 500.


According to Chief Ogbodu, “The purpose of this meeting is to publicly make known, the date fixed by the Commission for the conduct of the 2021 Local Government Council General election; issue election Guidelines and Timetable, as well as the schedule of activities for the conduct of the election.


“Going by this public notice, therefore, pre-election activities will commence immediately as we are poised to beefing up our preparedness capabilities by the day.


“We will further use this platform to urge our esteemed stakeholders including the various registered political parties in the State, their leaders and teeming supporters; the media, market women, NGOs and CSOs, security agencies and the electorate to give us the musch needed support as we embark on the journey of delivering a free, fair, credible and generally accepted election come 6th March, 2021.”


He assured of transparency with the political parties and smooth working relationship with the state Inter-Party Advisory Council.


In their different responses, Chairmen of political parties in the state called for a free and fair election, urging DSIEC to provide a level playing ground for all candidates and parties.


Oke Idawane, State chairman, Social Democratic Party, SDP, tasked DSIEC to play by the rule and avoid the temptation of shifting the election date. He further called for peace amongst members of the political parties.


The state secretary, Peoples Democratic Party, PDP, Obi Nzete, also sued for peace and lauded DSIEC for being a credible umpire even as he asked the Commission to maintain same in forth coming election.


Chairman, Delta IPAC, Emeke Bidokwu urged DSEIC to always partner with them inorder to reach the grassroots with needed information.

In a bid to restore cleanliness and sanity in the State, the Delta State Taskforce On Environment has reiterated its readiness to promote a cleaner, safety and hygienic environment through removal of illegal structures that deface the Environment.


To this end, the State Environment Taskforce Chairman Honorable Sylvester Oromoni has warned street traders to stop trading under high tension, stressing that it is for their own good and safety of life and property's.


The state taskforce team led by Oromoni further handed a 14day abatement notice to owners of the makeshift shops along river road, off Housing Complex Road, Ekpan.


Oromoni insisted that  the structures built under the electricity high tension wires must be removed immediately. 


According to the Environment Task Force Chairman, several warnings have been given to owners of the structures, but  they have refused to hid the directives.

He added that the action was actually in their best interest of the traders and their customers.


"What we have observed is that this people trade under the electricity high tension unmindful of the dangers involved. A wire can snap anytime and cause heavy casualty if people are under it" he said. 


Continuing Oromoni explained that all lives count. 

He recalled a recent incident at PTI Junction where two persons were killed when electricity wires snapped. 


Adding he said, "beyond the dangers involved,the make shift structures are unsightly and give the city a very bad look


"We need to start improving on the aesthetics of our metropolis", he said. 


The Taskforce Chairman warned that such unsightly and dangerous acts  will no longer be tolorated by the Government. 


"We will do all that is necessary to protect and safe the lives of citizens and their properties", he noted.

Warri____The Ijaw People in Delta State (IPDS) are now set to host Chief James Onanefe Ibori, former Governor of Delta State from 1999 to 2007, as a mark of appreciation for opening up the riverine Ijaw communities in the State, when he was Governor.


The people noted the determination and political will he demonstrated at the dawn of the new democratic dispensation in 1999. 


The hosting which is long overdue is aimed at honouring and recognising Chief Ibori's role in the advancement and development of the Ijaw people in Delta State.


In a statement, the conveners of the programme. Chief (Comrade) Mulade Sheriff and Mr. Hassan Warri have called on all sons and daughters of Delta Ijaw to come out enmass to honour and thank the Odidigborigbo of Africa irrespective of their political affiliations.


Highlights of Chief Ibori's goodwill for which the Delta Ijaw are grateful, include:


(i). Forthrightness, doggedness and determination towards ensuring the end of the fratricidal Ijaw/Itsekiri ethnic crisis, thereby saving several lives and property.


(ii).  Relocation of the Headquarters of Warri South West LGA to Ogbe-Ijoh Town, which today has reunited Ijaw/Itsekiri together.


(iii). The quality of political space and mentorship of the Ibori- led government that has led to Ijaw people being assisted to become notable personalities and gladiators such as Senator James Manager, Chief Pius Sinebe, Rt Hon. Frank Enekerogha, Barr. Bosin Ebikeme, Dr Braduce Angozi, Chief Frank Omare, Mr. George Timinimi, Rt. Hon. Solomon Funkekeme, amongst others, and today, Barr. Kingsley Burutu Otuaro has climbed to become the Deputy Governor of Delta State.


(iv). The construction of Bomadi Bridge which has opened up Ijaw land. This gesture has given a clear indication that in spite of the terrain, the Ijaw riverine area can be developed with road infrastructure.


(v). The Omadino Bridge (to connect the proposed road that will access Gbaramatu communities including Okerenkoko, Pepeama, Kokodiagbebe etc.


The Chief Convener, Chief Mulade Sheriff, the Ibe-Sorimowei of ancient Gbaramatu Kingdom in Warri South West LGA and an Ambassador of Peace noted that there is no better time than now to appreciate and thank our former dynamic Governor, Chief James Onanefe Ibori for bringing peace, unity and development to the area.


This event promises to be a memorable one, as arrangements have been concluded to reach out to revered Royal Fathers, Political Leaders, friends and well-wishers to grace the event with cultural display, at a date and venue to be announced in due course

Yenagoa_____ A renowned Niger Delta based human rights activist and Chairman of the Civil Liberties Organization, CLO, Bayelsa State branch, Royal High Chief. Alabo Nengi James has called on the clergy and other religious leaders in the society to lead the campaign violence against women by using the pulpit to condemn all forms of abuses against women and children.


Alabo Nengi, who stated this at the Choice of Christ Ministry, Azikoro Town in Yenagoa LGA, Bayelsa State while speaking as a guest speaker at an interactive awareness campaign to sensitize children and women as part of activities to mark the International campaign against the elimination of violence against women and girls--child as part of a 16 Days of Activism against Gender Based Violence (GBV).


According to Nengi who is also the founder and Chairman of Nengi James Foundation, said by virtue of their position and authority they command in the society, the clergy, he pointed out has a big role to play in sensitizing the public against society ills and inhuman socio-cultural practices.


He said women and the girl child like others have inalienable fundamental human rights which include right to education, right to employment, right to equal opportunity, right to dignity of the human person among others.


While condemning all forms of discrimination against women and the girl child, he said it is regretted to note that cultural harmful practices like female genital mutilation, child trafficking and child labour are still prevalent in the society today.


He admonished parents and guardians to take responsibility of training their children and wards according to the holy scriptures which says train up a child in the way he should go, and when he grow up old he will not depart from it, just as he also advised children to be obedient to their parents and constituted authority.


Highlight of the occasion was the presentation of gifts items to the children.

Delta Governor, Senator (Dr) Ifeanyi Okowa, has assented to the state’s 2021 Appropriation Bill, with assurance that the state government would strive to recover from the economic challenges engendered by COVID-19 pandemic.


Okowa, who signed the bill on Monday in Asaba, commended the state’s House of Assembly for speedy passage of the Bill and said that signing the budget with a month to the end of 2020 would avail the state government the opportunity to plan further towards the implementation of the 2021 budget from January, 2020.


He thanked God for the warm working relationship between the executive and the legislature in the state, and said that the government would remain focused in implementing the budget as passed, for the benefit of all Deltans.


"You have just witnessed my signing into law the 2021 Appropriation Bill, and as I said on Oct. 27, during the presentation of the bill, we are in very difficult times this year, no doubt both in this country and globally.


``And, with the second wave of the pandemic, it will create a further challenge for the recovery of the economy of our nation.


"However, we are optimistic that in the 2021 fiscal year, things will gradually improve and we will be able to get back to the levels of infrastructural development and the human capital development for our people.


"This is very necessary because there is a lot of pain; there is a lot of unemployment and our people are generally getting restive nationally and I pray that God will help us and this nation to rediscover ourselves and to commit every work of our people and our state and nation for the common good of all our citizens.


"The budget is termed 'budget of economic recovery' because we are very much aware of the impact of COVID-19 pandemic, both on our health systems and the economy of the country, which is still largely dependent on the oil economy,’’ he said.


The governor explained that a lot was being done to grow the agricultural sector nationwide, including Delta, but stated that the programme would take time for it to begin to manifest meaningfully.


According to him, as long as we are still dependent mainly on the oil economy with the global pandemic going, we definitely have a lot of shortfall, both in the prices and the volumes of oil that is being sold in the international market.


"This obviously impacted negatively on our budget in 2020 that we had to reduce our budget downward twice in the year.


"However, I want to use this medium to appreciate our various contractors who had continued to stay in their various sites to work even when it is becoming increasingly difficult to make payments on contractual agreements already made.


"We will continue to be very responsible as a state and we will continue to work with them to deliver on our projects," he stated.


The governor expressed delight that some of the key projects were still on course, including the new Secretariat building which was nearing completion and Ughelli-Asaba road dualisation, which would be completed in March, 2022.


"I want to reassure you, Mr Speaker and all Deltans that the executive will keep focus on the development of projects that we are involved in, in the development of roads, schools, health institutions and we will continue to stay on course in trying to create the enabling environment for businesses to thrive," he said.


He disclosed that work had commenced at the Ogwashi-Uku Agro-Industrial Park, and reaffirmed that the state government was committed to delivering the project on time.


Okowa stated that the state would continue to focus on entrepreneurship programmes, and would take it to higher levels in the 2021 fiscal year by engaging more youths.


He said that the state government was also paying attention to the girl-child and the empowerment of our women.


"It is our hope and prayer that we will be able to achieve a reasonably budgeted amount of revenue, so that we can truly impact positively on all aspects of our economy, touching every community and every local government in the state.


"Deltans have done so well in praying for us and I can assure them that we shall finish all of those programmes and when we shall be leaving in 2023, Deltans and the government will have cause to say `thank God’ for all that we have achieved," Okowa stated.


Presenting the Appropriation Bill to the governor earlier, The Speaker of the state’s House of Assembly, Chief Sheriff Oborevwori, said that the Bill went through all legislative process before passage.


Oborevwori recalled that Bill was presented to the House on 27th October, 2020 and was passed on 17 November, 2020 after it was considered sector-by-sector.


"It is with great pleasure that I present to you the 2021 Appropriation Bill passed by the House of Assembly for your assent.


"The urgency with which it was passed was informed by the legislative agenda of the House to partner with the executive to put the state on the path of recovery from the COVID-19 pandemic which has ravaged the world.


"We were mindful of the fact that the quick passage of the bill was necessitated by Your Excellency's vision to bring the state out of the economic challenges posed by the pandemic," he said.


The budget figure was increased to N383 billion from N378.48 billion proposed by the governor. Recurrent expenditure is N173 billion and capital expenditure, N210billion.


The speaker had explained that the increase in the budget as proposed by the governor was to provide for some Ministries, Departments and Agencies (MDAs) that were not captured in the proposal.

Christ Mecyland Deliverance Ministry Church Effurun, Prophet Jeremiah Omoto Fufeyin, has bribed the younger brother to the Deputy Governor of Delta State, Mr. Bullet Otuaro with the sum of four hundred thousand naira (#400,000 00) in order to withdraw the blackmail case he instituted against Godwin Boukan and Amos Wanki.


According to our source, said prophet Jeremiah invited Bullet Otuaro on Thursday 26th November, 2020 and offered him the sum, so as to enable him lure and mobilize the two accused innocent young men and their parents to meet with him at the Church (Mercy City), in the guise to settle the matter out of court.


Meanwhile, Bullet Otuaro, having collected the money from Prophet Jeremiah on Thursday at Mercy City, communicated to the family members of the accused persons that, Prophet Omoto want to settle the matter out of court. " He added that, all Omoto want is for the both family members of Godwin and Wanki to meet with him at the Church, so as to settle the matter, Bullet said." 


Unfortunately on Monday 30th November, 2020, Bullet mobilized the accused persons as well as their parents to meet with Prophet Jeremiah Omoto at Mercyland. 


During the meeting, the  accused persons where forced under duress to say the bidding of the man of God. Prophet Jeremiah asked them to rehearse the script after him.


According to Amos Wanki, said: " l was invited here by Prophet Jeremiah through Bullet Otuaro to settle the matter out of court. But getting here today, Omoto compel me to say what is against my will. In order words, l was forced to say Omoto did not know anything concerning the said herbalist video criticising J Israel in front of camera. Prophet Jeremiah asked me to say, l should tell the world that he was not the one connived with the native doctor in the said video of his church elder blackmailing J Israel of South Africa."


In his part, Godwin Boukan said: " l was asked to apologize to the man of God that he knows nothing about the trending witch doctor video that is criticising J Israel of South Africa, Boukan stated."


It was said that Prophet Jeremiah released another five hundred thousand naira (#500, 000 00) instantly to those he invited to settle the matter after the meeting.


However, the accused persons expressed displeasure that they are not satisfied with the out of court settlement with Prophet Jeremiah, and that they will see their lawyer to take the next action.


It would be recalled that, the final judgement of the blackmail case between Prophet Jeremiah Fufeyin, Amos Wanki and Godwin Boukan is coming up on the 3rd of December, 2020 at magistrate Court 1, Ughelli.
