Presidential Amnesty Deploys 98 Delegates For Maritime-Related Skills Training

The Presidential Amnesty Programme, on Wednesday, deployed 98 delegates for a boot camp and a refresher course in maritime-related skills as part of its manpower development scheme for the Niger Delta.

Addressing the maritime cadets during the flag-off ceremony at the Joemarine Institute of Nautical Studies and Research, Otomewo, Delta State, the PAP Administrator,  Dr Dennis Otuaro, said that manpower and human capacity development were critical to the economic growth of the region and indeed the country.

Otuaro described the deployment of the 98 maritime cadets as strategic and in tune with President Bola Tinubu's policy on the blue economy to harness the massive opportunities in the country's maritime industry for national development.

He noted that President Tinubu was interested in manpower development for the nation's blue economy, stressing that the PAP Office deployed the 98 maritime cadets to train skilled workers for the maritime sector of the economy.

Otuaro, in a press statement signed by his Special Assistant on Media, Mr Igoniko Oduma, on Thursday, urged the maritime cadets to take their one-month boot camp and refresher training seriously and demonstrate discipline throughout the duration of the programme.

The PAP helmsman said, "I consider this deployment of 98 delegates as strategic because the administration of His Excellency, President Bola Ahmed Tinubu, is very interested in human capacity development for the blue economy. Manpower development is very important to our region and our country.

"Today, we are starting with 98 delegates as maritime cadets for the blue economy. And you all owe us a duty to be committed to your study, and demonstrate that the Niger Delta people are ready to key into the blue economy policy of the President.

"Your moral conduct should be high. See yourselves as ambassadors of the PAP and the region. We will not condone absconding. Obey the regulations of Joemarine. Our eyes are on you. We need good results from you for your communities, the Niger Delta and the President who is very happy over this deployment."

He, again, thanked the President for giving him the opportunity to serve his Niger Delta people.

Otuaro also expressed confidence in the expertise of the Joemarine Institute of Nautical Studies and Research to carry out the training effectively to achieve the desired objectives.

Earlier in his speech, the PAP's Head of Vocational Training Unit, Mr. Lambert Daunemighan, had explained that the training was designed by a team of personnel from the Presidential Amnesty Office, South Side International Resources (the consultants) and Joemarine Institute of Nautical Studies and Research.

Daunemighan described the deployment as "a rare achievement by the PAP Administrator", noting that the aim was to develop world-class maritime professionals for the country's maritime industry.

The CEO/MD of Joemarine Institute of Nautical Studies and Research, Akpos Epidei, said that the institute had trained over 10,000 maritime professionals from different parts of the country within the past 14 years.

Epidei, who conducted Otuaro and other officials on a facility-tour of the institute, thanked the PAP Administrator for finding them worthy to handle the training of the maritime cadets.
Mr. Ebi Jackson who responded on behalf of those deployed expressed gratitude to the PAP office for giving them a platform to acquire maritime-related skills with potential for meaningful engagement in the maritime space.

In their separate remarks, the Pere of Akugbene-Mein Kingdom and chairman of the institute's governing council, HRM Pere Luke, as well as the CEO/MD of South Side International Resources, Captain Warredi Enisuoh, commended the PAP Administrator for his policy of continuity.

They also advised the delegates to be worthy ambassadors of the Programme as their good performance would encourage the PAP Office to deploy more Niger Deltans for training to improve the manpower base of the region.

The 2024 edition of the Niger Delta Youth Peace Summit is scheduled to hold tomorrow 1st November, 2024 in Portharcourt, Rivers State.

In a statement released by the organizer, Chief Diplomat Adam. E. O. Ogomugo Marbo, aka the voice of the voiceless who is the Founder/National President of Niger Delta Progressive Youth Leadership Foundation (NDPYLF), noted that the peace building summit is taken place at Beverly Hills Holiday Resorts Ltd, Woji road GRA, Portharcourt, Rivers State.

According to him, the Theme of this years programme is Promoting Peace Building, Unity And Prosperous Niger Delta of our Dreams for Economic and Political Stability.
Keynote Speaker at the event is the honourable Minister Federal Ministry of Youth Development, Mr. Ayodele Olawande among other notable dignitaries.

The leadership and other stakeholders of the Ijaw ethnic nationality in Delta State have pledged continued loyalty and support for the administration of Governor Rt Hon Sheriff Oborevwori  beyond his first tenure.

Chairman of the Leaders and Stakeholders of the Ijaw nation and former Minister of Police Affairs, Alaowei Broderick Bozimo, made the pledge on behalf of the Ijaw nation during a courtesy visit to the Governor, at Government House, Asaba, on Wednesday.

The elder statesman said they had come to appreciate the Governor for the good things he was doing for the Ijaw nation and Deltans in general.

Bozimo said: "It gives me special pleasure to be able to have an opportunity to come and see you and express our deepest appreciation for what your administration is doing for the Ijaw nation.

"I want to thank you very much for the wonderful things you have done for the Ijaw nation, personally, collectively and culturally. I need to draw the attention of everybody here that this is a Governor who surprises us all.

"Anybody who comes to Delta can see the good works you are doing. We have a list of some things you have done for the Ijaw nation and, like Oliver Twist, the ones we would like you to look into. 
"We truly appreciate you from the bottom of our hearts. I recommend to every politician that 'Ukodo' has happened.

"Seeing is believing and you don't need to go about campaigning, come 2027. We will campaign for you and I know that we can't remain the same in Delta anymore.

"We, the Ijaw nation, have risen to support you. When we say it, we mean it and that's how it will be in your second term; we will stand behind you when the time comes because you are a 'talk -and -do' Governor." 

Responding, Governor Oborevwori commiserated with Alaowei Bozimo whose daughter passed on recently at the age of 61 and prayed to God to grant the family the fortitude to bear the loss.

He thanked the Ijaw nation and indeed the Delta South Senatorial District, for voting massively for his emergence as Governor, saying that he never lost any local government area in the district.

Oborevwori commended the Ijaw nation for their political unity and lauded Bozimo for standing by the Ijaw nation, saying, "your leadership in Ijaw nation is worth emulating.

"You took a decision to support one of your own during the  Governorship primaries; you had no choice. What you did was the right thing and I know that the Ijaw nation recognises that.

"I thank you for keeping the Ijaw nation together and I can see the trust they all have in you. I will take my time to look at all the things you have request for.

"I know the role you people played because we never lost election in Ijaw nation and the whole of Delta South but we lost some in my Senatorial District.

"We need more unity in this state and country and I want other ethnic nationalities to emulate the unity of the Ijaw nation."

Former Niger Delta militant leader, Asari Dokubo, has claimed that President Bola Tinubu is supporting former Rivers state governor and minister of FCT, Nyesom Wike, to destabilise the state.

Recall that Wike and Fubara have been at loggerheads since the latter assumed office as governor in 2023, just as Fubara had said that his rift with Wike is tied to a tussle over power and control in Rivers State.
Speaking during an appearance on Arise TV on Tuesday, Dokubo expressed his disappointment at the ongoing crisis in the state, adding that ‘something will happen’ if the governor is impeached.

His words: “What I’m trying to say is that with Bola Tinubu becoming president, I should be able to tell him the truth. What is happening in Rivers State where Bola Tinubu is supporting Nyesom Wike to destabilise Rivers State and disturb the peace of Rivers State, and as a stakeholder in Rivers State, I feel totally disappointed for the president to allow his minister serving under him to run amok and porcure judgement and all sort, threatening the people of Rivers State.

“What they are trying to do is that we’re going to remove Fubara, and nothing will happen. What I’m saying is that if you try to remove Fubara, something will happen. That is what I’m talking about. I’m not talking of any personal benefit; I can’t be appointed minister or to any board; I didn’t lobby for anything.”
When asked, Dokubo stated that he still stands by his words that he should be held responsible if President Tinubu fails to deliver.

“I still stand by that statement. That is why I’m crying out, because I’m vigorously liable for any expectation of the Nigerian people, not just Niger Delta people. This is because I stood in front of everybody, and I’m not going to deny what I said.

“Even if it’s tomorrow and Ahmed Bola Tinubu encounters any difficulty, I’ll still stick out my neck and stand. At the stand he stood for me, I would have been dead and not be in this programme talking. Obasanjo would have killed me if not for people like Tinubu who stood by me. So, I’m not going to be in a hurry to forget that.”

According to the National Bureau of Statistics, violent incidents in the Niger Delta have decreased by approximately 40% since Otuaro took office, leading to an improved quality of life for residents and a more stable environment conducive to investment and development.

One of the most tangible outcomes of Otuaro’s efforts is the increase in oil production, a critical element of Nigeria’s economy. Under his leadership, oil output has risen from 1.5 million to 1.7 million barrels per day, a 13% increase. This boost has significantly contributed to government revenue, with the Nigerian National Petroleum Corporation (NNPC) reporting an additional $3.5 billion in revenue attributed to this increase, supporting vital national development initiatives.

Otuaro has also prioritized resolving critical issues such as the backlog of stipends for amnesty students, both in Nigeria and abroad. In the last quarter alone, over 2,000 stipends were disbursed, allowing students to focus on their education without financial worry. A report by the PAP indicated that 85% of beneficiaries were able to complete their courses successfully, showcasing Otuaro’s commitment to fostering long-term stability in the Niger Delta through education.
Calls for Otuaro’s removal are often driven by political maneuvering or personal grievances rather than an objective evaluation of his performance. Such actions threaten the progress achieved under his leadership and risk destabilizing the system. It is vital to reject these baseless demands and continue supporting his administration’s efforts.

You must understand something, all Southern politicians are driven by untold degree of selfishness. While in office, they are all aspiring for the next office. The strategy to get on the ladder is to sacrifice their people, their towns and villages and their region. They do everything possible to please the Hausa Fulani Northerners in order to be favoured. We can go back a little to pull out some examples.

(1). Governor Peter Odili wanted to run for presidency, he squandered River State money on Northern Emirs and Northern Opinion leaders. At the end, he failed.

(2). General Olusegun Obasanjo held up all development programmes in the South and promoted infrastructure development in the North in order to get the 3rd term agenda through. At the end, he failed.

(3). James Ibori wanted to be a Vice President to President Yar’dua, in place of Jonathan. Delta State Liaison office in Abuja, became an ATM for all the Northern PDP members. At the end, not only did he fail, he was sent to prison.

(4). Jonathan Goodluck postponed South South development to his anticipated second tenure and put in all resources to the rehabilitation of the Almajiris, Emirs Palace from Sokoto to Maiduguri. Built Abuja-Kaduna Rail line when Lagos-Ibadan Expressway was impassable, East-West Road was a mere historical concept; built and completed Federal Universities in Katsina, Jigawa, etc but did foundation ground breaking for the the Federal University in Bayelsa. At the end, he was sent out of the Villa by the Northern INEC Chairman he appointed.

(5). Under Jonathan, the then Minister for Aviation, Stella Odua, funded in full, the rehabilitation and upgrading of the Kano, Sokoto, Katsina Airports but Port Harcourt Airport operated from a Tarpaulin, Enugu completely short down. At the end, AMCON took over all her assets and currently facing EFCC.
(6). Our brother Ibe Kachukwu was the Chairman of NNPC BOT and Petroleum Minister at the same time. He promoted the Ajaokuta-Kaduna-Kano Gas Pipeline. He rehabilitated the Petroleum institute in Kaduna when the Petroleum Institute in Warri was not captured in the budget. He was humiliated out of office.

(7). Obono Obla, SAN was appointed the Chairman of Government Asset Recovery Committee. His target was only all past office holders from the South South and South East. At the end, he was framed and arrested.

(8). The immediate past Managing Director of NDDC and Akwa Ibom State APC Governorship candidate, Nsima Ekere gave out emergency jobs (contracts) only to Southern Contractors fronting for Northerners. NDDC became an ATM for “the Villa Boys”. Where is he now?

(9). Rotimi Amaechi is lobbying to be the next Vice President, in 2023. His first action is to sell the South and became a saboteur. No wonder why as a Transport Minister, he found it very necessary to build the Lagos-Ibadan- Abuja-Kaduna-Kano-Katsina Rail line, Calabar-Maiduguri Rail line, Transport University in Katsina. The Great Eastern Railway line From Port Harcourt via Aba, Onitsha to Enugu to Okene in his books, is not feasible.
The minister is completing the biggest rail and road line into Niger Republic and towards the border of Niger Republic and other countries while the roads in the south are impassable. What Niger Republic has benefited in this Administration is bigger that all that South-South and South-East combined. Who are the Managing Directors of Nigerian Ports Authority and NIMASA?

(10). The current Petroleum Minister, Chief Timipre Sylva, has initiated the construction of the Ajaokuta-Abuja-Kaduna-Kano Gas Pipeline to facilitate the building of a Gas Power Station in Abuja and Kaduna and “to turn Kano into an Industrial Head Quarters”. The man is from Bayelsa State where there is over 90% unemployment and no electricity from National Grid.

(11). Ahmed Tinubu, for his desire to rule Nigeria practically sold the South and with his bullion vans rigged Buhari to power. History will tell of him soon like others.

(12). The number of appointments of people from Niger Republic in Buhari Administration is bigger than all south combined and all the National Assembly members are aware but keep quiet because of future ambition and to avoid probe.

IYC Seeks More Funds for Presidential Amnesty Program, Commends Otuaro's Good Works

Ijaw youths under the auspices of the Ijaw Youth Council (IYC) have called on the Federal Government to approve more funds for the Presidential Amnesty Programme (PAP) to enable it perform optimally for sustainable peace of the Niger Delta.

The IYC President, Jonathan Lokpobiri, made the comment while speaking with journalists shortly after he led a delegation of the council on a courtesy visit to the Administrator of PAP, Dr Dennis Otuaro in Abuja.
A statement signed by the spokesperson for the IYC, Princewill Binebai and made available to newsmen on Wednesday, quoted Lokpobiri as stating that the scope of the PAP was expanding and should no longer be run with its current budget which had remained the same for many years.

The umbrella body of ijaw youths noted that the Programme still had a lot to do to ensure continued stabilisation of the region.

The group also argued that the present economic realities in Nigeria and emerging challenges in the region have made it even more compelling for more funds to be appropriated for the Programme.

The council said it discovered after a careful assessment of the Programme that the Dollar was exchanging for N120 when the PAP started, adding that there were sufficient justifiable reasons for the government to consider strengthening the programme with additional funds.

The Ijaw youths appealed to President Bola Tinubu and the Ministers of Budget and Finance as well as the leadership of the National Assembly to see the need to make more funds available for programme.

The statement read in part, "As Ijaw Youth Council, we have done a careful assessment of the Presidential Amnesty Programme (PAP) and the massive achievements that the programme has recorded over the years.

"However, our assessment showed that the Programme can no longer run effectively with its current budget because when it was conceived, the dollar was exchanging for N120.

"Today, this same Programme is still being run with the same budgetary provision of N65bn for a whole year. Currently, the dollar is exchanging for N1,700 and the funding of the programme has remained stagnant while the needs of the Programme are expanding.

"We, as council, want to passionately appeal to President Bola Tinubu, the Minister of Finance, the Minister of Budget, the National Assembly, the Senate President and the leadership of the National Assembly to work together to improve the funding of the programme.

"There is so much that is expected from this programme because if the Niger Delta fails, Nigeria will pay more. The PAP is at the driver's seat of sustaining the peace in the Niger Delta. So the need to expand this Programme to accommodate more people is very important at this point in time."

Lokpobiri commended Otuaro for repositioning the PAP and "bringing the programme back to our people in the Niger Delta".

While stressing that the administrator's leadership role and his policy of inclusion had engendered stability in the region, Lokpobiri assured the PAP boss of the support of IYC and also thanked him for identifying with the youth body.

The statement quoted Otuaro as having reiterated his commitment to serve the people of the Niger Delta wholeheartedly as he knew the task ahead of him upon his appointment.

The PAP boss reassured the Ijaw youths that the programme was in safe hands.

He said the PAP was at the reintegration phase which he described as critical in the implementation of the programme's objectives, adding that his leadership understood the vital roles of stakeholders towards the sustainable peace, security and stability of the region.

While thanking the IYC for the visit, Otuaro said, "When I came into office, I knew the task ahead. I also know the roles of the Ijaw National Congress, IYC, our women and other organisations. That is why I usually say that this programme is in safe hands. This job is about our people. The office, under my leadership, also takes stakeholders engagement seriously."

Abuja___ Senator James Manager, who represented Delta South Senatorial District in the National Assembly, has said that some of the challenges besetting the Presidential Amnesty Programme are distractions deliberately executed by some elements who do not mean well for the Ijaw nation and indeed the Niger Delta.

According to him, the malicious plots were designed to distract the PAP Administrator, Dr Dennis Otuaro, from performing his duties.

Manager, who stated this when Otuaro paid him a consultative visit in his Abuja residence at the weekend, gave the PAP boss pat on the back for handling the office effectively despite such distractions.

A statement issued by the Special Assistant on Media to the PAP Administrator, Mr Igoniko Oduma, on Sunday, quoted Manager as having stated that the PAP boss had shown great capacity and competence in the discharge of his duties since assuming office.

He noted that Otuaro's approach to the implementation of the programme's mandate indicated that he had an idea about how to administer the programme even before President Bola Tinubu appointed him.

Manager, who served the constituents of Delta South senatorial district for 20 years, said there was no doubt that Otuaro understood the challenges of the office and the problems of the Niger Delta.
He urged the PAP administrator to remain focused on his goals, and expressed delight that he had achieved a huge milestone in repositioning the office for greater service to the people of the region and the country in general.

Manager stressed that the programme was established for the sustainable peace, security, stability and development of the region, noting that Otuaro was on the right track in carrying out the programme's objectives.

He said, "Once again I want to thank you for your consultative visit. You are someone who was very involved in the struggle, and I trust that you have the capacity and competence to run the office.

"Already, you have shown capacity in the efficient manner you have handled the office and the implementation of the PAP mandate, which was created for a specific purpose and for the sustenance of the peace, security and development of the Niger Delta.

"I want to urge you to remain focused on your goals. It is true some of the challenges of the Presidential Amnesty Programme are orchestrated distractions from some elements who do not think good towards the Ijaw nation and the Niger Delta. But just be focused on things your are doing.'

Earlier in his remarks, the PAP Administrator had told Senator Manager that the programme under his leadership was working assiduously to reposition it in the overall benefit of the region.

Otuaro said the programme was at its reintegration phase which was very wide in scope, adding that with more funding the PAP office would achieve much more through its educational, vocational and post-training empowerment initiatives for the people of the region.

He said,"I know the challenges of our region. We are in the reintegration phase of the programme which is very wide in scope, and we need to do more engagement in the interest of our region and Nigeria as a whole.

"We believe that with more funding we will be able to do more for our region in terms of sustainable peace, security and unhindered development of our region. 

"We have the educational, vocational and post-training empowerment programmes that we are carrying out to accommodate everybody. 

"We are doing whatever we can for the betterment of our people and our region."

The Egbema Focus Group (EFG) has issued a caution against inflammatory speech directed at Hon. Spencer Okubo Okpoye, the commissioner representing the Ijaw ethnic nationalities on the board of Delta State Oil Producing Areas Development Commission (DESOPADEC). This caution comes in response to an attack by Comrade Williams Ayoromiegha Junior, a youth leader from the Ogulagha Kingdom, who criticized Commissioner Okpoye on sentiment, said, Hon. Spencer is regarded as a blessing to DESOPADEC and a key representative for the Ijaw ethnic nationalities in the DESOPADEC board.

According to the Ogulagha Kingdom Publicity Secretary, Comr. Williams had described the endorsement Hon Spencer Okubo Okpoye as a “Wrong and unnecessary move “, stressing that the endorsement is unpatriotic to his people. Said, endorsements should be done based on merit and excellent performance of a leader, adding that Okpoye has done nothing close to that to deserve endorsement while Ogulagha Kingdom is yet to feel the positive impact of DESOPADEC under Okpoye as Commissioner representing Ijaw Ethnic nationality in DESOPADEC.

The stakeholders of the Egbema focus group, Comrade Mingo Meshach Saya Ogumaka, also known as KingdomVoice, has cautioned against tribal or kingdom bias in criticizing appointees from other kingdoms, particularly within DESOPADEC. Mingo emphasized the importance of fairness and warned against selective criticism, where individuals from certain kingdoms attack appointees from other areas while refusing to hold their own appointees accountable for their actions.
He stressed that all leaders, regardless of their kingdom or background, should be evaluated on their performance and service to the people. Mingo called for unity and constructive dialogue across different Ijaw kingdoms to ensure that appointees in positions of authority work in the best interest of the entire Ijaw ethnic nationality, rather than being subjected to biased and discriminatory attacks.

The Group regards the attack as an unwelcome development, emphasizing that Okpoye has been trying his best to serve the Ijaw people and fulfill his responsibilities in the commission. They urged for constructive dialogue rather than divisive rhetoric, calling for unity and collaboration among the Ijaw youth to ensure progress for the entire Ijaw ethnic nationality in DESOPADEC,

The Egbema youth leader Mingo said, the endorsement of Hon. Spencer Okubo Okpoye by the Ogulagha Kingdom Youth Council was based on his merits and notable achievements in his role as the commissioner representing Ijaw ethnic nationalities on the DESOPADEC board. The youth council acknowledged Okpoye's efforts and dedication to advancing the interests of the Ijaw people, as well as his contributions toward community development through the commission.

His tenure has seen strides in addressing the needs of his constituents, and the Ogulagha Kingdom Youth Council believes that Okpoye's performance justifies his position. The endorsement highlights his commitment to ensuring that DESOPADEC continues to benefit the Ijaw communities and underscores the importance of merit-based recognition for leadership roles. The Ijaw Youths Network has again warned detractors who are irked by the rising profile of the Administrator of the Presidential Amnesty Programme, Dr Dennis Otuaro, to stop the renewed mudslinging in the media space.

The IYN urged Otuaro to ignore paid agents who are out to sabotage his commendable efforts to return the PAP to the Niger Delta.

The IYN, in a statement by its President, Frank Ebikabo, and the Secretary, Federal Ebiaridor, on Wednesday, said the organization is concerned about repeated attacks on the image of Otuaro by unscrupulous elements who do not mean well for the region.

According to the IYN, the insinuations and ill-fated attempts to link a purportedly leaked document in custody of the Department of State Services to the administrator of the Presidential Amnesty Office is a farce not worthy of attention from serious minds.

The group noted that the PAP office is neither an annex nor an extension of the DSS office, adding that the security agency is one of the most effective and thorough  in the country which has the capacity to uncover any such infraction involving the office.

The IYN called on Niger Deltans of good conscience to condemn the asinine conspiracy and plot against Otuaro by a faceless group of greedy persons hiding under the hypocrisy of public concern to commit evil acts.
The youth group said that Otuaro’s programmes since his appointment in March 2024 had shown that President Bola Tinubu made the right choice by putting a grassroots stakeholder in charge of the PAP.

"We urge those who are used to getting free monies from the Presidential Amnesty Programme through blackmail of leaders to desist.

"We commend Dr Dennis Otuaro for the productive interactions he has had with various segments of Niger Delta stakeholders such as traditional rulers, women and youth groups and ex-agitators.

"The people of the Niger Delta are waiting for the administrator to effectively utilize available resources, to make the PAP scholarship scheme more useful to the region", the Ijaw youths said.

The IYN advised the PAP boss to keep his focus on the goal to make real impact in the region, saying failure cannot be an option.

The group pointed out that a recent report in which 21 prominent groups in the region declared support for Otuaro showed clearly that he is doing the right thing and should sustain his legacy of success.

The IYN called on all Ijaw youths to condemn the wild antics of dishonorable characters who have  attempted without success to drag the name of High Chief Government Ekpemupolo alias Tompolo into a non-existent fray.

Three years after, the final burial rites of the foremost Niger Delta freedom fighter, great philanthropist cum ljaw warlord, Triple Chief. Friday lgbegbe, the Ebougha 1 of Ogbe-ljoh Warri kingdom has been announced by the family of the deceased.

In a statement signed by elder Bouy Ogisi, for Ozikana lgbegbe family of Ogbe-ljoh and Comr. Kent lgbegbe, on behalf of the children said the date for the burial is scheduled on Wednesday 23rd October, 2024 by 10:00am Prompt, at Arotenghanbiri Quarters, Ogbe-ljoh Warri Kingdom in Warri South-West LGA, Delta State.

According to the programme, stated it is a memorial symposium in honour of the life and time of the late foremost ljaw freedom fighter, his contributions to humanity, community development and service to ljaw nation development in particular, and Nigeria at large.

Recalled that Alaowei Friday lgbegbe, died on Saturday 23rd October, 2021, at his country home Ogbe-ljoh, at the age of 56yrs.

He was survived by 2 wives, 25 children, 9 Grandchildren with other relatives too numerous to mention.
