Rights Group Vows To Fight Corruption ln Delta, Advocate For Good Governance


The Woman Leader of a frontline development and good governance advocacy group, New Delta Initiative, Mrs. Promise Uyanwanne urges Deltan's to protect government developmental projects.


Speaking during a meeting of the group in Warri, Delta state, Mrs. Promise noted that protecting government infrastructures will result in general benefit.


She warned against activities capable of defacing the aesthetics of the cities around the state, adding that NDI is prepared to partner with reputable organization, law enforcement agencies to sanction anyone, group of persons, organisations whose activities is capable of Puting the state into disrepute.


She noted that corruption amongst public servants, school principles, head teachers and other public officers is affecting Delta state negatively.

The resolve of Hon Rex Ogboru to strengthen the All Progressives Congress (APC) in Ethiope East Local Government Area of Delta State, on Tuesday was again demonstrated as the young politician, a former aspirant for the Delta State House of Assembly seat, with an ever-growing group of supporters due to his style of politics, met with women of the party in Ward 1, 2 and 3. 


According to sources, on Monday, he dedicated his time to the youths and on Tuesday, received women from the said wards in his Abraka residence.


Oasis Magazine (OM) gathered that during his meeting with the women on Tuesday, he gave them the opportunity to table their grievances as party members.

According to one of those at the meeting, some of the women who spoke talked about the neglect meted out to faithful supporters.


Our source said: “Many complained about the actions of elected officials in the party.

Notable among them was Mrs. Moneygirl Dubre who tearfully narrated her ordeal in the party, saying that many of them lost properties in an election, but still remained faithful that someday they will eat the dividends of their perseverance.


She noted with tears how a recent empowerment was given to PDP women that stood against the party, but as usual they were neglected.


Hon. Rex Enajite Ogboru appealed to the women on the need to move forward and look for a better/inclusive APC where everyone will be paramount. 


He stressed the need for all the women to participate actively in the forthcoming party registration/revalidation of membership.


APC stalwarts present during the meeting were Hon. Rex Ogboru, Mr. Lindon Ugbome (LGA Chairman), Comr. Ejiro Etaghene (councillorship candidate DSIEC 3), Hon. Mike Ukrakpor (councillorship candidate DSIEC 5), Hon. Ogaga Akpore (councillorship candidate DSIEC 2), Godstime Ukuanovwe, Edison Odeh, Emeka Paul Newman etc.

Meanwhile, feelers from those that were at the meeting on Monday with youths, said the emergency meeting was needed to address the too many complaints from virtually all quarters in the party.


The meeting witnessed over 250 youths from all wards in Abraka (Ugono, Otorho, Urhuoka, Urhuovie, Ogbedje, Oria, Urhuagbesa, Umeghe, Erho, Ajanomi etc).


It again was another time for contributors to air their mind, spew out their grievances and speak up.

Most of the contributors decried the neglect by the political office holders and party leaders most especially giving out appointment to known PDP members. 


This according to the aggrieved youths is an aberration and doesn't tell well of the party.

Hon. Rex appealed to party faithful to remain steadfast and take good advantage of the forthcoming party registration and revalidation of their membership. 


He also assured them that the party will definitely get it right as everyone looks forward to the next party congress.

Delta State Spare parts dealers under the auspices of Lower Erejuwa Motor Spare Parts Association (LEMSPA), as well as lbo market traders in Warri has commended the Delta State government over the operation show your PSP receipt exercise, stressing that they are ready to partner with the private sector participants PSP service providers in order to ensure safe and clean environment in the state.


The commendation was made on Tuesday in warri, during a combine meeting with waste management board, PSP service providers and Delta state taskforce on environment in order to have a mutual understanding between the agencies and the market traders on the need to cooperate with Delta state government policies to engage PSP  Model of waste management for proper disposal of their commercial premises wastes to government approved dump site.


Speaking at the meeting, the Chairman PSP Warri South Local Government Area, Mr. Idundun Hope noted that the essence of the meeting is for all shop owners in warri to register with PSP service providers in accordance to the state government law on proper waste management and safety environment. He said market traders must cooperate with Delta state government to keep warri clean and safe for living, adding that most strange deadly diseases in our society today is as result of indiscriminate waste dumping in our environment, he stated.


In his reaction, the Asst Chief. Environment Health Officer in waste management board, Comr. Oguori Okodaso made the traders to understand that indiscriminate dumping of waste in our environment is a punishable offence, noting that any one caught as victim will attract a fine of two hundred thousand naira for business premises, while residential areas cost twenty thousand naira etc. He concluded that government approved tariff for PSP service fee for a month per shop costs one thousand naira only. He therefore, charged them to comply with the state government directive so as to be on the safe side of the law, he said.


Meanwhile, the President of lbo market traders association warri, Mr. Ikechukwu Ifediorah and his counterpart, the Chairman Lower Erejuwa Motor Spare Parts Dealers Association (LEMSPA), Dcn. Francis  Uju on behalf of the traders had promised to comply with the waste management board to engage PSP service providers. They further appealed to the state government to protect and save them from the hands of illegal levy tax collectors coming to defraud them in a daily basis in their business premises.


However, the state taskforce on environment was represented at the meeting by the state coordinator, Comrade Kingsley lweka, Hon. Frank Alale and Mr. Destiny respectively.

The remains of Sir Okorie Okowa, father of Governor Ifeanyi Okowa of Delta,  were on Tuesday, laid to rest at Owa-Alero, Ika North East Local Government Area of the state. 


Pa Okowa, 88, died on Jan. 28, 2021, after a brief illness. 


Beside family members at the private funeral, Archbishop of Bendel Province, Anglican Communion, Archbishop Cyril Odutemu; Deputy Governor of Delta, Mr Kingsley Otuaro; former Governor James Ibori and former Deputy Governor Benjamin Elue were at the ceremony.


Others included Chief Jide Omokore, Sen. James Manager, Rt. Hon. Ndudi Elumelu, Chief Judge of Delta, Justice Marshall Umukoro and Speaker of the State's House of Assembly, Chief Sheriff Oborevwori.


In his speech during the funeral service in the home of the late octogenarian, Governor Okowa thanked Nigerians for their show of love, saying that because he had announced that the ceremony would be private for the family, "those who came are truly family members". 


He said that as a teacher, his late father fought for the ordinary man and suffered victimisation for daring to stand for the truth. 


"On behalf of my siblings, I welcome you to my father's home. He is no more, he has just been laid to rest. 


"He has been a strong pillar in my life and obviously we wished he had lived longer, but it pleased God to call him at this time. 


"Our father was a good man who fought for the church, the children and the ordinary man, especially as a teacher and suffered consequences for standing by the truth and at the end, God vindicated him. 


"We thank God that he played his role in the community. He was very passionate about the development of Owa-Alero and I am glad that he saw all we did for the community. 


"He did not compromise his faith even as an Okpara-Uku of his quarter and that, we can attest to as his children," he said. 


The governor apologised to those who couldn't attend the funeral because he had declared it a family burial. 


"We do not know when it is best to die but we thank God he took our father at a ripe age. 


"For those who couldn't come, I apologise, there is still a time to celebrate his life and times and that will be August 21, his birthday, and we will all be there by the grace of God," he said.


In a homily, Bishop of Ika Diocese, Church of Nigeria, Anglican Communion, Rt. Rev. Godfrey Ekpenisi, said the late Pa Okowa contributed immensely to the growth of the church and education in Ika nation. 


Quoting from the Bible, the Bishop urged Christians to fear God and keep his commandments, saying "this is the whole duty of man". 


He called on Christians to remember their creator in the days of their youth, recalling that Pa Okowa served God and humanity while alive.

AMERICA’S BREATH OF FRESH AIR AND PRESIDENT JOE BIDEN’S MANY RIVERS TO CROSS

The inauguration of  Joseph Robinette Biden as the 46th President of the United States of America, is perhaps now trite, but news on the afterwards continues to dominate global attention. The 78-year old took his oath of office foreshadowed by rather unnerving national outlook from the uptight events of the preceding days. 


Biden became the 8th US President to take office on the customary 20th day of January, since after the Ratification of the 20th Amendment of the country’s Constitution on January 23, 1933. That law specifies that the investiture holds exactly at midday on January 20, after the “lame-duck period” of four months from the Presidential elections, which statutorily holds on 3rd November. 


The storied inaugural ceremony of President Biden was worth the celebratory air across the US and the world for many salutary and perhaps symbolic  reasons. First, the  day called attention to how far the country, rather replete with sensitivities, and entrenched diversities had progressed. 


Biden became the second person of Roman Catholic faith, after 35th President, John F. Kennedy (1917-1963) to mount office in the country’s 245 years history. This in a way, underscores the veiled schism which had and still exists within Christendom especially in America. Catholics are about 21 percent of the US population and could, despite their white-Caucasian heritage, be regarded as cultural minorities in a country dominated by Protestant Christians. Interesting enough, Blacks, (about 13.4 percent) produced the 44th President, Barrack Obama, but Hispanics (18.3 percent), Jews (1.7 percent) and Moslems (1.1 percent) are yet to taste power.

Perhaps a brighter spot which raised ample sanguinity was the inauguration of a woman of color, Kamala Devi Harris as the country’s 49th Vice President. Having often puffed its own buzzer, repeatedly, as the bastion of global liberal charm, it had been a paradox of colossal proportions that women still suffer some levels of exclusion in some areas of the country’s national life. Until now, the nearest effort by a woman to occupy the White House was, Mrs Hillary Clinton, who in 2016 became the candidate of a major political party and actually won the majority of the popular votes. Mrs. Harris’ emergence as Vice President and in that sense, the de facto second most powerful person in the world of 7.8 billion people, is a strident forward march, for women folk worldwide.

While the glitzy optics of the inauguration simmered, Biden’s mind was obviously preoccupied with many many issues.

 

THE WAR AGAINST THE CORONA VIRUS SCOURGE


Chiefest of all, with nearly 110 million people infected globally, the US has become the prime victim of Covid-19 pandemic with about 460,000 deaths. Sadly, in Biden’s first days, news came to light that the virus mutates itself to resist immunological pressures, especially coming in from other jurisdictions as the United Kingdom, Brazil, South Africa. Indeed, the virus is adapting through a defiant evolution into new strains and variants to surmount scientific pressure to stamp it out through vaccines and remedial therapies. 


But Biden seems to have studied history correctly as he remembers that during previous big global pandemics as the Spanish Flu (1918-1920), the victory only came through aggressive pursuit of Research, Development and scientific innovation. In this respect, the swift move towards the production and deployment of vaccines has created great hope. Even before the Johnson and Johnson single dose serum, which boasts of better shelf life and better efficacy in infection prevention and cure, other big US vaccine producers like Pfizer, Madonna, Novovax, have  upscaled their roll-out of products.  With Biden’s tridency to conscript active troops to join healthcare teams in reaching the population, the ambition of inoculating over 100 million people in the first 100 days in office, appears to be the silver bullet against the ravage of COVID.


On the social side, to make life easier for fellow citizens, a fundamental obligation of responsible governments, he has proposed a robust $1.9 trillion Emergency Relief Bill. The proposed healthcare law is intended to ensure that small businesses stay afloat, schools remain open, students receive more money, working families stay safe and can feed. 

 

RAGE, HATE AND THE “UNCIVIL WAR”


On the heels of the conspiratory and aggressive events of January 6, 2021, when the city of Washington and the American Capitol – seat of its legislative branch were invaded by well-planned violence from right wing extremists, Biden assumed office. The belligerents were many, drawn from such nonconformist groups as QANON, Oath Takers, neo-nazists and self-styled “truth movements”.


 In a rather ludicrous manner, the insurgents consider themselves as “patriots” and “freedom-fighters” bringing up the real under-belly of the deep-seated racial and cultural divide in the country. 

Underhanded and devious, the tap-rooted gulf has for the entire history, staved apart urbanism and rural America, elitism and semi-educated folks, conservative and liberal citizens. This also detached  between segregationists and unionists, between social values and class and a crescendo of the politics of fear and mutual distrust. Sadly some of these far right persons are once celebrated military veterans, serving security personnel, intellectuals and a coterie of evangelical religious leaders. 


How, the roles have switched, between the now perceptibly troublesome Republican supporters and the Democrats. In the 1800s, it was the Democratic Party which dominated the country’s “South”. (Alabama, Georgia, Florida, Mississippi, Oklahoma, Tennessee, South and North Carolina, etc) that fought against 16th President, Abraham Lincoln, (1808-1865) a Republican over his neo-liberal and humane policies. Added to that, it was the Democratic Party that in the past was behind the segregationist Jim Crow Law and also opaquely linked to the  Ku Klux Klan, one of the most xenophobic organizations that humanity ever saw.

Indeed, in the history of the country, the last time internal divisions were so rife was during the American Civil War (1863-16), fought over the moral issue of Slavery. This included the rights of states over federal laws on the issue and on the minutiae factors associated with such means of production. Also the South wanted to expand it's influence with the odious tradition of Slavery to the newly joined states of the West, a position which the North (New York, Indiana, Massachusetts, North and South Dakota, etc) led by Lincoln opposed sternly.

 

The main dividing line between the two political parties has become exacerbated in recent years by cable media which followed the fault lines of left and right, red and blue. Whilst popular television channels such as Fox, CBS championed the conservative credo, others like the CNN, MSNBC, fiercely hold on the forte on the liberal end. Sadly, the match of information technology, especially social media, that is Twitter, Facebook, Instagram and other more cloudy platforms are being prowled upon by political “war-lords” including former Presidents, Senators and Congressmen and women to proselytize, insidiously hate doctrines.

 

DEALING WITH THE GHOST OF TRUMP AND THE “ENEMY WITHIN”


Relatedly, Biden has to exorcise and dehumidify the present-day body politics of the country from the seeming haunting apparition of his immediate predecessor.


 In a legislature that is sharply divided along partisan lines, Trump still appears to call the shorts amongst members of his Republican Party. Worse still, several influential members of Congress who are openly associated with radical right-wing groups, also continue to affirm, blatantly, their allegiance to him.  Even outside Congress, despite his seeming disgraceful exit, that former President maintains overwhelming control of about 75 percent of the party and about 46 percent of the national voting population (75 million); a rather ominous plight for the GOP Party and the country’s political and social ecology. This is like a fish bone stuck in Biden’s throat.

 

THE INHERITED GLOBAL HEADACHES


Since after the end of the First World War (1914-1919), the world has come to realize in a more profound manner, the inter-connectivity and inter-dependency among nations. Interesting enough, it was the US that led the global community into this new age of  internationalism and multilateral diplomacy. At the height of the Cold War (1947-1991), political rivalry between the Eastern and Western blocs, there was robust level of the United States tour-de-force in sustaining dialogue and forming alliances between nations.


This is plausible as America learnt its lessons that its isolationist policy in the 1930’s worsened the Great Depression (1929-1933) to which it suffered sufficiently. At then, the global economy totally tumbled to a fall in GDP by minus 26 percent. Indeed, its isolationism at the time is also regretted as direct lightening rod for the outbreak of World War Two (1939-1945).

It was therefore inconceivable, that within such a short span in history, the US would adopt a quarantine, secluded and autarky policy under President Trump. This saw America disentangling itself from most multilateral concerts and also bilaterally.


From the start of his Presidency, Trump withdrew from the 195 countries Paris Agreement on Climate Change of April 22, 2016. This was despite scientific knowledge which still makes very clear the reality of Climate Change, the need for urgent mitigation neasures and need for finances to curtail the continued emission of Greenhouse Gases. Paris therefore targeted collaboration of all to keep global average temperature at below 2 degrees centigrade above pre-industrial levels. Sadly, Washington denounced the agreement and gave notice on withdrawal by November 4, 2020. Besides the impact on the environment, it was a major blow to the world as the US  was expected to also contribute $3 billion dollars to fund mitigation activities especially in developing countries.

Another intriguing policy deceleration was the US stance on Iran. The people of Iran, had always prided their  heritage as descendants of a richly liberal and cosmopolitan Persian Civilization of Cyrus the Great. However, since the Iranian Revolution of 1978, the new Islamic Shia sect government adopted a doctinaire stance which in the words of former US President George W. Bush, placed it in the "axis of evil'. The symmetric difference between such radical theocracy and US led ideals of political pluralism was potent.


 This worsened as upshot of extremist religious ideological expressions were traced to Iran. The country soon found itself at the vortex of series of crises such as Iran Hostage Crisis (1979-1981), state sponsored terrorism and uncertified development and spread of nuclear weapons. So the global community led by the International Atomic Energy Agency (IAEA) started a programme to reduce it's capacity to develop nuclear bombs and reduce its stockpile of uranium by 98%. This deal was negotiated for a period of about 10 years by United States, Britain, France, Germany, Russia and the European Union. The final agreement - Joint Comprehensive Plan of Action was signed in Vienna on 14th July 2015. It was therefore incredulous, that the US pulled out of this agreement on May 8th 2018.


Again, the situation between the US and the World Health Organization (WHO), followed ditto. Founded in 1948 with the US playing a robust role, the WHO has remained the bellwether of concerted efforts in tackling some of the greatest health and medical emergencies ever. In the last 70 years therefore, the US has been the backbone of WHO, catering for as much as about 22% of assessed contribution of all other members and is the main donor partner with an additional voluntary contributiond ranging from$107-$402 million dollars annually in programme funding.

The crisis of confidence however ensued with the outbreak of COVID-19 in early 2020, as Trump decided to withdraw American support for WHO. It was accused of being too acquiescent to China, whom Trump charged as being behind the spread of the deadly Corona virus. Trump gave a one-year notice of US intention to withdraw by August 2021.


Similarly, the US took lone-range positions in some other inter-governmental bodies such as the World Trade Organization (WTO). On October 28, 2020, the 159 member body’s highest decision body, the General Council, zeroed in on Former Nigeria’s Finance Minister, Dr. Ngozi Okonjo-Iweala, as “best poised to attain consensus” to become its seventh Director General. Oddly, the last US administration took a forlorn view by filibustering the global consensus; leaving WTO down for the count.

The bilateral horizon is equally thorny. For example, the question of North Korea where Trump held high profile meetings with the hermitic leader of the country, Kim Jong Un in April and June 2018. These were geared towards normalization of relations which have gone sour since the 1953 Korean War. However, the programme of denuclearization, the raison d’etre of the two summits has not been achieved and North Korea is continuing with its bellicose programme on ICBM and nuclear weapons development.

Next is the China, whose relations with the US have been defined by guarded optimism, reciprocal suspicion and hegemonic rivalry. It was Emperor Napoleon Bonaparte who 200 years ago called China a sleeping giant. He then predicted and we have come to see most accurately that “let china sleep for when she wakes, she will shape the world”. China has rightly gotten out of slumber, and poised to provide credible competition in every sense. This comes against the backdrop of steady growth averaging 10% in the last 30 years. Even at the height of COVID-19 in 2020, when the entire world posted recession, China’s economy expanded by 2.3%.


With such a superlative economic performance and an aggressive global outreach policy, China was bound to have problems with the United States both at  bilateral level in terms of trade wars and  struggles over dominance in technology.


Added to this basket, President Biden also inherits edgy relations with such traditional partners of his country as Europe and NATO, Canada and Mexico.  With the Arab countries and even Africa’s power house, Nigeria, its restrictive visa and immigration policies have equally left a lot of soured feelings of estrangement. He also has to bother about Yemen, Syria, Myanmar and so on.

 


Americans jubilated and hived a great sigh of relief. That at last, a humane and dispassionate politician with many years of hands-on experience has come on the saddle. The choreographed fireworks on inauguration day were metaphoric of the convivial mood across the country and indeed the entire world. But even more hopeful is the fact, that on his first day in office, President Biden started the process of dismantling the inherited barriers to domestic and global harmony.

With regards to the myriad of international issues, President Biden has to work more concertedly to re-engage global confidence regarding US predictability. 


The steps taken to re-enter the Paris Agreement, endorsement of Dr. Okonjo-Iweala for the WTO top job, reopen talks with Iran and soften ultranationalist immigration policies have already started to become visible signposts of a new activist role by the US in world affairs. His “American is back, Diplomacy is back” speech at the State Department on February 4, 2021 is therefore being given teeth and substance.


His effort to ensure that from 100-150 million Americans get vaccinated against corona in first 100 days is already producing results. The US recorded her first monthly reduction in Corona deaths since the pandemic broke out.  But then, the burden is on him to ensure more vaccine equity in terms of distribution around the world as against the present “vaccine nationalism”. Access to vaccines and even the best optimistic projections in terms of concerted efforts seem to be leaving behind the vast majority of humanity in the poorer parts of the world.


 America may need to combine its medical house-keeping with it's manifest destiny of leading the world, especially on seeming viral quagmire.

One major area which may be more heady for Biden is bringing back healing to his country. Rather ominous and unyielding, the cross-cultural dissentions, the class and social cleavages continue to fly around the temptestous ship of the country like an albatross. This situation has not been made easier by the hard line positions from Biden’s own Democratic Party, many of whose members insist on taking the political fight to its logical conclusion, rather than seek quick reconciliation. This is climaxed in the ongoing partisan divide in the Congress and the impeachment trial circus of the former President Trump.


 This, many consider as flogging the proverbial dead horse. Another worry from the other side is the nosedive towards ultra-liberal policies, including overt indulgent policies favouring, homosexuals, transgenders (LGBT); domestically and avowedly worldwide.

But President Biden will need to conceptualize a holistic and demanding programme of deradicalization of the country, on both sides of the aisles, i.e both conservatives and liberals alike. He will also need to work more pointedly, perhaps, than any other of his predecessors had done in the last two centuries to attenuate the internecine suspicions and antimonies between various strands of population.


Be that as it may, the American system, like a phoenix, has developed the resilience and capacity of rebirth from the ashes of what may appear as a precipe. So, through the various journeys of adversity which the country had experienced, it had always bounced back. With Biden who is a grandmaster of the nuances and rough edges of Washington, there is optimism that sooner than later, some form of reconciliation and national rebirth would be worked out and America’s untiring spirit rekindled.


While we must reawaken to the realization that the process of state-building and national development needs be homegrown and indigenous, there is no denying that strategic and constructive engagement with the US could be quite valuable to us in many areas. So, for Nigeria, and Africa in general, rather than adopt a watch and see attitude, a more aggressive approach in engaging Biden and his foreign policy handlers using our best first eleven, is a counsel that would be found most valuable.

Amidst rumoured calls in some quarters for a fresh elections following the 2019 botched election of the Ijaw National Congress, INC, the apex socio-political group of the Ijaw ethnic nationality, some leading candidates have vow to reject such moves. 


The candidates for the post of President-General Professor Benjamin Okaba, and that of Vice-President II, Chief Nengi James, while reacting to the purported calla, said they will challenge any attempts to impose an unpopular decision and subvert the constitution of the body in a competent court of the law.


Addressing newsmen in Yenagoa, Prof Okaba said, "the recent call by the government to resuscitate INC is in the right direction but again we are compelled to state categorically in the midst of rumours making the rounds that some persons are clamouring for fresh elections, meaning that all we did is invalidated, and people are already parading themselves as government candidates, people that were not part of the process earlier.


"We are saying you started a process that was inconclusive, you have to complete the process. We are offering several solutions, that after the four years tenure, whoever that is interested can come in, so what is the essence of canceling the process that did not end?


"As a family let us respect tradition, let us respect the dignity of our institution, we should not be thinking of building individuals, we should build institutions and the best way of building institutions is to stand by the decisions of the institution. For the fact that we did not go to court does not mean we cannot go to court."


On his part, the candidate for the position of Vice-President II, Chief Nengi James said: "I have heard of a kangaroo arrangement that some people are going around all the zones giving people money to support a fresh election so that their puppets would be part of the purported fresh election.


"In the Constitution of the INC, there is no place for replacement or substitution of candidate in an event of death, if they want to replaced any candidate that is late, such action is unacceptable and unconstitutional, who is afraid of Nengi James in Ijaw nation? 


"As a vice presidential candidate, I want to put it in record that the Justice Tabai Committee has not invited me officially, Justice Tabia is a respected jurist and a traditional ruler, and while I'm not against the Committee or process, but as a candidate and stakeholder, I need to be part of any decision taken with regards to the inconclusive election of INC.


"I have the right to fair hearing, and to make inputs, but if I am not part of the decision taking process or I am not satisfied with the decision taken by the Justice Tabai committee and the right thing is not done, I will go to court to seek redress or form a parallel exco, we are all Ijaw people and I have been involved in the Ijaw cause for over 35 years, I'm an elder and so I deserved some respect."


He added that the traditional rulers in Ijawland had earlier taken a decision that the process should be completed and queried the rationale behind the sudden call for fresh elections, warning that such moves will be vehemently rejected.

The Chairman Delta State Waste Management Board, Hon. Emma  Chinye has resolved the rift between the Private Sector Participants on waste management and the Independent Marketers Association of Nigeria (IPMAN). 


Chinye was represented by the second member representing Delta South Hon. Mofe Edema.


Recall  that last week, the waste management board in collaboration with the Taskforce on Environment sealed up some Petrol stations found wanting of not using the government approved waste collectors in Uvwie, Warri and environs and for violating the state environmental laws. 


Some of the erring independent marketers were last Thursday brought before Mrs. Kate Otunowobo led mobile court and were prosecuted with different levels of fines. 


In the meeting attended by the Executive of IPMAN Delta state, the Union's scribe said that they had plans to suspend operations in the state to draw government's attention to the resolution of what they called dehumanization but decided to reach out to the Agencies that carried out the operations before any action was taken. 


According to the State secretary Mr. Nwarolan Frank, "we thought that since all our payments was consolidated, we ought not to pay any fee but it's obvious this is utility bill so we will direct our members to comply. 


Hon. Mathew Mofe Edema who stood in for the Chairman, Waste Management Board directed the PSP leadership to meet with the leadership of IPMAN and to agree on categories of their tariffs and send names of government approved PSP operators across the state to them so they can reach their members. 


Edema reiterated that Governor Ifeanyi Okowa's led-administration would not tolerate any act of environmental degradation and any offender caught would not be spared. 


The Vice Chairman Prince Harry Okenini who was accompanied by Aironi Greg, Chief Friday Ofobrokuete and Ufuoma Oberebor thanked the waste management board for their understanding and promised not to disobey Delta State Government laws on Environment. 


He urged the body not to dump waste indiscriminately which often ends in drainages, thereby blocking free flow of wastewater. 


"They are also encouraged on the need to patronise Public Sector Participants, PSPs, and desist from patronising Cary pushers," Edema stated.

Delta State Waste Management Board (DSWMB) in collaboration  with the  Taskforce on Environment has set up a mobile court to prosecute sanitation offenders in Warri, Uvwie and it's environs.


According to the Taskforce Chairman on Environment Honourable Sylvester Oromoni, the mobile court became necessary to change the attitude of uncooperative residents, who failed to obey environmental laws in the area.


According to him, a team of Taskforce Marshals and law enforcement agents will carry out routine inspection within  the aforementioned  areas every day to monitor compliance with the laws.


Honourable Oromoni, who said offenders would be tried in the mobile courts, advised residents to cultivate the habit of patronizing the PSP who will take their waste to designated areas in the town.


He said that Waste management board had registered private companies (PSP) who indicated interest to partner with the state government, to manage waste in the area.


Thus far, in today's sitting The magistrate Mrs. Kate Otunowobo prosecuted 18 persons to be remanded in warri correctional facility with option of fines ranging from sixty thousand naira and above. 


As at the time  of this report, about 11 persons are still  standing  trials on the same offence at the ongoing  sitting at the Governor's office Annexe warri.

Delta Governor, Senator (Dr) Ifeanyi Okowa, has expressed appreciation to Nigerians for their condolences and show of love on the passing of his father, Sir Arthur Okorie Okowa.


The governor, in a statement he personally signed, thanked all those who came to condole with him and those who called or sent messages of condolences to him and his siblings.


He announced that because of the second wave of COVID-19 pandemic, the family had resolved to hold a private burial for their late patriarch sometime in February, 2021, adding that a ``celebration of life’’ would be held in his honour in August, 2021, subject to the slowing down of the pandemic.


According to Okowa, in view of the second wave of the COVID-19 pandemic in the country, we have opted to hold a private burial ceremony sometime this month, while a Celebration of Life event will take place on August 21, 2021.


"Hopefully, by then the current challenges of the COVID-19 pandemic would have given way to a freer and more assured environment,’’ he stated.


He described his late father as a ``huge pillar of support'', and said that he would miss his wise counsel.


"On behalf of the Okowa family of Owa-Alero, Ika North East Local Government Area, I wish to thank all who have taken time to commiserate with us on the death of my beloved father, Sir Arthur Okorie Okowa.


"Ever since the news of his demise, our family has been overwhelmed by the outpouring of goodwill from a wide spectrum of political, business, religious leaders as well as the mass of Nigerians.


"My siblings and I are deeply grateful for the show of solidarity, which have, in no small measure, helped us to cope with Papa’s passing.


"Although he died at what may be considered a good old age, the death of someone so dear cannot but leave one with a sense of void.


"My late father was a strong pillar of support all through my political/public service career.


"I drew immeasurably from his fountain of knowledge and wisdom, and he was very passionate about the growth and development of our beloved Delta State.


"As a family, we will greatly miss his physical fellowship but we thank God that he lived a good and full life; he has etched his name in gold with his legacy of hard work, selfless service, discipline, godliness, love for others/community, and passion for positive, lasting change," he said.

The Deputy President of the Senate, Senator Ovie Omo-Agege, today successfully moved the Senate to restore Ethiope West (Jesse-Mosogar) State Constituency 1 which shall henceforth have an elected member in the Delta State House of Assembly. The Obarisi of Urhoboland had earlier on December 10, 2020 also moved the Red Chamber to restore Abraka State Constituency to elect its own member to the House of Assembly.

 

Following a detailed motion by the DSP during today’s plenary, the Senate unanimously adopted a resolution approving the immediate restoration of Ethiope West State Constituency 1 as a separate and distinct State Constituency in line with relevant provisions of the Constitution.

 

Senator Omo-Agege presented compelling facts supported with valid and subsisting judicial pronouncements confirming that Ethiope West State Constituency 1, which consists of Jesse Ward I, Jesse Ward II, Jesse Ward III, Jesse Ward IV, Mosogar Ward I and Mosogar Ward II, was arbitrarily and unjustifiably suppressed by the Independent National Electoral Commission, INEC.

 

The DSP’s re-election to the Senate is a privilege and a mandate for more courageous, qualitative, and progressive representation for our people. Today’s resolution is yet another fruitful evidence of that. It proves his seamless capacity to network with other leaders to advance our people’s strategic interests. This will continue, as he is totally committed to his solemn duties.

Palpable fear has gripped the people of Apoi Community in Southern Ijaw Local Government Area of Bayelsa State, as unknown gunmen have reportedly killed a military officer and carted away with his AK-47 rifle.


Already, the indigenes of the community have fled the community to neighbouring villages and elsewhere for fear of reprisal attack on the community by the military. It was learnt that the soldier was on official duty to Apoi Community for a pipeline surveillance job when he was gunned down on Monday afternoon. He was said to have been killed in the forest between the boundary of Apoi and Azuzuama communities, where there is a pipeline, the assailants reportedly carted away with his AK 47 rifle, before community folks could get to the spot. When contacted on the development, the Public Relations Officer, Nigerian Army, 16 Brigade, Yenagoa, Capt. Tonye, said efforts were on to reach out to the appropriate quarters to confirm the incident.


Meanwhile, confirming the development, the Community Development Committee, CDC, Chairman, Jepthah Keme, while condemning the incident, said the community was ready to give security agencies every necessary information and assistance. He said the community is restless as such thing has never happened before as they are generally peaceful and law-abiding. 

He said: “As a community, we are restless, we equally condemned the attack, we are working with the security agencies to give them every necessary information and support to bring the perpetrators. 


These people (perpetrators) are not from Apoi, something like this has never happened, they are not from our community and their identity is still unknown. Because of this incident, our people have fled to neighbouring villages and other places. The community is deserted.

The Chief Judge of Delta, Justice Marshall Umukoro, on Tuesday announced that mobile courts for non-compliance with COVID-19 protocols would commence sitting across the state on Wednesday. 


Umukoro announced this in Asaba at the reopening of the rebuilt High Court Complex which was burnt down during ENDSARS protests in 2020.


He called on the public to ensure strict compliance with the COVID-19 protocols to avoid prosecution. 


"As from tomorrow (Wednesday), the mobile court on COVID-19 will start sitting. So, the media should spread the news and let the people know that anybody not wearing face masks from tomorrow will be prosecuted," he stated. 


The chief judge urged youths in the state to live within the ambits of the law, adding that most youths who fell short of the law were products of broken homes. 


"We pray that our youths should be able to live within the limit of the law and morality.  


"Most of the youths who engage in crimes are all products of broken homes. I go for prison visits and mostly all the inmates there are products of broken homes," he said.


Umukoro also announced that the Local Government Elections Tribunals to receive petitions that would arise from the Local Government Councils elections scheduled for March 6, 2021would be inaugurated Feb. 17.


"The law says that, latest two weeks before the election, the Election Petitions Tribunals ought to have been in place. 


"So on the 17th of February, we will inaugurate the tribunals to receive petitions from the three senatorial districts in the state," he stated. 


Speaking at the occasion, the Commissioner for Information in the state,, Mr Charles Aniagwu, told newsmen that the state government was building a new high court complex that would accommodate all the judges in Asaba. 


He said Governor Okowa's administration was conscious of access to justice and dispensation of justice in the state hence it embarked on the construction of the high court headquarters. 


"Of course, you are aware of the new High Court building that is ongoing.  


"A six-storey building that will house the office of the CJ and other Judges and it will be well digitalised to help in the speedy dispensation of justice," Aniagwu said.

The Delta State Taskforce on Environment on Tuesday joined the Waste Management Board to enforce compliance of Private Sector Participants (PSP) patronage. 


It was observed that most residents of Uvwie and Warri prefers to patronize the cart pushers who had no knowledge of proper waste disposal rather than patronizing the Government recognised organ saddled with the responsibility of disposing wastes in a professional manner. 


Reacting to complaints from residents of Commissioner str, opp. Ekpan General hospital among other streets, the Delta State Taskforce Chairman on Environment, Honourable Sylvester Oromoni said that the generation of waste and it's disposal, collection, transport are important for healthy ecosystems and the health of our people remain sacrosanct. 


He said the patronage of cart pushers had given birth to illegal dump sites across the various local government areas of the state, mostly the urban local government areas. 


According to him, main health outcomes have been found to be statistically associated with waste exposure caused by delayed evacuation and they are: gastrointestinal, dermatological, respiratory, genetic, and several other kinds of infectious diseases. 


"So, it is expected of the PSP operators to be up and doing. My private investigation shows that some of the operators do not have trucks, they will have to wait for few ones that have trucks to finish with their zones so they can rent it from them to evacuate their own zones. 


"That's irresponsiblity. If you are not ready to invest money to upgrade your business, give room for others who have the capacity to serve the people as at when due," Oromoni stressed. 


He said so many residents had lost faith with the PSP and decided to patronize the cart pushers who are more efficient and prompt than the PSP operators.  


"This must not continue, they should understand that human beings generally do not keep waste for too long. Two weeks is too long for evacuation of wastes from residents. 


"In the face of increasing population level and rapid urbanization, the increased urbanization with large population density has further intensified these concerns, unless we take urgent effective steps to improve solid waste management now will give birth to many illegal dump sites. 


"Little attention is given to waste disposal by the PSP and we won't tolerate that practices any more as it is gives room to heaps of wastes in the major cities littering the streets, dumped indiscriminately in drainages, vacant plots and open space especially in the developing cities and this has contributed not only to the spread of communicable diseases in the affected areas; it has effect on flooding and other environmental problems," Oromoni stated.

It was a thing of great joy to the people of Delta State when the Governor, His Excellency, Sen. (Dr) Ifeanyi Okowa presented a Bill to the Speaker of Delta State House of Assembly, Hon. Sheriff Oborewori for the upgrade of three institutions of higher learning to full fledged universities.


The people of the state see the proposal as laudable because when it is achieved it will go a long way in achieving his S.M.A.R.T agenda, principally on his educational policies and by implication, strategic wealth creations, projects and provision of jobs for Deltans. It is pertinent to know that educational policies cannot be achieved without relevant institutions of higher learning like universities.


Frankly speaking, the establishment of the three Universities in Delta State will give room to an avalanche of job opportunities and increase the rate of economic activities within the state. Most importantly, with the teeming population of students seeking admission into the few available vacancies within the Universities in the state. It therefore becomes imperative to establish additional Universities. Besides, it will reduce the risk and stress of Delta State students seeking admission in distant states of the federation. Not only that, the cost or rate by parents’ expenditure on their children’s education will be reduced because Universities are nearby.



Apart from that, with the high level of insecurity in Nigeria, students within the state that should have gained admission in other states that are prone to issues of insecurity, which would have placed their lives and their parents/guardians in perpetual fear, may decide to take advantage of the proximity of the newly established Universities.


The equitable distribution of such milestone development in a state like Delta if not wisely looked into, may be misunderstood by many. This is because some may feel cheated or neglected and may have ill-feelings rather than praying for the quick establishment of the Universities. Observation has shown that many have been bickering over the choice and locations of the Universities. Instead of thanking the Governor for the unrivaled, unprecedented and unparalleled venture. Knowing full well that the dwindling revenue in the country as occasioned by Covid-19 has negatively affected developmental projects in the country. This was evidenced in some widely circulated publications in the media. Such feelings, I think should be discarded because Delta State is one and must always reman one bearing in mind that Deltans have been living peacefully when we had no University. Now that the developmental initiatives of our past and present state government have brought us thus far educationally, let us embrace the proposal with open hands and utmost sincerity.


If any ethnic nationality is to complain, I think it is the Ndokwa ethnic nationality. In virtually all ethnic nationalities, it is the people of Ndokwa that is grossly marginalised in the aspect of institutions of higher learning. *The people are aware that the perennial neglect on the aspect tertiary institutions is an offshoot of past administration. Your Excellency sir, the people of Ndokwa also know that you have great love for them which was made manifest especially in your political appointments, because they were given juicy appointments. This has never been recorded in Ndokwa politics since the beginning of the nascent democracy. Moreso, in the aspect of developmental projects, Ndokwa ethnic nationality was not left out in the scheme of things. This is laudable. The dire need of institutions of higher learning in the area has become a bane and a case of serious concern which the people have been praying fervently for you to use your good offices to give them a facelift now that establishment of tertiary institutions has become imperative. By the calculations of an average Ndokwa person, he knows that, your administration will make Ndokwa take her pride of place by God’s grace.*


All and sundry should keep in mind, that the three Local Government Areas that make up Ndokwa are among the major oil producing areas in Delta State. Recall also that the people are the second to the largest ethnic group in Delta State. Yet, there are no dividends in terms of provision of tertiary institutions to show for the large population and enormous economic endowment of natural rich resources.


The people of Ndokwa at home and diaspora sincerely commend the priceless gesture of His Excellency, Sen.(Dr.) Ifeanyi Okowa and pray him to consider the plight of Ndokwa nationality in terms of institutions of higher learning.The outright marginalisation are at times mistaken by some persons as due largely to the factors such as, the Ndokwa politicians are weak, selfish and self-serving. Hence, they lack the political will power to lobby and attract meaningful developmental projects to their areas. These are sayings of distractions that are highly detrimental to Ndokwa developmental agenda. And such ideas should be nipped at its bud.


Your Excellency sir, with due respect, the people of Ndokwa are of the opinion, that you can still make a great difference in addressing the injustice and abject lack of fair play in responding to the dreams and aspirations of the neglected people by former political leaders.


In a kind of flashback, during the defunct Bendel State, under the administration of Prof. Ambrose Alli, Bendel State House of Assembly passed into law for the establishment of Industrial College of Technology, at Kwale. Everything about the College ended in a Legislative documentation and government gazette.


Furthermore, under the administration of the immediate past Governor of Delta State, His Excellence Dr. E.E Uduaghan, there was an approval, after due legislative processes and executive accent to a bill for establishing Delta State Polytechnic, Aboh. Everything about the proposed institution appeared to have been buried after commencing work at the site. One day, Ndokwa leaders, and all political office holders that fought assiduously to see that the Bill establishing the Polytechnic, got the accent of the Governor will explain to peace loving Deltans why the polytechnic became a shattered dream.


Very recently, our distinguished representative at the National Assembly, Sen. Peter Nwaoboshi, the current Senator representing Delta North Senatorial District at the Senate, saw the pitiable state and the urgent need for tertiary institutions in Ndokwa land. He fought doggedly to ensure that Federal Polytechnic is established in Kwale. After the bill passed some necessary legislative processes, it was truncated by heavy weight legislators. Today, nothing is heard about the proposed Federal Polytechnic, Kwale.

In all frankness, the neglect of Ndokwa nation on the establishment of tertiary institutions should not be attributed to any one at all. The beauty and glory of it all is that we have an altruistic Governor, a Political Restorer who has been restoring all things in the State since his assumption of office. The case of Ndokwa on the aspect of tertiary institutions I believe Almighty God ought not to be different.


I hereby appeal to all our major political office holders, political stakeholders, religious leaders, traditional leaders, academia, The Ndokwa Neku Union(NNU) and other well meaning Ndokwa sons and daughters to take the issue at stake as cogent and relay it to the Governor as a people *ibe ku ibe anu* at least if the earlier approved polytechnic at Aboh, could not be reawakened because of any reason, Utagba Ogbe Technical College, Kwale, has all it takes to be upgraded to a full fledged Polytechnic. On the alternative, a campus of any of the Universities at the Governor’s discretion could be located in Ndokwa land.


The people of Ndokwa once again appreciate His Excellency, Sen.(Dr) Ifeanyi Okowa for his bold step taken to upgrade our existing tertiary institutions to full fledged Universities. It is our sincere hope that Ndokwa should have a fair share of the dividends of your good governance particularly on the aspect of institutions of higher learning.

Senior Pastor and General Overseer, Omega Fire Ministries International, Apostle Johnson Suleman, has instituted legal actions against one Pastor Mike Davids who accused him of interfering in his marriage.


Apostle Suleman, through his legal team led by Osa Director Esq, For: Osa Director And Co, is launching a N05bn suit at the Lagos State High Court, Ikeja, against Pastor David for “conspiracy to blackmail and defamation of character.”


In a statement to newsmen on Friday, the man of God, through his legal team, also revealed that the Inspector-General of Police, IGP, Mohammed Adamu has, in a suit with Number: FHC/ABJ/CS/115/2021, also approached the Federal High Court in Abuja, seeking to arrest Pastor Davids over petition of alleged blackmail, defamation and threat to Apostle Suleman.


The statement said pastor David, who was expelled from the ministry since 2018 for “acts inimical to the body of Christ has for the past six years been attempting to blackmail Apostle Suleman.”


It said, “He constantly threatened and boasted that he will bring down Apostle Suleman and Omega Fire Ministries down, of which our client has audio and video evidence to expose his threats and blackmail,”


The statement reads thus:


“It has come to our knowledge that one Mike David has purportedly filed a law suit against our client, Apostle Johnson Suleman and seeking two billion naira as damages for allege interference in his marriage which has since been dissolved a few years ago.


We are yet to be served with any court process. However, our client has refrained from joining issues with the said Mike David as his utterances are mere hallucinations of a man on the fringes of lunacy and desperation to survive.


For the record, Mike David was a pastor in our client”s church but expelled since 2018 for acts inimical to the body of Christ. He has for the past six years been attempting to blackmail Apostle Suleman. He constantly threatened and boasted that he has materials in his possession to embarrass Apostle Suleman with and his recent video allegations is one of such materials and tools of blackmail.


In short, he has been boasting that he will bring down Apostle Suleman and Omega Fire Ministries down, of which our client has audio and video evidence to expose his threats and blackmail. The matter was reported to the Nigerian Police Force.


Consequently, the Inspector General of Police has approached the Federal High Court in Abuja in suit No: FHC/ABJ/CS/115/2021 seeking the arrest and detention of the said Mike David.


Also, Apostle Suleman is instituting a law suit against Mike David at the Lagos State High Court in Ikeja seeking Five Billion Naira damages for conspiracy to blackmail and defamation of character.


As believers in the rule of law and judiciary, we hope justice will be served and clearly so at the end of the day,” the statement concluded.
