Gunmen Hold Obiano’s Convoy Hostage in Anambra


It was gathered that the All Progressives Grand Alliance (APGA) was preparing to hold a political rally in the area when the gunmen visited the area.

A source said Governor Willy Obiano was in the area in his convoy when the attackers struck.

“The Governor’s convoy was held for about one hour, while gunshot was racheting everywhere in the area,” the source said.

Meanwhile, the DSP Toochukwu Ikenga, the Anambra State Police Command’s Public Relations Officer confirmed that there was an attack in Ihiala.

“The attack happened at Odata Center School beside St. Martins Catholic Church, Ihiala. It happened at about 9:30am.

“We recovered one Ak 47 riffle, two magazines with 30 rounds of ammunition and a Toyota Hilux vehicle form the attackers.

“The Police and Military are currently on ground now while mop up operations is ongoing. Normalcy has since returned to the area,” PPRO Ikenga said.

When our correspondent enquired from the Anambra State Commisioner for Information, Mr. C-Don Adinuba, he confirmed that there was an incident, asking for sometime to be able to send an official release, he stated.

The Senate has empowered the Independent National Electoral Commission (INEC) as the sole authority to determine the mode of transmission of results during elections in the country.

The pronouncement by the Senate on Tuesday follows several criticisms that had trailed their earlier decision that INEC may consider the electronic transmission of results provided national network coverage is adjudged to be adequate and secure by the Nigerian Communications Commission and approved by the National Assembly.

The Senate had also approved direct primaries for aspirants to all elective positions by the political parties.

The chamber approved Clause 87 to read “a political party seeking to nominate candidates for elections under this bill shall hold direct primaries for aspirants to all elective positions, which shall be monitored by the Commission.”

The amendments were made on Tuesday by the Senate to some clauses of the Electoral Act (Repeal and Re-enactment) bill 2021, which were passed on July 15, 2021.

Under a new amendment of Clause 52 (2) of the Electoral Act Amendment Bill, the Senate resolved that “voting at an election and transmission of results under this Bill shall be in accordance with the procedure determined by the Commission, which may include electronic voting.”

The move was part of decisions taken by the Senate when it passed a bill to re-commit some clauses in the Electoral Act Repeal and Re-Enactment bill which was earlier passed about 3 months ago separately by the Senate and House of Representatives.

The Senate Majority Leader, Yahaya Abdullahi, while presenting a motion for the amendment before the Senate, said after a critical examination of the Bill by the Senate Committee on INEC, some fundamental issues were observed which required fresh legislative action.

He listed the clauses that required legislative action to include 43,52,62,87.

Section 87 deals with the method of primaries to be adopted by political parties.

The Senate had earlier adopted during the amendment of the electoral act that parties should adopt either direct or indirect primaries.

However, based on the observation by its INEC Committee, the lawmakers supported direct primaries while some others did not.

Senator Adamu AlIero supported direct primaries arguing that it will strengthen and deepen democracy and will make the electoral process transparent and will make it difficult for money bags who will try to hijack the process.

Senator Adamu AlIero, who argued in favour of direct primaries, said that it will strengthen and deepen democracy and will make the electoral process transparent.

However, Senator Smart Adeyemi, who rejected direct primaries, said that indirect primaries is better for the country because the majority of party members are illiterate and they will need enlightenment if they are going to be asked to come out and vote. He added that indirect primaries are cheaper to conduct.

After the debate, the majority of lawmakers voted in favour of direct primaries and it was adopted by the Senate.

Recall that earlier in July, the Nigerian Senate broke its silence on the electronic transmission of results for the Electoral Bill as it insisted that INEC may only electronically transmit election results if the Nigerian Communications Commission (NCC) endorses the mode of electronic transfer as safe and secure.

This drew a lot of criticisms from many Nigerians and stakeholders in the electoral process.

The Nigerian Senate announced a reversal of a decision taken in July on electronic transmission, by granting the Independent National Electoral Commission (INEC) the power to electronically transmit results.

This was announced by Senate leader Yahaya Abdullahi, during Tuesday’s plenary session discussing the amendment of Nigeria’s Electoral Bill ahead of the 2023 elections.

The Senate leader said the decision was made by its INEC Committee, stating that a fresh legislative review is needed on some electoral bill clauses.

“After critical examination of the bill by the Senate Committee on INEC, some fundamental issues which require fresh legislative action on the following clauses 43, 52, 63 and 87 were observed,” he said.

The report stated the Senate leader disclosed that INEC might consider transmitting results electronically provided the national network coverage was adjudged to be adequate and secure by the Nigerian Communications Commission and approved by the National Assembly.

The Senate in July broke its silence on the electronic transmission of results for the Electoral Bill, insisting that INEC may only electronically transmit election results if the Nigerian Communications Commission endorses the mode of electronic transfer as safe and secure, during a vote over section 52(3) of the electoral act amendment bill withdrawing INEC’s right as sole player in transmitting election results.

Earlier, Professor Attahiru Jega, former Chairman of the Independent National Electoral Commission stated that the plan by the National Assembly to exclude electronic transmission of votes in the new Electoral Reform Bill is counterproductive. Jega insisted that electronic transmission reduces cases of electoral fraud and makes the process more efficient.

Asaba______ Delta Governor, Sen. (Dr) Ifeanyi Okowa, on Tuesday called on states and the Federal Government to rehabilitate roads in the country to ensure smooth and safe driving ahead of the yuletide season.

Okowa made the call while flagging off Federal Road Safety Corps (FRSC) 2021 Ember Months safety campaign in Asaba.

The campaign has “Maintain Safe Speed, Avoid Night Travels And Enjoy Quality Road Experience” as theme and it is aimed at reducing road crashes and fatalities on the roads.
 
The governor, who was in company with his Deputy, Mr Kingsley Otuaro and other top government functionaries, commended the FRSC for choosing the South-South and Delta in particular, to host this year’s national flag-off.

He thanked the Corps Marshall, Dr Boboye Oyeyemi, for the sensitisation and for ensuring that nobody slept on the bridge during the Christmas period.

He appealed to the stakeholders to educate their members on the need to maintain safe speed.

“I want to thank the Corps Marshal for bringing this event to Delta and I must thank him for the awareness and sensitisation which had contributed immensely to ensuring safety on our roads.

“When you feel you’re tired please don’t drive; it is important we realise that lives matter because if you are not careful and somebody dies as a result of your recklessness, it’s not good enough.

“We will continue to do our best to ensure that we have safety on our roads during the ember months and beyond.

“Let me use this opportunity to call on all governments across the nation to do everything possible to make our roads usable for motorists this festive period and beyond to reduce road crashes on our roads,” Okowa said.

He said that his administration had commenced the construction of a flyover and inter-change at Koka junction and appealed to motorists to be patient and exercise caution while passing the corridor.

“We have commenced the construction of a flyover and an interchange at Koka junction, Asaba and we hope to complete it within one year.

“We will also intensify construction on the dualisation of Ughelli-Asaba road to ensure the completion of Ogwashi-Uku to Asaba section before April, 2022,” the governor stated.

The Corps Marshal, Oyeyemi said FRSC initiated the ember months safe driving campaign because of the high rate of road crashes during the period.

He appealed for restraints against attacks on FRSC facilities across the nation.

Oyeyemi commended Okowa for his support to the Corps in the last six years, noting that since the corps commenced the safety campaign, nobody had had cause to “sleep’’ on the Niger bridge during the festive period.

“This flag-off is very important to us because from statistics, this is the period we record more road traffic crashes on the highway.

“His support for the FRSC in the last six years remained unparalleled and unrivalled.

“As we move towards the end of the year we need to advise ourselves on how to drive safely on the highways to avoid road traffic crashes which could endanger our lives and that of others.
 
“I thank our stakeholders for coming for this national flag-off campaign and they must help us reach others to avoid using phone while driving, night travels, over speeding and use of seat belts among other safety measures.

“In the last six years since we started this campaign, we have seen a lot of improvement at the Asaba end of River Niger Bridge and we will continue to partner various stakeholders to ensure quality traffic management on our highways.

“I appreciate the state governor for his uncommon benevolence to the FRSC and we pledge to continued partnership to improve traffic management in Delta and Nigeria,” Oyeyemi stated.

Earlier, Zonal Commander Zone 5 Headquarters, Mr Andrew Kumapayi, had said that the choice of Delta for the national campaign was in recognition of the state‘s contribution to road safety in Nigeria.

“The choice of Delta State for the National flag-off is in recognition of the uncommon support of the state government under the able leadership of Senator Dr Ifeanyi Okowa, whom we have adjudged and appreciated as ‘Road Safety-friendly governor.

“The donation of the world class Inspectorate Training School at Owa-Alero by the governor will forever remain indelible in the history of Federal Road Safety Corps.

“The institution is one of the best Road Safety Training Centres in Africa and the facility has globally improved FRSC public image and performance rating.

“The ember months road safety campaign is a concept deliberately designed to better traffic management and control in line with the FRSC statutory mandate and global best practices,”

Kumapayi disclosed that over-speeding had remained the leading cause of road traffic crashes and high fatalities on the highway.

“To fight the menace of over-speeding and ensure befitting road use experience, the FRSC is committed to achieving the strategic goal of reducing road traffic crashes by 15 percent and fatalities by 20 per cent, ” he said.

Team of the Delta State Taskforce on Environment, led by Hon. Sylvester Oromoni, has marked illegal structures, containerise shops popularly known as Caravan built under 33KVA electric pole, high tension wire for demolition in warri.

The exercise was carried out on Tuesday October 12, during the state taskforce on their usual routine patrol within the city of warri and its environ.

The illegal structures marked for demolition where sighted along Airport road, close to AJ Restaurant, Willy street opp Plaza among others. Owners of the shops where equally served abatement notice to remove their structures within one week time or face demolition.

While educating them on the reason why they should leave, Chairman of the taskforce, Hon. Sylvester Oromoni, stressed that it not safe to trade under high tension because of the danger of electric shock.

He noted that as a government, the primary responsibility is to protect the lives and properties of its citizens. What " We are doing is to protect your lives and properties. This is not witch hunting neither oppression. If your stores are built behind electric high tension wire (pole), you are on safer ground. But when built direct under high tension is not allowed. Obey simple government order and be safe, Oromoni stated".

However, it will interest the general public to note that Gov. Ifeanyi Okowa led Delta State government is doing his best to provide enabling environment as well as protect the lives and properties of all Deltans. Edith Okowa to Girl-Child: Use Digital Technology to Enhance Yourself




As Nigerians joined the rest of the world to celebrate "The International Day of the Girl-Child," the wife of Delta Governor, Dame Edith Okowa, on Monday, urged the girl-child in the state to leverage on digital technology to enhance their socio-economic status. 

Dame Okowa gave the advice during a ceremony marking the 2021 International Day of the Girl-Child held at Unity Hall, Government House, Asaba, which was organised by the office of the Senior Special Assistant to the Governor on Special Duties (Girl-Child Empowerment). 

She disclosed that digital technology was an enabler and the way forward, adding that they should use it in positive ways to carve a remarkable niche for themselves in the ever competitive global economy. 

"This generation is very lucky so much that a day has been set aside to celebrate the girl-child globally. That is to say that the girl-child is making waves internationally. 

"In the time of my grandmother and my mother, girls were not seen or heard. Your generation is very lucky. So, don't take the opportunity you have for granted. 

"Today, we are talking about 'Digital Generation, Our Generation'. Some of us did not know what computer is when we were in school. Thank God for your own generation as we now have digital technology. 

"As much as it is your generation, please use digital technology in positive ways. Technology is the way forward, it is an enabler. Sit down in your room and control your world positively," the governor's wife said. 

According to her, times are changing very fast, adding that women are doing great exploits in different fields of human endeavours. 

Dame Okowa who is the Chairperson of the 05 Initiative, implored the girl-child to be courageous, focused and dedicated to their dreams, pointing out that they should strive to excel anywhere they found themselves in life. 

While applauding the Office of the Girl-Child Empowerment for making positive waves in the society on issues relating to girl-child, she noted that God has given women supernatural strength, adding that they should utilise the strength positively. 

"God has given us a supernatural strength, please utilise that strength positively and above it all, you should be of good character, present yourselves with dignity as a lady, walk like a lady, speak like a lady and l tell you, you will be respected. The best that can take you to places is your character," she added. 

Earlier in her remarks, the Senior Special Assistant to the Governor on Special Duties (Girl-Child Empowerment), Mrs. Marilyn Daramola gave a historical background of how October 11 of every year was adopted by the United Nations as the International Day of the Girl-Child, to recognize girls’ rights and the unique challenges girls face around the world. 

She noted that since 2012, the International Day of the Girl-Child has focused its attention on the need to address the challenges girls face and to promote girls’ empowerment and the fulfilment of their human rights. 

According to her, as the world entered the second year of the COVID-19 pandemic, digital platforms for learning, earning and connecting accelerated, yet, statistics from the United Nations indicate that some 2.2 billion people below the age of 25 still do not have internet access at home. 

"However, the gender digital divide is about more than connectivity. Girls are also less likely than boys to use and own devices and gain access to tech-related skills and jobs. 

"This is why in the pilot phase of the Girls Entrepreneurship and Skills Training Programme, we trained 27 girls across Delta State with ICT skills and empowered them with computers and other electronic devices to start up their businesses. 

"This year, as a result of the increase in the number of beneficiaries, I am proud to say that the International Day of the Girl-Child 2021 theme — “Digital Generation; Our Generation” — couldn’t have come at a better time, because, we have also upscaled the number of ICT beneficiaries currently undergoing training under the #ProjectGEST2021 cycle across the state to 42," she said. 

During the ceremony that was attended by female secondary school students, a panel of experts in digital technology made up of Anna Ekeledo, Oladiwura Oladepo, Modupe Durosinmi-Etti and Adaeze Emenike counseled the students on the importance of digital technology as well as career choice. 

The ceremony featured talk show competition on the topic “COVID-19 Challenges in Your Community and Digital Solutions to these Challenges” which was geared towards encouraging and promoting young girls in tech where four schools made it to the finals. 

At the end of the competition, Moorefield School, Ekpan; Our Lady of Fatima School, Ughelli; Martin College, Issele-Uku and St. Brigid's Girls Grammar School, Asaba, took the first, second, third and fourth positions respectively and prizes were presented to the each student that represented the schools.

Delta Attorney General, Bozimo seeks Cooperation with Assembly C’ttee on Rules, Business, other Matters




Delta State Attorney-General and Commissioner for Justice, Isaiah Bozimo Esq, has appealed to the members of the state House of Assembly Committee On Rules, Business, Legal And Judicial Matters for a cordial working relationship with the Justice Ministry in the state.

Bozimo, who played host to the committee members in his office at Asaba, commended them for the role they played during his screening in the House and subsequent swearing in as the commissioner in charge of the ministry.

He told them that with the kind of support and cooperation they had already extended to him, the tone had been set for effective collaboration and a cordial working relationships, particularly now that he had assumed office in the Ministry of Justice.

He sought further cooperation from the members during the budgetary period and other important areas of jurisdiction of the ministry to enhance smooth operations.

The commissioner explained that ” other than the budgetary process, we need a close working relationship with you, given the intentions of this ministry to introduce certain legislations affecting the administration of criminal and civil justice.”

He told the members that their intention would be to consult with relevant stakeholders in that regard to facilitate its smooth processes and continually seek their advice until it sailed through.

“Once we are able to introduce that memorandum which we are hopeful His Excellency will pass for legislative action, we will keep members of the committee informed as to how the process is going and at the appropriate time, we will also seek advice from you as to how far we approach certain matters and your support in this legislation to ensure it get smooth passage in the house,” he stated.


“Mr Chairman sir, we are very grateful to you and your members. No doubt, it is a continued relationship and I am grateful that we have started on this note. God bless you,” he added.

Earlier in his address, the committee chairman, Hon Charles Whomrowho Oniyere Esq, congratulated the Attorney general and Commissioner for Justice on his appointment.

He told Bozimo that they were in his office to familiarise themselves with him and to also assure him of their support to ensure he delivered on his assignment to the state .

2022 budget: Timi Frank urges Nigerians to prepare for worst times




At a time Nigerians are struggling to survive due to harsh economic conditions, former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank, has urged the masses to prepare for worst times ahead.


Frank is the United Liberation Movement for West Papua (ULMWP) Ambassador to East Africa and Middle East, said his fear was predicated on the “2022 Budget of Economic Growth and Sustainability” recently laid before a joint session of the National Assembly by President Muhammdu Buhari.


He said since the purchasing power of the average Nigerian has been inexorably eroded by rising cost of goods and services coupled with expected increases in the pump price of petrol, electricity tariffs and introduction of new taxes, the people must of necessity tighten their belts to survive the economic tsunami ahead. 


Frank in a statement in Abuja, berated President Buhari for again deceiving Nigerians with a budget he knows will bring more hardship to them than succour. 


“In the history of Nigeria,” according to him, “no President or head of state has lied to Nigerians like Buhari.”


“For instance, Buhari stated that his regime is targeting N17.70trillion as total federally-collectible revenue for 2022. Yet, he plans to finance the 2022 Budget Deficit  of N6.26trillion through borrowing thereby pushing up the nation’s debt.”


He lamented that since Buhari took over in 2015, annual budget performance has remained below 30 per cent. 


“This is because they are budgets of lies and no one can implement a lie,” he declared.


He insisted that Buhari’s plan to seek further amendments to the Finance Act 2020, is meant to lay additional financial burden on the shoulders of Nigerians. 


“This invariably means, among others, that some present taxes will either be reviewed upwards or new ones introduced,” he said. 


He recalled that based on the law, which became fully operational on January 1, 2021, Value Added Tax (VAT) was increased from 5% to 7.5% while impoverished Nigerians are now being charged N50 levy on every electronic money transfer deposited in any bank or financial institution, on any account, on the sum of N10,000 and above. 


According to him, this levy is in addition to other charges like Short Message Service (SMS), Account Maintenance, etc, which Nigerians are already being made to pay by commercial banks. 


He also said that a new way to further plunder the downtrodden Nigerians by Buhari is the planned reintroduction of tollgates on Federal Highways in the country.


He said when the scheme becomes operational, according to the Federal Government, motorists will be made to pay N200, N500, and N1000 respectively depending on the type of vehicle. 


He added: “It is grievous that Buhari did not tell Nigerians that as he was speaking to his Halleluya and Amen Boys in the highly comprised ninth National Assembly and fixing the 2022 official exchange rate at N410.15k to $1, the Naira on Thursday last week (same day)  traded at N570 to the dollar at the unofficial (parallel) market.


“The Naira also exchanged at N410.81 per dollar at the Investors and Exporters (I&E) forex window, thereby putting a lie to Buhari’s proposal of N410.15.50 to a dollar officially.”


He insisted that the National Assembly had hurriedly approved the passage of the PIA, in the interest of Buhari and not for the benefit of Nigerians. 


“The rubber stamp National Assembly hurriedly passed the Petroleum Industry Act, not because they love Nigeria but because Buhari and his cronies want to perpetually be in charge of the incorporated entities. 


He recalled that Buhari and Nigerian oil industry have become inseparable since the the regime of Olusegun Obasanjo as Head of State. 


He “When Olusegun Obasanjo became a military Head of State in 1976, Buhari, then a Colonel, was appointed the Federal Commissioner (Minister) for Petroleum and Natural Resources.


“In 1977, when the Nigerian National Petroleum Corporation (NNPC) was created, Buhari was appointed as its Chairman, a position he held until 1978.


“Buhari served as the Chairman of the Petroleum Trust Fund (PTF), a body created by the regime of late General Sani Abacha. He has doubled as the President, Commander-In-Chief, and Minister of Petroleum Resources since 2015. 


“I dare say that with the ongoing incorporation of the Nigerian National Petroleum Company (NNPC) Limited, in line with provisions in the PIA, the petroleum industry in Nigeria will continue to be in the firm grips of Buhari, post 2023, through his proxies and cronies who have concluded plans to mop up the initial share capital of N200billion of the company soon to be put up for sale to Nigerians.


“The purchase and control of Nigerian power assets by both present and former political office holders is telling in this direction.”


He insisted that Nigerians are terribly disappointed in some opposition lawmakers in the National Assembly who joined APC lawmakers to clap for Buhari as witnessed by viewers during the live telecast of the budget presentation session. 


He said: “Instead of them to make Buhari to understand that they were only there because duty demands that they be there, they were apparently carried away. 


“One wonders if they cannot borrow a leaf from the way opposition lawmakers in other climes react whenever the President told a lie or says anything that is doubtful or inaccurate during presentations.”

NGO CEPEJ Establishes Peace, Environment Clubs in Abuja Schools, Others





A leading Nigeria civil society organisation, Center for Peace and Environmental Justice, CEPEJ, has inaugurated Peace and Environment Clubs (PECs) in over 15 secondary schools in the Country. CEPEJ has the mandate to promote peace whilst advocating for environmental best practices among young ones for a better society.


The most recent PECs were established in Abuja, the Federal Capital Territory, FCT to serve as “safe spaces” with the idea of catching them young and bringing the next generation together from different social and cultural backgrounds to discuss critical issues, especially those relating to peace, conflict prevention/management and environmental sustainability, as well as share values of tolerance and civic responsibility. 


The general principle of the PEC is to bring about a change in awareness and thought patterns that will transform the behaviour of young Nigerians. This will result in young people imbibing values of mutual respect, fairness, teamwork, discipline and tolerance, which will in turn result in a society that values peace and environmental best practices as a state of mind, value, norm and a way of life (culture). 


The National Coordinator and CEO of CEPEJ, Comrade Mulade Sheriff thanked and appreciated the FCT Board for the partnership to enable the NGO establish the Peace and Environment Clubs, and to inaugurate PEC Coordinators for Government Senior Secondary School, Bwari, and Mabushi Secondary School, both in Abuja. 


FCT secondary school Board Chairman, Hon. Yahaya Musa Muhammed who was represented by Assistant Directors, Mr. Itam Nneoyi and Mrs Mary Ajibola, appreciated CEPEJ for the laudable initiative and pledged to work with the CSO to educate and guide the youths in the ways of life. 


For their parts, the Principal of Government Secondary School, Bwari, Dr. Mrs. Nse Martina Ikwo, and Principal of Government Secondary School, Mabushi, Mr. Muhammed Shaba thanked CEPEJ for establishing the Peace Clubs to educate students on the need to imbibe the culture of peace and environmental protection, highly needed in Nigeria today as a result of the prevailing challenges. They promised to ensure the sustainability of the clubs. 


The Programme Director of CEPEJ, Mrs. Nafisat Amadu Abdulmalik listed the followings as the expected outcomes of the clubs:

1. Improved life skills (leadership, negotiation, decision making, values, self esteem, conflict management etc.) in young persons and other beneficiaries;

2. Enhanced advocacy skills - speaking up for self and for others;

3. Young persons to have confidence to participate in decision making;

4. Improved knowledge about entitlements and rights.


She said CEPEJ would facilitate Training the Trainers Workshops in the coming weeks before the activities would kick off fully. Others in attendance included Vice Prinpicals, administrative staff, as well as senior teachers and students.

The Peoples Democratic Party (PDP) in Delta State has congratulated leaders of the party, members, faithful, and supporters for achieving victory on Friday, October 8, 2021 at the Court of Appeal against the evil machinations of the All Progressives Congress (APC).

According to Dr. Osuoza, first is that the Appeal Court victory shattered the sinister moves of the APC to destroy the hard, fought and won success of our party at the Local Government elections, with the ultimate intention of shoving aside all our victorious Chairmen, Vice-chairmen, and Councilors across the State and making their victory a nullity.


The second significant reason is that the court victory exposed APC as a meddlesome interloper in an issue that least concerned it, and thereby confirmed the opposition party as one that is pathologically full of mischief, misinformation, and disinformation – a party that is always shedding crocodile tears, one that has no qualms about creating and causing harm and damage to others.


Dr. Osuoza said: “APC wanted all PDP Council Chairmen and Councilors in the 25 Local Government Areas in Delta State to be removed from office as it happened in Zamfara State on the ground that PDP did not conduct valid primaries in the choice of its candidates for the council election held in March, 2021. APC also alleged that DSIEC colluded with PDP without observing the provision of the DSIEC Law, 2017. 


“If we had lost this case in the court and without putting up a watertight defence, all the Council Chairmen and Councilors in the 25 Local Government Areas in Delta State would have lost their seats.


"Against all the false claims of APC, the judge ruled that APC is a total stranger to PDP and as such, it cannot dabble into the primary election of PDP which is an internal affair of the PDP. 


"That Section 285 (14) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) sited by APC did not apply to Delta State Local Government election. 


"That the Zamfara State case of APC vs Marafa cannot apply to this case and that by the provision of Section 98(8) of Delta State Independent Electoral Commission Law, 2017, it is only the aspirant who participated in a primary election of a political party that has the locus standi to challenge the primary election". 


Now that the Appeal Court has upheld the judgment of the High Court that earlier ruled in favour of PDP, the rug has been pulled from under the APC, making it and its wicked intentions to fall like a pack of cards. Of course, our party will continuously be on the alert, watching APC as it goes about like the Biblical satan, and reaching to its bag of mischief seeking the next hurt to inflict.


We commend our team of lawyers for the dogged fight put up at the courts that finally culminated in the damaging uppercut that saw our opponents hitting the canvas for PDP’s victory.

And that in the said publication, Mr. Dickson Ogugu, James Edoukumo, Clement Tekedor,  Chief Harrison Gbenekama, Eric Numa, Orugbene Emmanuel, Goodluck Ekpebide, Anthony Ikpelagha, Fredrick Amalade, Fidelis Atutu, James Osuobiri, Joel Ogbobine among others where falsely accused of sponsoring, recruiting and training boys on how to vandalize under water oil pipelines, and thereafter approached the multi-national oil companies to bid for repair contract jobs in order to enrich themselves.


In the publication, one Ebipade lsaac and his gang where arrested on September 26, 2021 while trying to steal Batan Flowstation Oil Well Christmas Tree by the Diebiri Pipeline Surveillance Team led by the Vice Chairman of Diebiri-Batan Community, Mr. George Kpadowei.

MRS Evelyn Temitope Balogun Joshua, the new leader of the Synagogue Church of All Nations, SCOAN, has announced that the church will reopen for service when the leadership gets approval from God.

The widow of deceased Prophet Temitope Balogun Joshua stated this in a statement ma to address concerns by church members who are yearning for physical church service.

She said although church members were eager to begin physical services, she however, maintained that the leadership of the church must first hear from the Lord and be guided by the revelations from the Holy Spirit to commence.

In her words: “We are getting ready and even yearning to start services but we cannot go outside the will of God whose directive is what we shall continue to uphold, live and work on,” she stated.

Evelyn who hinted that she is still mourning her husband, said she believes SCOAN will emerge stronger.

She noted that since her husband’s demise, the church was yet to start services, like other churches; adding that the peculiarity of the church, which sees both locals and foreigners attend services, was being put into consideration.

She said: “We have no fear whatsoever but don’t forget a good Christian must also be a good citizen. We have continued to pray for God’s mercy for our nation and the world. Besides, I am still mourning the passing of my husband.

“The mourning period is over, and most importantly, when the Lord intimates us to begin, we shall move swiftly in God’s grace. Be assured that God’s mercy endures and by His grace, SCOAN shall come out stronger,” the new leader said.

Commenting further on plans to reopen for church service, a representative of the SCOAN legal department, Mr. James Akhigbe said very soon the church will commence service, adding that we don’t do things based on human emotions.

In his words: “We don’t conduct the affairs of SCOAN to please people but we embark on the project because we have heard from God. We are very hopeful that God will give us the green light.

“Meanwhile, we cannot say tomorrow because you cannot dictate to the Holy Spirit,” Mr. Akhigbe said.

The church had early in September confirmed Evelyn as the new leader after a Federal High Court in Lagos appointed her as chairperson of the board of trustees.

As a child of Independence, born a month after our freedom from the hands of our colonial leaders, the journey to a nationhood had been tortuous, and painful, as we had struggled to be where we are today.

61 years is a long journey. As we celebrate this anniversary, I have to remind my fellow Nigerians, especially my people from Delta State that hope is not lost, but be open minded and believe in our ability to overcome every form of adversity.

Recently our dear state celebrated 30 years of creation. looking back, we have moved from that poor looking state, to a state with strong will to excel, if we all can come together, and harness our diversity, we will build that enviable state we  so desire.

On this ground, I have to tell you to prepare your mind as we move towards another year of election, as I have a dream of a Delta that is strong, and resilient.

Come 2023, I hope to sign a covenant with Deltans. A covenant to build a strong, resilient and prosperous economy at the door steps of everyone that will enforce unity, through the spirits of consensus and cooperation. A state where we will see ourselves as members of one indivisible, prosperous family irrespective of our ethnic background.

Every Deltans have over the past years, in their own way contributed to this, as they had invested and pushed for a better state, and they are still doing that.

I feel your pains, because I had been there, come 2023, with you, my dream of a strong, resilient and prosperous economy, at the door steps of every Deltans that will foster unity, through the spirits of consensus and cooperation will be achieved.

As I congratulate every Nigerians, especially Deltans, I encourage us to comeout and celebrate this 61 years of Nigeria Independence Anniversary. Pains and unknown fears should not keep us from celebrating this wonderful age.

Let us jointly pray for a Strong Nigeria, a united Delta State, with a booming economy and secure environment. This is my dream for Delta, come 2023.

Asaba---------- The Deputy Governor of Delta State, His Excellency, Barr. Dcn. Kingsley Burutu Otuaro, has congratulated President Muhammadu Buhari led Federal Government as well as Nigerians as the nation attains sixty one (61) years old, after gaining lndependence from the British Colonial Government in 1960.


Otuaro made the statement on Friday 1st of October, 2021, at the Cenotaph Asaba, as Deltans join Nigerians all over the world to mark our 61st lndependence Day celebration.


Speaking on behalf the Executive Governor of Delta State,  His Excellency, Sen. Dr. Ifeanyi Arthur Okowa, at the ceremony, Otuaro encouraged Deltans to involved in governance in order to hold their leaders accountable for the principles of fairness, equity and justice to ensure transparency. 


He further expressed gratitude to the good people of Delta State, and charged them to uphold the tenants of peaceful coexistence and unity, which have remained the cornerstone of the stronger Delta Agenda of His Excellency, Senator (Dr.) lfeanyi Okowa, and the primary reason behind the great peace and development we have experienced as a state for the last six years. 


According to Otuaro, said:


 " Today I addressed a cross section of Deltans at Cenotaph, Asaba as we join Nigerians all over the world in acknowledgement of our 61st Independence Day.


The atmosphere was filled with glitz and glamour native to the tradition of Independence Day celebrations, but not without some signs of despondency signaling the myriad of security and economic challenges the nation is currently facing, including those that threaten the social stability, peace, and unity of the nation.


Speaking on behalf of the Governor, His Excellency Senator (Dr.) Arthur Ifeanyi Okowa, I charged the people not to lose faith and hope in their nation. I enjoined the people to cherish the blessing of nationhood and consider it as a costly gift which is the attainment of the "self-evident truth that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness."


I further admonished the people to reflect on the great works and sacrifices of our founding fathers; Nnamdi Azikiwe, Herbert Macaulay, Obafemi Awolowo, Ahmadu Bello, Peter Enahoro, Michael Okpara, Tafawa Balewa and many others, and how they suffered subjugation and mortgaged their personal freedom for the greater good. Though we are yet to attain our full potential as a nation, I made them understand that progress comes with a lot of challenges and the case of our beloved nation in such a time as this isn’t different from nations that have survived similar historical events. Challenges bring out underlying issues and provide an opportunity to address those issues, and in the end, we will come out better refined and our potential will be realized. Therefore, Nigeria is not an impossible deal.


In closing, I encouraged people to get involved in governance, holding leaders accountable for the principles of fairness, equity, and justice to ensure transparency.


I cheered the people in thanksgiving and asked them to take solace in the formidable progress the Senator (Dr.) Ifeanyi Okowa administration is making in transforming the economic, infrastructural and social landscape of Delta. This can be seen in the prioritized educational sector by building critical educational infrastructure to provide a conducive learning environment for school pupils and improving the access of young people to tertiary education through the recently established three universities. Significant progress has been made in road networks connecting rural communities to rural areas and improving urban livability. Championing youth inclusivity in economic development through several entrepreneurship programmes that have received far reaching commendations nationwide.


On behalf of our dear Governor and the good people of Delta State, I congratulated the President of our dear nation, His Excellency, President Muhammadu Buhari, the National Assembly, the Judiciaries and all Nigerians within and in the diaspora on the occasion of our 61st Independence Day Anniversary.


While we give God thanks for his great acts of benevolence as a nation, today also offers us an opportunity to face head-on those issues that are confronting us as a nation.


I further reiterated the Okowa administration's commitment to investing in young people by developing relevant youth-oriented programmes and policies that create jobs and make them wealth creators. This is a critical part of this administration's agenda, in addition to accelerating the infrastructural development of the State.


I salute the support of the good people of Delta State and encourage them to uphold the tenants of peaceful coexistence and unity, which have remained the cornerstone of the Stronger Delta agenda of His Excellency Senator (Dr.) Ifeanyi Okowa and the primary reason behind the great peace and development we have experienced as a state for the last six years.


Finally; preach love and unity. Forgo ethnic and political prejudice. Trust more. Forgive more and together we can build the Stronger Delta for the greater good of all and our greatness will be realized.


The height of the event was the cutting of the anniversary cake. I was joined by the Chief Judge of the State, Justice Theresa Diai, President of the Customary Court of Appeal, Justice Patience Elumeze, Deputy Speaker of the State House of Assembly, Chief Christopher Ochor and other government functionaries. The anniversary was well attended and featured a march-past by officers of the Nigerian Police, the Nigeria Immigration Service, the Nigeria Correctional Service, the National Youth Service Corps (NYSC), Civil Defence, the Federal Road Safety Corps and DESTMA", the statement added.

Management of the Delta State Taskforce on Environment on Thursday 30th September, 2021 join the First Lady of the agency, Hon Mrs. Rosemary Sylvester Oromoni, on the occasion of her Birth Anniversary in Warri.


The team of the taskforce was led by the State Coordinator incharge of Delta South/Central Senatorial Districts, Comrade Kingsley lweka, who on behalf of the State taskforce officially congratulated the celebrant, Mrs Oromoni, praying God to give her good health, longlife, prosperity and more fruitful years to celebrate. 


Thereafter, Asst. Coordinator of the taskforce, Hon. Rita Tefike, presented the colourfully baked birthday cake to the celebrant, wishing her more prosperous years ahead. 


The brief amazing twenty five minutes birthday bash was rounded up with praises and worship as well as prayers for the celebrant and the entire Sylvester Oromoni's family.


However,  on behalf of the team, Hon. Frank Alale, a Supervisor Uvwie Local Government delivered the closing remark, thereby appreciating Mrs.  Oromoni for the warm reception to the visiting guests.

Everywhere, one of the footprints of wars and conflicts is social and economic dislocation – loss of lives and valuable economic and cultural assets. Communal conflicts, including the much talked about WARRI ‘96, which was generally a crisis between Ijaw, Itsekiri, and partly Urhobo, are not an exception.

The ashes of this ethnic conflict are still very much visible in the city of WARRI, overturning the prospects of the most socially inclusive and vibrant cities in Delta State. The city, and all other communities impacted by the crisis, has never been the same. Women and children became vulnerable. Educational downtime. A new definition emerged for the city and things fell apart. The onetime economic powerhouse of Delta lost all her beauty as economic discomfort and insecurity caused the mass exodus of companies and jobs out of one of the most vibrant metropolitan cities in the Southern region of Nigeria.

Social instability took the centre stage as idleness altered the psyche and caused social disorientation among our youths. Halliburton, McDermott, Schlumberger and Julius Berger, and several other multinational corporations, including multinational oil companies, left for a safer haven. Factories and major warehouses closed down. UAC, Michelin, Gold Spot, Toyota, and African Timber & Co. (AT & C–Sapele) closed their doors. The engines stopped grinding.

The ships also sought a safer harbour, and the ports became dry docks. Importation of cars and other valuable products also stopped. Women went out of various legitimate and profitable businesses. As misery multiplied, so did jobs for young people. The city became cold. Day gave way to night. The lights were taken out of the streets. Foreigners moved back to their countries of origin. In addition, Port Harcourt and Lagos became the new destination. The misfortunes of the greatest home to talents and natural resources suddenly became the prosperity of the Lagos economy. The Lagos Port was enlarged and WARRI Port lost it all and Ogun State became the next industrial hub as companies sought refuge to set up factories and industrial estates where they could carefully exploit the massive Nigerian consumption market.

In less than a decade, WARRI became a shadow of itself, much like other impacted communities. Drainage doesn’t matter anymore, and natural watercourses were disregarded. Environmental abuse, negligence and pollution became a norm and dirt occupied the streets. Social disorder became the order of the day.

It is well over two decades but the impact of this crisis is still visible across the city of WARRI and affected towns and rural communities even as the Senator Dr Ifeanyi Okowa-led Delta State Government is visibly doing all it can to bring back the lost glory of Warri.

These were my opening assertions at the recently concluded IJAW-ITSEKIRI Leaders Summit under the auspices of the Warri Multi-Stakeholders Platform (MSP) and supported by the Partnership Initiatives in the Niger Delta (PIND) that was held on September 23, 2021 at the Wellington Hotel, Effurun-Warri.

Examining the topic, "the role of leaders in fostering peace, co-existence, security and development", I can’t agree more that the next phase of the discourse of these two notable ethnic nationalities is a leadership question. Everything rises and falls on leadership, in the words of John C. Maxwell.

We can’t disagree forever. Where do we go from here? And that is "one more river these two revered ethnic nationalities must cross" in the words of Niger Delta music maestro Barrister S. Smooth. And that river is unity and walking for a better future for the next generation.

The ruins of war bring regrets and breed bitterness. But at the end of one season begins another. Light can break out of obscurity and hope in the darkest of all situations. Towards a better future, we must not be prisoners of our past. There is a place called tomorrow and must not be left behind.

There is work to be done.

1. Mutual understanding and purpose. Purpose is a more effective tool for unifying a people than a vague call for unity.

A practical case of the power of mutual understanding is an excerpt from the Vanguard July 12, 2020: "20 years after Warri war, Ijaw, Itsekiri unite against oil companies" by one of its veteran journalists, Jimitota Onoyume.

The issues highlighted on the common front between the two ethnic groups border on the inclusion of sons and daughters of Ijaws and the Itsekiri nation into the bidding process for the 57 marginal fields, or else, halt the process. Significantly, this unity of purpose played out in the support and demands of other ethnic groups for stakes in the marginal fields bidding process.  Demand for the re-entry of the abandoned multi-billion-dollar Gas Revolution Industrial Park project, GRIP, and the deep seaport both in Warri South-West Local Government Area. Call for the reactivation of the dormant Omadino-Excravos and Koko-Oghoye Road projects, which have been dormant since the inception of President Muhammadu Buhari's administration.

This is a clear demonstration of unity of purpose and coming to the knowledge of the actual enemy—underdevelopment and the deprivation of the host communities by the federal government.

Fundamentally, one of the principal causative agents of these conflicts is the quest for a better life, defined by good roads, access to quality healthcare, and education for children, electricity and improved standard of living as a benefit for their contribution to the nation’s treasury. But continued inter-ethnic conflict could be a bullet in the wrong direction as both ethnic groups are vulnerable to the same environmental degradation, cave-in, loss of biodiversity and means of livelihood (flora and fauna), and outbreak of diseases occasioned by oil and gas exploration and exploitation activities, intermittent oil spillage, and constant gas flaring.

This age-long deprivation by the Federal government is enough motivation to explore a common front. We are stronger together. One voice is greater. Dissenting voices can undermine the cause.

Divergent interests cause conflicts, and seeing the semblance of needs and resources, it is enough reason to pursue a common cause for the good of our people. Let’s not look at issues that further divide us and take us back in time while others capitalize on our disunity for their gains.

Our cultures and occupations are intertwined and generally blessed with both good soil, fish, and large deposits of crude oil and other natural resources. Delta is almost seamlessly interconnected. What happens in Itsekiri land and whatever happens in Ijaw land will definitely impact on each other, just as what happens in Isoko, Urhobo, Ika, Ukwani, Aniocha-Oshimili, Olukumi affects them. We are one Delta. One people. Mutual understanding means that we must love and treat each other with respect and dignity, seeing that the interests of all parties are captured in the deal.

2. Warri like New York and Lagos.

The city should work for the greater good and its people. Warri is a metropolitan city. That implies that it is multi-cultural with different ethnic groups, some by birth and some by origin; predominantly Itsekiri, Ijaws, and Urhobo.

The task of rebuilding this great city requires that inhabitants/dwellers possess a citizenship mentality—a commitment to respecting the rights and privileges of all dwellers. This is the most effective way to tap into the enormous economic potential of this great city.

We should rise above ethnic and political sentiments and build the city of our dreams that will serve as a model for all. If Warri can be fixed, given its high cultural diversity, then every other city can be easily fixed.

Let’s rethink the future of Ijaw and Itsekiri leadership and create paths of peace and prosperity for the future generation. It is not a crime to look beyond the trivial issues and focus on our collective suffering from poverty, youth unemployment, and economic deprivation. Our children and young people deserve better than to be used as a propellant for conflicts and social disorder. It behoves us to secure and create an admirable future for the next generation. This should rather be the 21st century mind-set. How can we develop technologically and build great industrial cities? We can’t continue to spend our hard-earned resources dividing ourselves and allowing people to monetize our miseries.

Warri can work by rethinking it as the most viable seed for the economic prosperity of Delta State. Togetherness is possible. One reason is to leave something to future generations that they will be proud of.

3. One voice. Common front: Alone can just do much. It is practically impossible for anyone to achieve an extraordinary feat while walking alone. There is a reason why God has brought us together. There are a lot of similarities between occupations and natural resources. Our pains are common.

Let’s convert these pains into purpose for unity and walk together so that we can build a great estate that will benefit our people. Let’s look beyond political and ethnic lines and stop the continual relocation or abandonment of important/crucial social and economic projects by the Federal or State Governments due to ethnic disputes. Let's not defer our progress. We can’t be deciding backward while others have gone ahead of us. Notwithstanding the location of a project, it is primarily for the good of both, indeed, all ethnicities. Delta for all. Delta first.

Finally, let’s understand the essence of cultural diversity. Diversity is colourful and beautiful. Variety is the taste of life. Let’s unlock our potential by capitalizing on our common pains and enjoying the flavour of our cultural differences.

It is time to unite and conquer in order to leave the next generation with cities and communities to be proud of, rather than conflict-torn communities and towns. Let’s build forward better. Let the factories reopen. Let the steam engines start to work again. Let the ships start anchoring at the Warri port again. Let’s use all our political and intellectual and media platforms to promote peace and unity. Let’s prioritize progress over ethnicity. The investors will smell our nectar again and the jobs will return. The glorious night of Warri will resurface and consequently across the Delta, and certainly, the greatness of Delta will be realized.

The model carefully discoursed in this paper, which is an excerpt from the Summit using Ijaw and Itsekiri as a case study, should serve as a model for all ethnic groups across the Delta. Let us, going forward, prioritise progress over ethnicity. Let Delta be great and have a place for all its citizens. No more scenes of the rocking horse.
