Taskforce sealed up illegal Gas Plants at Ughelli, Udu in Delta

Taskforce sealed up illegal Gas Plants at Ughelli, Udu in Delta

Delta State Taskforce on Environment in collaboration with Department of Petroleum Resources (DPR) and Ministry of Environment today has sealed up illegal Gas Plant stations situated at Ughelli, Udu in the state.

The exercise was carried out following the Agbor illegal gas plant fire explosion that killed many lives as well as destruction of properties worths millions of naira in December, 2020.

Addressing the press during the operation, the Chairman Delta State Taskforce on Environment, Hon. Sylvester Oromoni said any gas plant without DPR approval situated around residential areas must be removed for safety of lives and properties. He reiterated that the Agbor gas explosion that killed many lives and render residents homeless was as result of siting such illegal plants close to residential buildings. He advice those who are unto domestic gas business to first seek DPR permit before erecting their stations, saying Gov. Ifeanyi Okowa led government will not tolerate illegal gas plant operation in the state, Oromoni stated.

In his reaction, the representative of DPR Warri, Engr. Solomon Adebayo said the gas plants was sealed up because they are illegal and not approved to operate by our office. He stressed that before one is allowed to erect commercial gas plant, first the location must not be situated close to residential area where people live. Secondly, the land size must be accurate, that is 100 by 100. And thirdly, the operator must be issued a permit licensed to operate by DPR. But unfortunately, Kparuz gas plant Ekiugbo Town Ughelli and others apprehended in Udu does not have any of the above stated requirements. Hence, "we are here today to sealed them up and urged them to relocate to a safer ground", he noted.

Also speaking during the operation was the Senior Special Assistant SSA, to the governor on Special Duties, Sir. Ighor Akpojotor reaffirmed Delta state government commitment to protect the lives and properties of all deltans, stressing that the government is doing everything possible to prevent further occurrence of what happened at Agbor in 2020. He therefore, charged commercial gas operators to do the right thing so as to be on the safe side of the law, he stated.

However, the chairman was accompanied in the operation exercise by the Coordinator Delta South/Central, Comr. Kingsley lweka, Mr. Ichei from Ministry of Environment, Mr. Michael Oyimor, ( Taskforce Supervisor) Warri, Mr. Lucky, (taskforce Supervisor) Ughelli among others.

Chief. Mulade writes Gov. Okowa, Speaker, DTHA to transfer Burutu School of Marine Tech from transport to Ministry of Higher Education

Chief. Mulade writes Gov. Okowa, Speaker, DTHA to transfer Burutu School of Marine Tech from transport to Ministry of Higher Education

.....Appeals to Speaker DTHA, other Legislators to support request

A Delta-born educationist and human rights advocate, Comrade (Chief) Mulade Sheriff has written to the Delta State Governor, Senator Ifeanyi Okowa to transfer the School of Marine Technology, Burutu, from the State Ministry of Transport to the Ministry of Higher Education, to enable the institution function effectively and optimally.

Chief Mulade, a Peace Ambassador who is also the President of the Riverine Communities Development Forum of Nigeria, made this known to journalists in Abuja at the weekend, stressing that the transfer of the School to the Higher Education Ministry would attract academics and professionals to run and manage the institution for the betterment of students and Deltans in general.

The rights activist noted that the School of Marine Technology, Burutu, had been attached to the Ministry of Transport, indicating that it was meant to train the youths in crash programmes only instead of in full fledged degree and diploma courses such as those in the universities and polytechnics respectively.

He wondered why those who conceptualized the Marine School did not place it under the State Ministry of Higher Education, a body which has the academic techniques, manpower and competence to train degree and diploma students, but rather tucked it in the Transport Ministry whose corporate goal is merely to train students in the business of marine transportation and technology.

According to Mulade, in tertiary education, a professional certificate is quite different from an academic certificate. He therefore, on behalf of riverine communities in Delta State, appealed to, and requested Dr. Ifeanyi Okowa to transfer the School of Marine Technology, Burutu, to the Ministry of Higher Education so that academic experts could run and manage it towards achieving set goals.

He also called on the Speaker of the Delta State House of Assembly, Rt. Hon. Chief Sheriff Oborevwori and his colleagues to amend the Act that established the School of Marine Technology, and transfer it to the State Ministry of Higher Education, to enable it achieve the purpose for which it was established.

Just-ln: IYC President lgbifa urges FG to publish NDDC forensic audit report now

Just-ln: IYC President lgbifa urges FG to publish NDDC forensic audit report now

..... Calls for inauguration of substantive board on 1st April

The Ijaw Youths Council (IYC) Worldwide has called on the Federal Government and the Niger Delta Development Commission (NDDC) to immediately publish the report of the commission's forensic audit.

The IYC in a statement signed by its President, Deacon Timothy Igbifa, recalled that in February 2020, the federal government initiated a holistic forensic investigation of the commission's financial activities from 2001 to 2019 with a view to sanitising and optimising the operations of the NDDC.

"But it has been one year that the investigations started. It is time to publish the report of this investigation. Every audit has a lifespan and we think that one year is more than enough to complete the audit of NDDC and publish the report", he said.

He said the IYC and other stakeholders would no longer allow the ongoing aberration and leadership confusion in NDDC with flagrant abuse of the Act establishing the commission to continue in the name of forensic audit.

He recalled that strange leadership structures such as the disbanded  Interim Management Committee (IMC) and the ongoing Sole Administration were being used to run the affairs of the commission while dropping forensic audit as an excuse.

Igbifa said the IYC and the Niger Delta were expecting an end to the sole administration of NDDC before April 1st 2021 and called on President Muhammadu Buhari to nominate and inaugurate a board that would take over from Akwa on April 1st, 2021.

He recalled that the Minister of Niger Delta Affairs, Senator Godswill Akpabio, mentioned April as the resumption date for the Substantive Board administration of the NDDC adding that IYC and other stakeholders in the region would not allow the current management structure in the commission to stretch beyond March 31st, 2021.

He said: "We were all happy when this forensic audit started in February 2020 because we believed that it would sanitise the NDDC and give the commission a new beginning to actualize its mandate in the Niger Delta region.

At a point,  our leadership insisted on the dissolution of the IMC and the inauguration of a substantive board but instead of constituting a new board, a sole administration headed by Effiong Akwa was put in place to run the affairs of the commission with the singular action to conclude the audit and hand over to a substantive Board while expending the 2020 budget tenured to 31st March, 2021.

March 31st  is a few weeks ahead and we beleive it is time the President readies a board for the commission knowing fully well that the Board members would be subjected to an official inauguration before the handover date which is April 1st, 2021.

We are calling on the President to nominate the board now and inaugurate its members before April.

"The IYC and other stakeholders in the region want to see a published forensic audit and a newly nominated board for the commission.

We repeat that audit is not in perpetuity.

It has a terminal date and we beleive that it is about time it ended.

"We won't allow any politician or group to ride a roughshod with the resources of the commission and mess with the NDDC Act for their selfish political interest forthwith.

The time to end the aberration in NDDC is March 31, 2021".

Delta Schools Upgrade: Mulade Makes Case For Riverine Communities

...Says Riverside Communities Contribute over 70 Percent of State Revenue

The agitation for the consideration of siting one of the proposed colleges for upgrade to universities in the riverine communities of Delta State was reechoed on Friday 19th Feb, 2021 at the public hearing in Asaba by the President of Riverine Communities development Forum of Nigeria,

Comrade Chief Mulade Sheriff. He commended the Delta State Governor, Senator Ifeanyi Okowa for upgrading the College of Education Agbor, Delta State Polytechnic Ozoro, and the Anwai campus of Delta State University to independent universities in the interest of Delta State youths seeking admission in other States.

Comrade Mulade Sheriff appealed to Governor Ifeanyi Okowa and the Commissioner for Higher Education, Prof Patrick Muoboghare to consider siting one of the universities in the riverine communities to enable the youths there access higher education as riverine dwellers find it very difficult to access quality education in higher institutions because of the difficult terrain coupled with financial hardships, in spite of their huge contributions to the State and National economies.

He said education is the right of every citizen and not a privilege, adding that the lack of education in the riverine communities, especially higher institutions, has led to the branding of the riverine youths agitating for the development of their areas as militants.

He expressed the belief that establishing higher institutions in the riverine communities would drastically reduce the rate of crime because the youths would be meaningfully engaged for a win win situation for all.The President of Riverine Communities Development Forum of Nigeria sincerely appealed to Governor Ifeanyi Okowa, and Prof.Patrick Muobogharen, as well as the House Committee on Education to use their good offices to ensure that the School of Marine Technology, Burutu is upgraded to a University status, and it should get the needed attention with adequate funding to enable it operate optimally. He also appealed that campus of the newly established university should be sited at any of Bomadi, Patani, Oporoza, Ogbe-Ijoh, Ogulagha, Ogidigben, Ugborodo, Ode Itsekiri and Ogbinbiri to give the people a sense of belonging in terms of educational development and advancement.

He noted that as a result of the financial hardship most people living in the riverine areas cannot afford higher education in the upland, and strongly appealed on behalf of riverine dwellers that campuses of the universities be sited in the riverine communities of the State to bring education closer to the people.

The Commissioner of Higher Education, Patrick Muoboghare and the Chairman House Committee on Education Hon. Charles Emetulu promised to look into Comrade Mulade's appeal, saying that his proposal was on point and valid.

Mulade Kicks Against Delta Assembly Short Notice On Public Hearing To Upgrade Universities

Mulade Kicks Against Delta Assembly Short Notice On Public Hearing To Upgrade Universities

.....Call for adequate time and Consideration on appeals

A Delta born human and environmental rights activist and Ijaw leader, Chief Mulade Sheriff has disagreed with the Delta State House of Assembly over what he described as hurried move to hold public hearing on bills to upgrade and establish three new universities in Delta State.

Mulade in a statement made available to news men in Warri noted that the time frame given by the State House of Assembly was a Clear evidence that there was calculated move to shut stake holders out of possible inputs. He noted that in a democracy there is the need for transparency on projects and developments because power belongs to the people.

He stated that it is an unacceptable time frame for genuine input from Deltans and critical stakeholders, a display of Desperation, clandestine action and betrayal of trust reposed on our Honourable members of the state assembly and the state government by Deltans.

Mulade further advised them to desist from acting as a rubber-stamp institution as Deltans expects them to display integrity and prove to be an independent arm of government.

Mulade also reacted to report that the state house of Assembly has fixed Friday 19th February 2021, to hold public hearing on three bills forwarded to it by the State Governor, Dr Ifeanyi Okowa to upgrade and establish three new universities in State.

The sudden and less than 24 hours notice is questionable, obnoxious and strong disregard for Deltans as the Chairman, House Committee on Education, one of our finest and most respected. Hon Charles Emetulu has decided to toe the paths of shallow integrity for such hearings to be fixed  on Friday 19th February 2021 in less than 24 hours from the sitting of Wednesday 17th February 2021.

According to him, It is regrettable that adequate time was not given for inputs from critical stakeholders and interested parties, noting that Delta people are wondering why the rush on such sensitive bills for development in the State, especially when some sections of the state are questioning the rationale behind elevating only three institutions to the status of universities, while other sections are shut out from benefiting from such welcome development projects that could turn narratives around by putting communities ahead of others.

Mulade stated that the House of Assembly should as a matter of fact open their doors to welcome robust contributions from the public on projects that are sensitive and likely to divide the state on ethnic lines.

In his view, the State Assembly should not be seen promoting apathy, disenchantments and lack of trust for the government.

Three universities on public hearing inside Delta State Assembly with a short time frame could lead to government being unpopular in some sections of the state.

As unimportant as the house of Assembly may make the dissatisfaction as expressed to be, public hearing at a short time frame will be a disservice to the good people of Delta State. Also, he stressed that the rush to please a few power blocks may be counter productive at the very long run.

He noted that if this is allowed to go on, it connotes wrong impression and indication that the Delta State House of Assembly as submitted, and decided to relinquish her constitutional independent rights to the State Executive. he added

The resolve of Hon Rex Ogboru to strengthen the All Progressives Congress (APC) in Ethiope East Local Government Area of Delta State, on Tuesday was again demonstrated as the young politician, a former aspirant for the Delta State House of Assembly seat, with an ever-growing group of supporters due to his style of politics, met with women of the party in Ward 1, 2 and 3.

Hon. Rex Enajite Ogboru appealed to the women on the need to move forward and look for a better/inclusive APC where everyone will be paramount.

He stressed the need for all the women to participate actively in the forthcoming party registration/revalidation of membership.

APC stalwarts present during the meeting were Hon. Rex Ogboru, Mr. Lindon Ugbome (LGA Chairman), Comr. Ejiro Etaghene (councillorship candidate DSIEC 3), Hon. Mike Ukrakpor (councillorship candidate DSIEC 5), Hon. Ogaga Akpore (councillorship candidate DSIEC 2), Godstime Ukuanovwe, Edison Odeh, Emeka Paul Newman etc.

Meanwhile, feelers from those that were at the meeting on Monday with youths, said the emergency meeting was needed to address the too many complaints from virtually all quarters in the party.

The meeting witnessed over 250 youths from all wards in Abraka (Ugono, Otorho, Urhuoka, Urhuovie, Ogbedje, Oria, Urhuagbesa, Umeghe, Erho, Ajanomi etc).

It again was another time for contributors to air their mind, spew out their grievances and speak up.

Most of the contributors decried the neglect by the political office holders and party leaders most especially giving out appointment to known PDP members.

This according to the aggrieved youths is an aberration and doesn't tell well of the party.

Hon. Rex appealed to party faithful to remain steadfast and take good advantage of the forthcoming party registration and revalidation of their membership.

He also assured them that the party will definitely get it right as everyone looks forward to the next party congress.

Present at the meeting were Barr. Ejiro Etaghene, Hon. Rex Ogboru, Mr. Lindon Ugbome (LGA chairman), Hon. Ogaga Akpore  (Councillor DSIEC Ward 2), Hon. Irorobeje Oghenevwegba, Hon. Michael Ukrakpor (Councillor DSIEC ward 5), Hon. Comr. Ejiroghene Eyeboka (Councillor DSIEC ward 3), Mr. Quincy Emudainohwo  (Ward 1 chairman) among others.
