Warri Constituency Delineation: Delta leaders storm INEC, threaten fresh suit


Ijaw and Urhobo leaders in the Warri Federal Constituency of Delta State on Thursday staged a peaceful protest at the headquarters of the Independent National Electoral Commission INEC in Abuja, demanding immediate implementation of a Supreme Court judgment which ordered fresh delineation of the constituency.

The group had met on Thursday in Abuja and recalled that sometime in 2011, the constituents had acknowledged the overwhelming fictitious units and ward structures in the Warri Federal Constituency which were been used to rig elections and subvert the will of the people.

Presenting a petition to the commission, the group said it does not have any dispute with any politician, but that INEC should go ahead and commence the delineation exercise as ordered by the Supreme Court.
“Accordingly, we will not hesitate to invoke further legal proceedings against officials of INEC at the Supreme Court in the event that INEC fails to comply with our demand”, the leaders demanded.

Having exhausted all available mechanisms to correct these fictitious structures, 10 people approached the Federal High Court and filed a suit against INEC seeking the Court to among other things order a “fresh delineation of all units and wards in the Warri Federal Constituency” for the purpose of future elections.

The suit was however dismissed at the lower court and at the Court of Appeal in Benin, Edo state.
However, dissatisfied with the judgment of the Court of Appeal, the Appellants further appealed to the Supreme Court.

“In a well-considered decision, with the lead judgment delivered by the Hon. Justice Uwani Musa Abba Aji, JSC, the Supreme Court on the 2nd of December, 2022 agreed with the appellants and ordered the INEC to carry out a fresh delineation of ‘all the units and wards in the Warri Federal Constituency for the purposes of future elections’.

“We know that if INEC is sincere and ready to tow the path of justice, it will not take INEC too many days to conclude the delineation process in the entire constituency. Therefore, to proceed to conduct elections without first carrying out the delineation exercise is clearly contempt of court which would be dealt with accordingly”, said Hon. Denbo-Denbofa Oweikpodor, one of the appellants who read the petition.

Other appellants in the case were Hon. George Timinimi, Chief David Pere, Barr. Ugha Kurumah, Arc. Sylvester Adowei, Comrade Julius Kenedabor, Hon. Lucky Oromoni, Midwest Kukuru Esq., Comrade Sheriff Mulade and Emmanuel Igetei.
Apart from the appellants, those who signed the petition were Comrade Moses Fiyebor, Chief Monday Keme, Larry C. Malemi, Comrade Markson J. Aboh, Chief Westham Adehor, Chief Isaac Emifoniye, Chief Victor Okumagba and Hon. Mark Ikpuri.
They contended that there is no ambiguity in the said judgment and all that was expected from INEC was to immediately carry out a fresh delineation of all the units and wards in the Warri Federal Constituency for the purpose of conducting the 2023 general elections.

According to Delta born human and development advocate, Comrade Mulade Sheriff says, the Supreme Court having totally dismantled all formerly existing fictitious and illegal units and ward structures, there was no need conducting elections in the constituency without first obeying the apex court. We are appealing to INEC to do the needful for our people to participate by exercise their rights at the forthcoming general elections because we don't want to be disenfranchised, he added.

“We shall therefore use all available legal means to resist any attempt by INEC whether as a statutory body or in collaboration with third parties to stampede the judgment of the Supreme Court.
“For us, the orders of the Supreme Court must be enforced to the letters not minding whose ox is gored. The order is that delineation should be done for the purposes of future elections.
“We have it on good authority that in a meeting convened by the Delta State Resident Electoral Commissioner on 14 February 2023, at Asaba, where the Appellants in the said suit were not officially invited, a decision had already been reached that the elections would proceed without the delineation exercise as against the direct, unambiguous and clear statement of the Supreme Court that fresh delineation of units and wards should precede future elections. This illegal arrangement by the said REC is a violation of the decision of the apex court and could ignite fresh crisis in the Warri Federal Constituency.

“That the REC should in the present circumstance be an unbiased umpire, carryout his professional duties to the best of his abilities and engage all the relevant stakeholders in this matter whose interest may one way or the other be affected by the enforcement of this judgment before making any decision.

“That we wish to make it manifestly clear that our position is not against the conduct of elections, but rather that the delineation of the units and wards should precede the conduct of elections in the Warri Federal Constituency as against conducting elections on the already destroyed fictitious units and ward structures which would eventually amount to a nullity that cannot be salvaged by any political arrangement”, the leaders stated.

Receiving the protesters on behalf of the commission, INEC’s Director of Security, Ndu Lebari Samson said the electoral umpire would look into the matter and do the needful.
“I want to also assure you that INEC is a law abiding institution and that is why up till now, you can hear court judgements here and there. iNEC is accommodating all of them because we are not a law-breaking institution. INEC will look into your matter and do the needful. It is a promise.

The Niger Delta Peace Advocates, NDPA have discredited with dismay the narrative being put out on the media against the Interim Administrator of the Presidential Amnesty Programme, PAP, Major Gen. Barry Ndiomu (Rtd) by some unidentified groups and individuals.

In a statement released on Friday 10th February, 2023 and jointly signed by the Chairman of the Chairman and Publicity Secretary of the group, Ebitimi Kurowei and Ekpe Ekere, stated that ordinarily, silence would have been best suitable for the efforts targeted at undermining the Interim Administrator but it became relevant to address the well-calculated ploy making the rounds to tarnish the personality of Ndiomu.
The statement also noted that in one of the recent attempts by the faceless group or individuals to discredit Ndiomu, a petition was written to the National Security Adviser, General Major Babagana Mongono, whose office oversees the PAP, seeking the removal of the Interim administrator.PAP: Elders, traditional rulers calling for Ndiomu’s suspension are fictitious, faceless, non-existence – NDIG
The group further recognized the efforts by the Interim administrator in sanitising the Presidential Amnesty Programme, noting that they are fully in support of his decision of paying only contractors whose works were completed and verified.

Furthermore, the group urged contractors to complete their work with evidence as a requirement for payment rather than spreading propaganda in the public, the statement added.

" The Interim Administrator of the Presidential Amnesty Programme (PAP), Maj. Gen. Barry Tariye Ndiomu (rtd) has approved payment for not less than seven hundred and seventy-five  (775) delegates with Bank Verification Number (BVN) issues, whose accounts were recently put on hold. 

" A new portal is also being created to address delegates with multiple accounts linked to their BVNs. 

" Maj. Gen. Ndiomu (rtd) has also expressed serious concern over the BVN issue and had earlier assured that the BVN anormaly which has been there before his assumption of office will be tackled once and for all.

" Those affected delegates are urged to remain calm as the verification committee has already cleared a minimum of 775 cases who are already receiving payments following an approval by the Interim Administrator.

" It is important to note that the verification committee is working in accordance with the provisions of the regulatory framework put in place by the Central Bank of Nigeria which in collaboration with the Bankers’ Committee, had earlier deployed a centralised Bank  Verification Number (BVN) System in February 2014 as part of an overall strategy of ensuring effectiveness of "Know Your Customer" (KYC) principle to promote safe, reliable and efficient payments system.
" The BVN system is to address increasing incidence of frauds and to enhance public confidence in the banking industry. 

" The process is aimed at using BVN to deter, prevent, detect and mitigate the risks of fraud in the banking industry and every customer is meant to have a personal BVN number linked to his or her bank account giving each customer in the Nigerian banking industry, a unique identifier number," the statement added.

President Muhammadu Buhari on Monday appointed Dr. Duke Okoro as the pioneer Rector, Federal Polytechnic, Orogun in Ughelli North LGA of Delta State.

The Federal Polytechnic, Orogun, was initiated by Deputy President of Senate, His Excellency, Ovie Omo-Agege, and passed into law by the National Assembly and subsequently assented by President Buhari, commander in chief of the Federal Republic of Nigeria.

The appointment of Okoro as the pioneer Rector of the institution was duly considered and approved by Mr. President, and this has paved the way for smooth kick-off of the Polytechnic, situated in Orogun, home town of Deputy President of Senate, His Excellency, Ovie Omo-Agege.

Okoro, was the Director of International Development, Federal University of Petroleum Resources, Effurun, Delta State.
Okoro bagged a PhD degree in Environmental Analytical Chemistry from the prestigious University of Benin in 2004. A Fellow of the Chemical Society of Nigeria (FCSN); Fellow Nigerian Environmental Society (FNES); Fellow of Institute of Chatered Chemists of Nigeria (FICCON); Fellow Institute of Management Consultant (FIMC).

The newly appointed Rector, is also a Member, Institute of Public Analyst of Nigeria (MIPAN); Member of the Chemical Profession of Alberta, Canada (PChem); Member of Environmental Careers Organization, Canada (EP) amongst others.

He has published lots of articles in national and international indexed journals, and has concluded over 80 technical environmental studies in IOCs and marginal field operators in the oil and gas sector. He is married with children.

Meanwhile, Deltans have reacted positively over the kickoff of the Federal Polytechnic, Orogun and the appointment of Dr. Duke Okoro as Rector by President Buhari.

They also commended the Deputy President of Senate, His Excellency, Ovie Omo-Agege, for attracting the Federal Polytechnic to Delta State.

The Chairman of the Economic and Financial Crimes Commission, Abdulrasheed Bawa, has been committed to prison for allegedly disobeying court order.

The court also directed the Inspector-General of Police, Usman Baba, to effect Bawa’s arrest and remand him in Kuje prison for the next 14 days until he purges himself of the contempt.

Justice R.O. Ayoola of the Kogi State High Court, in his judgement on Monday, granted the application for committal to prison of the EFCC chairman for disobeying a court ruling delivered on November 30, 2022, wherein the EFCC chairman was directed to produce the applicant in the case, Ali Bello.

Ali Bello had dragged Bawa to court for arresting and detaining him illegally, with the court ruling in his favour, only for the EFCC to arraign him for alleged money laundering three days after the ruling.
The EFCC’s applications for setting aside and stay of execution of the ruling were refused for want of merit.

The Court had, in Form 49, Order IX, Rule 13, marked, “HCL/697M/2022” and titled, “Notice to Show Cause Why Order of Committal Should not be Made,” asked the EFCC Chairman to appear before it on January 18, 2022 to explain why he should not be jailed for flouting the order given on December 12, 2022 in a case filed by Ali Bello against the EFCC and Bawa, as the 1st and 2nd respondents, respectively.

The court ordered that the EFCC and Bawa be served the motion of notice together with Form 49 by substituted means.

The court had declared the arrest and detention of the applicant in the face of a subsisting court order made by a court of competent jurisdiction and without a warrant of arrest “or being informed of the offence for which he was arrested” as unlawful, unconstitutional, and in contravention of the personal liberty and dignity of human person guaranteed under Chapter IV of the Constitution of the Federal Republic of Nigeria 1999 (as amended).

The court had also ordered the respondents to tender an apology to the applicant in a national newspaper and awarded N10 million compensation for him.

Thursday February 9, 2023 his remains leave Ame Mortuary Warri, through Miller Waterside for his home Town, Ayakoromo in Burutu Local Government Area of Delta State for burial.

Interment follows by 11:am at Tamukunu Quarters, Ayakoromo.

Entertainment of guest follows immediately at the same venue.

Feke, a great philanthropist, politician and business tycoon whose sad end occurred on December 30, 2022 at his residence in Warri, Delta State.
Until his death, Feke was a active member of the Peoples Democratic Party, PDP in Burutu in particular, and Delta State at large. He is a renowned contractor cum business mogul. 

He will be greatly missed by family, friends, political associates and business partners in the Niger Delta region.

Warri ______ A group of youth under the aegis of Advocate for Good Governance and Credible Candidates Beyond Party Lines in Burutu Local Government Area of Delta State, is set to embark on awareness campaign tomorrow 4th February, 2023 with the youths of Ayakoromo community.

In a statement released on Friday and signed by the Coordinator of the group, Comrade Ebolo Samuel noted that the all important meeting is taking place at Ayakoromo community Town Hall tomorrow Saturday in order to interact with the youths on the need to identify and vote for credible candidates in the forthcoming general elections rather than voting party lines.
He stated that the youths are the future leaders of any nation, hence they have to prepare to take the bull by the horn by making right decision at the right time so as to enable them contribute meaningfully in building a better egalitarian society for everybody to live happily.

It is our belief that successfully developed nations in the world sustained their successes by building a strong youth generation that would introduce new global changes in the future. This means that the future lies in the hands of the youths of this generation. 

Going forward, if the youths of today are inculcated with strong values of social change, the best education, good health and right priorities, then we can say that the future is bright. 

However, if unfortunately, the today youths are not  prepared with the right skills and values to bring about the desired future, there would be a human resources crisis in the nearest future.

The youths themselves are expected to pursue self development in leadership and other areas of human value because the absence of a developed youth would portend a failed future that would not be classified as being better than today. 

If the youths are the foundation of the future, they must be strong and not weak because, strong building always has a strong foundation.

The today youths are pegged to be the bouquet of the society hence, their role is projected to play the most vital role in the development of the society. A nation where the youths are not considered in deciding  her future can only be likened to a doomed state. This is because, the youths are the future of a nation.

It is on the above compelling reasons in line with the political Tides were youth are all over the world clamouring for changes for a better Tommorrow amidst the "hard times" impose on us by powers that be,  we, under the ages of "Advocates for good governance & credible candidates beyond party lines" who are Youths Under Burutu LGA has deem it necessary to interact with our corrosion youth on why this Election should be individual based & not party.

Kano_____ Apparently to enhance professionalism and attain a greater height for practicing journalists and journalism profession in Nigeria, the entry qualifications for membership of Nigeria Union of Journalists (NUJ) has been upgraded.

This was part of reviews in the just-concluded Special Delegate Conference of the union held in Kano State under the leadership of Chief Isiguzo Chris, the National President of the union.

Based on the current review constitution of the union, instead of National Diploma (ND), the minimum entry qualifications for journalism practice in Nigeria is now First Degree and Higher National Diploma or its equivalent, according to statement released at the end of the conference in Kano,
“Minimum of First Degree, Higher National Diploma (HND) or its equivalent in Mass Communications and journalism-related courses is the entry qualification for the practice of journalism in Nigeria and with a working experience of not less than 12 months in a recognized media establishment.

“Membership of the union shall equally be accorded to a graduate of any other discipline with cognate experience in the practice of journalism in a recognized media organization, 10 years before 2023, with Diploma in Journalism from a recognized educational institution.

“Conference in session delisted and dissolved the National Orientation Agency (NOA) and the Local Government Information Chapels across the country,” it stated.

On the social or new media, popularly known as Online Media, the conference approved the membership of journalists working under online media organisations that are registered with the Corporate Affairs Commission (CAC), and recognised by the National Secretariat of the NUJ.

Conference, however, stated that publishers of online platform would not be members of the union. “This, therefore, means a publisher of an online platform cannot be a member of the union.”

The Conference approved the development of a website for the union to adequately capture the bio data of members on regular basis, for easy identification of accredited practicing journalists in Nigeria.

It therefore directed State Councils to ensure full compliance with the provisions of the approved amendments to the NUJ Constitution, with immediate effect, among other important provisions in the reviews.

The Department of State Services (DSS) has intercepted some members of organized syndicates involved in the sale of the newly redesigned naira notes.

The DSS spokesperson, Peter Afunanya, made the announcement on Monday.

According to Afunanya, the DSS discovered that some commercial bank officials were aiding economic malfeasance during its operations in various parts of the country.
“Consequently, the Service warns the currency racketeers to desist from this ignoble act. Appropriate regulatory authorities are, in this same vein, urged to step up monitoring and supervisory activities to address emerging trends expeditiously.

“It should be noted that the Service has ordered its Commands and Formations to further ensure that all persons and groups engaged in the illegal sale of the notes are identified.

“Therefore, anyone with useful information relating to this is encouraged to pass the same to the relevant authorities”, Afunanya said.

Yemi Alade Reacts To Rumoured Pregnancy For Togolese President 


Yemi Alade has finally responded to rumours that she is pregnant for Togo’s president, Faure Essozimna Gnassingbé Eyadéma. A controversial blogger recently claimed that the singer was allegedly expecting a child with the former Minister of Equipment, Mines, Posts, and Telecommunications. 

In addition, the blogger claimed that Yemi Alade has been in a close relationship with the 56-year-old politician since 2017, and that he planned to marry the singer as his sixth wife.
The 33-year-old ‘African Baddie’ singer responded to the rumours by tweeting laughing and pregnant emojis. 

In subsequent tweets, the singer lamented the peak of insanity that plagued individuals in January.

“The sentiment is different in January. If you dislike your job, you should act small around customers. This January, individuals are truly Ment.”

Thunder Strikes PDP in Burutu as Azigbeotu Exits Party for APC


Warri _____ Dissatisfied with the lack of unity and purpose that currently bedevil the party at the ward and Local Government levels, Hon. Enoch Azigbeotu writes to announce the withdrawal of his membership from the People’s Democratic Party in a letter which is attached here.

Enoch's resignation has thrown the PDP in his Seimbiri ward 4 and the Burutu Local Government Area into confusion and disarray. Enoch who has acted variously as a strategist and a campaign spokesman for the current chairman of Burutu LG Council, Rt. Hon. Godknows Angele, hinges part of his decision to resign from the party on what he describes as “the lack of inclusiveness in the system and the new practice of discrimination after the election season”. 
He regrets that after deploying energy, sweat and resources to assist the various office holders of the ward and LGA including Hon. Asupa Forteta, the member representing Burutu State Constituency 1 and his Burutu 11 counterpart, Hon. Pullah Ekpotuayerin in their respective elections, the party has only paid him back with ingratitude and derision.

Enoch Azigbeotu is an ally of Hon. Tam Brisibe and has acted as  Special Assistant (SA) to Senator (Dr) Ifeanyi Okowa when Hon. Tam Brisibe was the Chief of Staff to the Government of Delta State. He is a veteran in grassroots mobilisation and has led support networks at various times in all wards and units in Burutu LGA and beyond. Before the recent PDP governorship primary elections, Enoch worked meritoriously as the Burutu Federal Constituency/LGA Coordinator for the Olorogun David Edevbie Campaign Organisation. He also was the Burutu LGA Coordinator in the Delta Ijaw Frontline Volunteers for Edevbie, the foremost Ijaw support group for Olorogun David Edevbie during the primaries. Beyond this, he played actively as the  Burutu Local Government Coordinator of the Delta Unity Group (DUG).
Enoch Azigbeotu has been received warmly into the Delta State Chapter of the All Progressive Congress (APC), his new political family. He is now the Deputy Convener of the formidable Ijaw support group, Delta Ijaw Volunteers (D.I.F) for Omo-Agege. 

Azigbeotu’s departure is one of the many defections that are likely to diminish the fortunes and chances of the PDP in the forthcoming general elections in the Burutu Local Government Area.
