Breaking: Warri ljaws Demands Additional Electoral Wards and State Constituency in Warri South LGA by INEC, Warns ltsekiri Nation Against Druming for War

In a statement released and signed by the trio on behalf of Ogbe-ljoh Warri Kingdom, Hon. Denbofa Oweikpodor ( ljaw Focal Person ), Chief. Monday Keme and Comrade Moses Fiyebor after a press briefing held on Friday 11th April, 2025 at Ogbokone Ogbe-ljoh Warri urban Community Town Hall, Warri South Local Government Area of Delta State, Nigeria stated as follows:

April 11, 2025

PRESS BRIEFING BY THE OGBE-IJOH PEOPLE ON THE PROPOSED FRESH DELINEATION OF ELECTORAL WARDS/POLLING UNITS IN WARRI SOUTH LOCAL GOVERNMENT AREA OF DELTA STATE BY THE INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC) IN COMPLIANCE WITH THE SUPREME COURT JUDGMENT ON FRESH DELINEATION AND MATTERS THERETO

Since the Independent National Electoral Commission (INEC) on the 4th of April, 2025 released the report of its Fieldwork on the proposed delineation of electoral wards and polling units in the Warri Federal Constituency of Delta State, the Ogbe-Ijoh (Ijaw) people have noticed with keen interest series of protests by the Itseikiri and their allies in both print and electronic media including arguing that, the Ogbe-Ijoh (Ijaw) people are not part of Warri South Local Government. This press briefing is to clear this ignorance and set the records straight.
It is important to note with specific reference to the Supreme Court ordered delineation that, the issue of whether the Ogbe-Ijoh (Ijaw) people are part of Warri South Local Government Area or not was raised at the INEC stakeholders meeting by the Itsekiris, reflected in the minutes of stakeholders meetings and it was dealt with by the stakeholders in the said meetings by resolving that from available intelligence reports, legal documents, physical communities on ground and existing electoral polling units, the Ogbe-Ijoh (Ijaw) people are integral part of Warri South Local Government, but denied electoral representation by not having homogenous electoral wards of their own, but balkanised into different polling units in different wards in Warri South LGA. The Itsekiris too admitted this fact.

It was on this basis that, at the stakeholders meeting of Ijaw, Itsekiri and Urhobo held on 8th of July, 2024 at Government House Annex, Warri preparatory to starting the Fieldwork in Warri South LGA, a team of INEC Field Officers were assigned to the Ijaw areas in Warri South LGA, just as INEC Field Officers were assigned to the Itsekiri and Urhobo areas. Furthermore, the INEC field officers assigned to the Ijaw areas were the only ones who covered the Ijaw areas covered by the proposed Ewein, Bulouama, Ogbe-Ijoh Warri Urban and part of GRA wards of Warri South LGA. The INEC field officers assigned to Itsekiri and Urhobo areas did not and could not have covered these areas because they are indigenous Ijaw communities, where the Ijaws resides to the knowledge of all persons and authorities.
These facts are known to the Itsekiri leaders and especially those who participated in the INEC fieldwork, but are not telling the public.
For historical purposes and to educate younger Itsekiri people who do not know the founding history of Warri, Ogbe-Ijoh is recorded as the first settlement in the present Warri Urban along the Ogbe-Ijoh-Warri River (otherwise known as the Warri anchorage) in Warri South Local Government Area of Delta State. Indeed, the present Warri started from Ogbe-Ijoh. In 1955, when the first local administrative structure was established and electoral delineation done in Warri Urban, the Ogbe-Ijoh (Ijaw) people were included in the Warri Urban District Council together with a section of Urhobo and Itsekiri as defined by Western Region Laws of Nigeria No 177 of 1955. The said law created four autonomous electoral wards for the Ijaw people of Ogbe-Ijoh, which were– Alders town B3, Ogbe-Ijoh Ward C1, Ogbe-Ijoh Ward C2 and Government Area F1. This structure with elected Ogbe-Ijoh Councillors remained operational till sometime in 1976, when the Olusegun Obasanjo’s Military Government introduced local Government reforms giving birth to the present local Government structure. The defunct Warri Urban District Council is today known as the Warri South Local Government Council.

It is important to note that, before the introduction of Local Government administration, there were Seven (7) District Councils in the Warri area, including the Warri Urban District Council, which was only the Warri main City. But the Ode-Itsekiri District Council which was not part of the Warri Urban District Council was included to make up the present Warri South LGA.

The introduction of Local Government Administration and the subsequent delineation of electoral wards in the area concerned led to the balkanization of the hitherto homogenous Ijaw fours in Warri South LGA into mere polling units in different wards mainly as minorities. The electoral wards that, the Ogbe-Ijoh people were balkanized into before the Supreme Court Ordered delineation of electoral wards were Pessu, GRA, Bowen and Okere wards.
The Ogbe-Ijoh areas were balkanized into these electoral wards and thereby making them minorities and politically weak. Since the 1976 balkanization of our homogenous four electoral wards, we have always protested and made known to successive electoral bodies of the need to balance the lopsided electoral wards in Warri South Local Government without much success before a group of patriotic Ijaw men sought legal redress leading to the celebrated Supreme Court judgement in December 2nd, 2022.

It is these Ijaw areas previously delineated in 1955 as Alder's town B2, Ogbe-Ijoh C1, Ogbe-Ijoh C2 and Government area F1, that the INEC Field Officers assigned to the Ijaw areas visited and delineated as Bulou-Ama Ward 02, Ewein Ward 07 and Ogbe-Ijoh Warri Urban Ward 12 and the part of Ogbe-Ijoh areas in the GRA Ward 08.

Hence, the delineation of electoral wards and polling units to cover the Ijaw areas in Warri Urban is not a new development, but has been in existence for decades even before those protesting were born. The recent exercise only seeks to correct an obvious injustice where the Ijaws in Warri South LGA are delineated into different polling units and denied representation in the Warri South LGA administration.

We wish to state further that, contrary to the false impression been created by the Itsekiris, the Ijaw areas have always been separated from the Itsekiri areas in Warri Urban. It is for this reason that, the Chiefs Law of 1957, CAP 19, provides that, the authority of the Itsekiri monarch, the Olu of Warri excludes Ogbe-Ijoh Areas. The 1979 Bendel State Traditional Rulers and Chiefs Edict, B.S.L.N 44, described the Amaokosu of Ogbe-Ijoh as the prescribed authority of Ogbe-Ijoh lands and people in Warri metropolis. This meant that, all the lands of the Ijaw of Ogbe-Ijoh are excluded from claims by the Itsekiri people.
Furthermore, the Delta State Traditional Rulers, Chiefs and Council Law, Vol. 3, now cap T3 Laws of Delta State, 2006 recognizes four Clans in Warri Metropolis: Itsekiri Kingdom, where the Olu is the prescribed authority, Okere-Urhobo Kingdom where the Orosuen of Okere-Urhobo is the prescribed authority, Agbassa Kingdom where the Ovie of Agbarha is the prescribed authority and the Ogbe-Ijoh Kingdom where the Amaokosu of Ogbe-Ijoh is the prescribed authority of Ogbe-Ijoh Kingdom in Warri metropolis.
The purpose of the above laws is to the effect that, the Ogbe-Ijoh Kingdom and their lands in Warri metropolis in Warri South Local Government Area are excluded from the claim of the Itsekiri people. This position has been confirmed by the Court of Appeal in Appeal No CA/AS/441/2016 in a judgement delivered on the 5th of June, 2023.

In conclusion, we commend the Independent National Electoral Commission (INEC) for being able to commence the delineation process despite series of litigation against the Commission by the Itseikiri. We also commend the Commission in Warri South Local Government for being fair to all the ethnic nationalities and stakeholders. However, the Ogbe-Ijoh people state that, their areas should have been delineated into atleast five homogenous electoral wards. If the Ogbe-Ijoh people had four electoral wards as far back as 1955, it is only fair for the number to be increased decades after. We therefore call for the creation of more electoral wards for Ijaws in Warri Urban and also urge the Independent National Electoral Commission to disregard frivolous protests against the delineation exercise in Warri South LGA by the Itsekiris.

We wish to call on the INEC for creation of additional wards and state Constituency for the Ijaws of Warri South. This is predicated on the ground that the Itsekiris and Urhobos already have their own State Constituencies in the Warri South.

Signed for Ogbe-Ijoh Kingdom:

Hon. Denbo-Denbofa Oweikpodor, (Ijaw Focal Person).

Chief M. Keme,

Comrade Moses Fiyebor.

Students of Enekorogha grammar school, Burutu cries out for Delta government attention over dilapidated structure, lack of desks

At Enekorogha Grammar School in Burutu Local Government Area of Delta State, Nigeria-an oil-rich state known for federal wealth-the condition education paints a deeply disturbing picture.

Students at Enekorogha Grammar school in Burutu LGA of Delta State were recently captured writing their second-term exams while seated on the bare floor. Some leaned against broken concrete blocks-no desks, no chairs, and no proper classrooms in sight. Teachers also struggle without offices or basic teaching tools, working under appalling conditions.

Founded in the early 1980s, the school has barely received any attention from the government since it's establishment. Instead of being maintained or upgraded, most of its current structures were either community-built or donated by concerned individuals. The school lacks perimeter fencing, which leaves students and teachers vulnerable, while reptiles roam freely around the premises.
When journalists sought a reaction from the Delta State Commissioner for Basic and Secondary Education, she refused to comment-even when approached in her office-raising serious concerns about the state government's accountability.

According to Mr. Peter Ganagana, the Chairman of the Enekorogha Education committee, the Delta State government has never contributed a single building to the school. "The only six-classroom bock was built by a private individual," he explained. "Other parts were put together by the community with little resources. Yet, over 80% of our students don’t have desks to sit on."

Despite now having a students population of over 350, the school one has six government appointed teachers and one principal. To make up for the shortfall,  local residents pay stipends to volunteer teachers who are helping to  keep Education going in the face of government abandonment.

"The students are writing their second-term exams now" Mr. Ganagana noted, "and many are doing so sitting on the floor.  The only desks in the school were donated by a kind old student-just 50 in total.  That’s all we have."
Multiple appeals and complaints have been sent to both the Post-primary Education Board and the Ministry of Education, but so far, there has been no meaningful response.  Officials have visited for inspection, but their words have led to no real change.

The buildings themselves are in a dangerous state-ceilings are falling in, roofs have been blown off, windows and doors are missing, and some classrooms can no longer be used at all. That such a learning environment exists in a state with massive federal allocations and oil revenue is nothing short of disgraceful.

Attempts to contact the principal were unsuccessful, as his phone remained switched off.  Teachers also declined to comment, citing restrictions on speaking to the press.

This situation is a devastating indictment of the Delta State Governor and government's priorities.  In a state blessed with immense natural wealth, children who eager to learn are being denied even the most basic conditions for education.  It is not only a betrayal of their rights- it is a failure of leadership.

The silence from the officials, especially from those tasked with overseeing Education, is both telling and unacceptable. The government must act urgently.  The lives and future of these students should not continue to be disregarded because of negligence and bureaucratic indifference.

A Legacy of Service: Celebrating Se-Alabo (Dr) Nengi James-Eriworio, OON as he Clocks Plus One

Written by: Barrister Kenneth Okorodas, Legal Adviser, Nengi James Foundation

April 11th marks another year for Alabo (Dr) Nengi James, OON, a man whose life story reads like a testament to the power of compassion and unwavering dedication to Ijaw-Niger Delta and national development. From a childhood marked by a miraculous escape, Nengi James has blossomed into a multifaceted leader, leaving an indelible mark on the Ijaw-Niger Delta people and beyond.

Beyond his esteemed position as a royal chief and custodian of Ijaw traditions, Chief James embodies the spirit of service. He is the driving force behind the Nengi James Foundation, a tangible expression of his belief in being "our brothers' keeper." This foundation actively champions the cause of the vulnerable, providing essential support to needy children, youth, the elderly, and persons living with disabilities within local communities.
The Foundation's impact is felt through various initiatives. Their "Making the Elder Smile" program brings joy and essential items to the elderly across the Niger Delta. Petty traders receive vital cash gifts to bolster their livelihoods. The dreams of orphaned and talented, less-privileged children are nurtured through educational sponsorships. Notably, the Foundation extends its support to the Albino Foundation and provides crucial medical assistance to those in need. During times of crisis, such as the devastating floods of 2012 and 2022, they have been a source of relief, providing food and necessities to affected communities, prison inmates, and orphanage homes.

Education is a cornerstone of Chief James's philanthropic endeavors. The Foundation empowers bright but indigent students through the donation of laptops, sponsorship of academic competitions with significant prizes, and the provision of JAMB forms. Recognizing the importance of female education, they actively support the academic pursuits of promising young girls in Bayelsa State.

Chief James's commitment extends to the realm of sports, fostering community engagement and talent development through the sponsorship of traditional events like swimming, canoeing, and wrestling, as well as providing support and equipment to various sports associations. Demonstrating his proactive and community-focused leadership, he recently organized the much-talked-bout First Nigeria Oloibiri Oil Well 22km marathon, a vibrant event that resonated deeply with residents and people of Bayelsa State, where a 19-year-old breastfeeding mother participated and won in the female category.

Chief Nengi James's dedication, commitment and consistency to the Ijaw people and struggle runs deep. As a former youth leader, he played a pivotal role in the historic 'Kaiama Declaration' of 1998 and was a founding member of the Ijaw Youth Council (IYC). His commitment to his cultural heritage is further solidified by his installation as a war canoe chief of the Nembe kingdom, inheriting his late father's ancestral stool.

Furthermore, Chief James has been a vocal advocate for the inclusion of host communities in key decision-making processes within the oil and gas sector, recently calling on the Nigerian Government to ensure the nomination of representatives from these communities to serve as board members of the Nigerian National Petroleum Company Limited (NNPCL) and the Petroleum Technology Development Fund (PTDF). He has also recently advocated for the immortalization of the late Pa Edwin Clark, proposing the placement of his photograph on the 500 naira note alongside that of Dr. Nnamdi Azikiwe, mirroring the design of the 1000 naira note. Additionally, he has called for the renaming of the Nigerian Local Content Tower in honor of the late Ijaw leader.
His life philosophy resonates with the powerful words of Martin Luther King Jr., emphasizing the importance of service to others. Chief Nengi James firmly believes that one does not need immense wealth to make a significant difference in the lives of the less privileged.

His remarkable contributions have earned him national recognition as an Officer of the Order of the Niger (OON), alongside over 300 other awards, medals and honors from various organizations. His expertise and leadership are further demonstrated through his membership in numerous professional bodies, some of which include; Nigeria institute of Management, NIM, (chartered), Nigerian Institute of Chartered Arbitrators, Nigerian Institute of Public Relations, NIPR (chartered), Society for Peace Studies and Practice; and Nigeria Institute for Chartered Meditators and Conciliators. He also holds significant traditional titles; Kesiyemieowei 1 (Gesiyemieowei) of Bayelsa State and Se-Ebi-Dou-owei of Niger Delta, Nigeria.

Currently serving as a career administrator, deputy director, the National Vice President 2 of the INC Worldwide, Vice Chairman zone 16, PCRC, Vice President Nembe-Se Congress, and a key figure in the creation of Bayelsa State, Alabo (Dr) Nengi James, OON, an author, accomplished entrepreneur and philanthropist, continues to be a driving force for progress and a beacon of hope for many. Notably, Stream magazine featured him among sixty great personalities in Bayelsa State, and he has been recognized as a public intellectual on Environmental issues by the Bayelsa State History and Archives Office. As he celebrates another birthday, it is clear that his life is defined by an unwavering commitment to uplifting others and leaving a lasting legacy of service.

Happy Birthday to a true agitator and advocate of the masses.

Egbema Focus Group lauds Tantita achievements in curbing oil theft, tackles selfish N'Delta leaders opposing progress

The Egbema Focus Group (EFG), an influential body comprising sons and daughters of Egbema across Edo, Delta, Bayelsa, Rivers, and Imo States, has extended heartfelt commendations to Tantita Security Services Nigeria Limited for its outstanding contributions to safeguarding Nigeria's critical oil infrastructure. Tantita, owned by the esteemed High Chief Government Oweizide Ekpemupolo, popularly known as Tompolo, and managed by High Chief Kestin Pondi, has been celebrated for its relentless efforts in combating oil theft, protecting the environment, and fostering development in the Niger Delta region.

In a statement released by the National Coordinator of the Egbema Focus Group, Comrade Mingo Meshach Sayami Ogumaka, the group described Tantita Security Services as a beacon of hope for the Niger Delta. Comrade Mingo commended the company for its vital role in curbing illegal crude oil bunkering, which has not only saved Nigeria billions of naira but also preserved fragile aquatic ecosystems that are crucial to the livelihoods of Niger Delta communities.

“Tantita Security Services has gone above and beyond its mandate,” Comrade Mingo stated. “Their efforts have safeguarded Nigeria’s oil pipelines, protected the environment from further degradation, and created job opportunities for thousands of Nigerians. This is a testament to their commitment to national progress and stability.”
He emphasized that the establishment of Tantita Security Services is a blessing not only to the Niger Delta region but to the entire nation. By addressing environmental concerns and ensuring the security of oil resources, the company has contributed immensely to Nigeria's economic and ecological well-being.

The Egbema Focus Group also condemned individuals and groups opposing Tantita Security Services, describing them as “enemies of Nigeria’s progress.” Comrade Mingo accused these detractors of having vested interests in illegal crude oil activities, warning that their actions are sabotaging national growth and undermining the collective efforts to secure Nigeria’s resources.

“Those who call for the dismantling of Tantita Security Services are only working to protect their illicit activities,” he asserted. “Such opposition does not serve the interest of the Niger Delta or Nigeria. Instead, it hinders our journey towards a better and more prosperous future.”

The Egbema Focus Group reaffirmed its unwavering support for Tantita Security Services and called on the Federal Government, relevant stakeholders, and the general public to recognize and amplify the company’s remarkable contributions to national development. The group underscored that Tantita's success demonstrates what can be achieved through visionary leadership and a genuine commitment to the greater good.

Ijaws protest in Abuja, back INEC over Warri constituency delineation report

Members of the Ijaw ethnic nationality in Warri, Delta State, on Thursday staged a solidarity rally in Abuja in support of the Independent National Electoral Commission (INEC) over its delineation of the Warri Federal Constituency.

The group commended INEC for what they described as a fair and lawful implementation of a Supreme Court judgment.

Speaking during the rally at INEC headquarters, spokesman for the group, Chief David Reje, said the Ijaws have suffered from unfair ward allocation for over 29 years. He praised INEC for upholding the rule of law and ensuring due process in the delineation exercise.

“We are here to appreciate and thank INEC for its good work since 2022 after the Supreme Court judgment,” Reje said.

“You engaged all stakeholders — the Ijaws, Itsekiris, and Urhobos — including their traditional rulers. You visited the communities, carried out fieldwork, and developed a proposed report based on firsthand observation.”
He dismissed claims that stakeholders were not consulted, noting that all ethnic groups participated actively in discussions held in Warri, Asaba, and other locations.

Reje also addressed objections from some Itsekiri groups, saying:

“Gone are the days of arbitrary ward allocations. What INEC has done is a diligent and transparent delineation process, not done in secret but through extensive fieldwork.”

He hailed the delineation as a step toward political freedom and identity for the Ijaw people:

“We have moved from political slavery to political emancipation. No longer will others dictate our candidates. This is about cooperation, not domination. We seek a united federal constituency where all groups can thrive.”

The protesters were received by INEC officials, including National Commissioners Prof. Abdullahi Zuru and Malam Mohammed Haruna.

Prof. Zuru thanked the group for their peaceful conduct and support.

“We appreciate your recognition of the Commission’s efforts. INEC remains committed to doing what is right to uphold democracy in Nigeria. With God’s help, we will continue to let democracy guide all our decisions,” he said.

Ogidigbein oil field shut down by ltsekiri youths in Warri not under Tantita surveillance - Tompolo

The chairman of the Tantita Security Services Nigeria Limited, High Chief Government Ekpemupolo alias Tompolo, speaking through his media aide, Dr Paul Bebenimibo has clarified that the oil facility shut down by the protesting Itsekiri communities' youths not under the cover of Tantita surveillance operations, adding that the Ogidigben oil field is under Pipeline Infrastructure Nigeria Limited (PINL), a firm linked to the Olu of Itsekiri,”.

It was gathered that an oil facility producing 28,000 barrels per day in Ugborodo, Warri South-West Local Government Area, was shut down on Wednesday by aggrieved Itsekiri protesters over alleged marginalisation in ward delineation by the Independent National Electoral Commission (INEC).
In a swift response, Tompolo distanced himself and his security outfit from the protest and its underlying issues. He emphasised that the oil facility targeted by the protest falls outside Tantita’s operational zone.

"Nobody dares Tantita. The issue has nothing to do with Tantita and Tompolo. It is not only Tantita that is doing the security job. The Olu of Itsekiri’s company, Pipeline Infrastructure Nigeria Limited, is also covering that area,” Bebenimibo noted.

“The Ogidigben oil field is not under our watch but under Pipeline Infrastructure Nigeria Limited (PINL), a firm linked to the Olu of Itsekiri,” Bebenimibo added.
However, the facility, now owned by Renaissance Africa Energy Holdings after its acquisition from Shell, witnessed a complete halt in operations during the peaceful protest, which featured placard-carrying Itsekiri locals expressing their discontent.

A photograph circulating online showing the immediate past Deputy Governor of Delta State, H.E. Dcn. Kingsley B. Otuaro, alongside leaders of the APC has sparked public speculation. However, his spokesman and Auditor, PDP, Delta State, Pst. Arex Akemotubo, has clarified the context.
In his words:

PANDEF President, lgali writes open letter to Rivers State Administrator, Ibas, cautions him against abuse of power

OPEN LETTER FROM AMB. IGALI TO ADM. IBAS

3rd April, 2025
Vice Admiral Ibok-Ete Ibas (rtd), CFR
Administrator,
Rivers State,
Government House,
Port Harcourt.

Dear brother and Admiral,

OUR DEEP CONCERNS OVER TEARING DOWN OF DEMOCRATIC INSTITUTIONS IN RIVERS STATE

I have thought it important and quite pertinent to write to you to raise a matter of serious concern to all watchers of event in Rivers State and particularly leaders of various groups in the South-South of the country. This is as it pertains to what we observe to be a systematic tearing down of various structures, which are important for the continued building and consolidation of democracy in Rivers State right now taking place under your watch.

2. Before I proceed, let me express my regret that I did not, as expected, send felicitations to you on your appointment
to this office. I must say that this has nothing to do with my esteem for you and our joint participation in national service in which God graciously took we both to the very peak of our chosen careers. Conversely, at my last count, I congratulated you both on your appointment as Chief of Naval Staff in 2015 and thereafter as Nigeria's High Commissioner to the Republic of Ghana in 2021.

3. On this occasion of your most recent appointment, I could not extend same brotherly felicitations on account of the fact that I still cannot come to terms that a state of emergency was declared in Rivers State just one week after our most revered leaders had audience with Mr. President on 11th March 2025.   On that occasion, he requested leaders of South-South under PANDEF to go and continue with peace building in Rivers State and report back to him. Alas, there was no chance for that.  Besides, I have been close enough in government, having worked closely with at least 3 former Presidents to know that the decapitation of democratic institutions in times of emergency rule is alien and repugnant to our current democratic structure.
4. I recall vividly that during the time of President Goodluck Jonathan, the then Attorney General of the Federation, Mr. Mohammed Adoke, SAN, was man enough and had the fear of God to tell the then President that even though the parts of the country, i.e., Borno, Adamawa, and Yobe were under foreign invasion, a state of emergency cannot result in pulling down the institutions of democratic governance we are still nurturing after long years of military rule.

5. It was therefore difficult for me, despite the fact that you are a man with a good service record and also one of our proud sons, to endorse you.  Because your presence in Rivers State is an embarrassing aberration to all men of goodwill and good conscience.

6. However, PANDEF will work with you to ensure your peaceful tenure and early exit from the scene in Rivers State. That is why we have continually urged our people, particularly the youths and political actors of Rivers State, to accord you maximum cooperation.  The more troubling scenario that has emerged from your assumption of office is the unbelievable level of dismantling, disassembling, and raising down all the institutions of democracy that have been in existence in the state. These are many, and I may not be able to exhaustively recount all of them, but the mention of a few will suffice.

7. First is the removal of the photographs of the elected governor from all offices when he has not yet been removed from office. This I saw first-hand at the Port Harcourt International Airport, where I often pass through and was told this was at the behest of your administration.   On enquiry, I was told that this has happened in all other government offices around the state.  Beyond that, is your most recent decision to suspend the boards of existing statutory institutions such as State Independent Electoral Commission, Governing Councils of Tertiary Institutions, and even the revered Traditional Rulers Council.

8. I do not claim to be an expert on constitutional matters but as one who has been atop in the country's bureaucracy and from best global practices around the world which I know too well from my diplomatic career of nearly half a century, the duties of a sole administrator as a placeholder are:

i) Making decisions in an interim manner regarding the management and day to day administration of the state;
 ii) Financial control, especially receiving money, making payments, and ensuring transparency;
iii) Managing personnel and ensuring other human resource functions; and
iv) Taking measures to ensure peace, particularly using the office to intermediate and bring back peace to the realm in question; in this case, Rivers State.

9. It is against this backdrop that I have been in great pain to write this letter to you and take the liberty to caution that in this complex national assignments which you find yourself enlisted to carry out, you must be timorous enough to not find yourself taking decisions that pale in the sight of best and acceptable standards of decency.  This is more so as I have thoroughly read the Gazette dated 19th March, 2025 appointing you as Administrator as well as extracts of National Assembly Proceedings of Thursday, 20th March, 2025 and do not find the kind of wide and sweeping powers being deployed by your office.
10. In conclusion, may the good Lord use you as a dispassionate instrument of peace, and may you have the courage to undo some of your actions that have so far proven to be over the bar.

PAP Begins Distribution Of Laptops To Final Year, PG Scholarship Students

*64 Beneficiaries At Nile, Baze Varsities Receive Computing Device

The Presidential Amnesty Programme has commenced the distribution of laptops to final year and post-graduate students under its scholarship scheme in partnering universities across the country.

To this end, 64 PAP scholarship beneficiaries, made up of 25 students from Nile University and 39 from Baze University, were presented with their laptops on Friday and Monday in the first phase of the distribution. The total figure comprises 60 final year, one doctor of philosophy, and three masters degree students.

Speaking at the presentation ceremonies at Nile and Baze universities, the PAP Administrator, Dr Dennis Otuaro, remarked that the gesture was in fulfillment of his promise to the scholarship beneficiaries during his tour of partnering institutions in 2024.

He said the office recognised the usefulness of the mobile computing device to the students' academic success, especially as they prepare to write their final year projects, thesis and dissertations.
Otuaro, who was represented respectively at the events by Ebikpolade Zorab, PAP's acting head of administration, and Ebimene Jackson, secretary to the PAP boss, urged the scholars to make good use of the laptops and justify the objective behind the gesture.

Addressing the students, he said, "You are the first set of PAP scholarship students that are receiving these laptops, and we will also extend this (distribution) to other beneficiaries in other institutions that we are partnering with.

"I advise and encourage you to make good use of it for your academic progress. With these laptops, if you were to make a low grade in your project, we expect that you will score excellent grades because you now have portable computers to enhance your academic endeavours."

Otuaro reiterated his leadership's unwavering commitment to closing the human capital development gap in the Niger Delta, while working to ensure sustainable peace, security, stability and development in the region.

He further expressed appreciation to President Bola Tinubu for his strong support for the PAP and also backing the educational, vocational and other initiatives of the programme to achieve its mandate for the Niger Delta under the Renewed Hope Agenda.

Earlier, the Head of Education, PAP, Dr Charles Ariye, had stated that scholarship beneficiaries had not received laptops in the past six years, adding that the office is interested in enhancing the digital literacy of its students.

"We are in a digital age. You are doing a lot with your phones, and with your laptop, you can do more. This effort is also aimed at aligning with the Presidential Amnesty Programme’s mandate to provide quality university education", he said.

The registrar of Nile University, David Olowola, and his counterpart at the Baze University, Professor Abiodun Adeniyi, during courtesy visits to them by the PAP officials, commended the Administrator for deeming it necessary to provide laptops to the scholarship students to facilitate their academics.

They also stated the desire of their institutions to continually partner with the programme to develop the requisite manpower for national development and advancement.

Some beneficiaries of the laptops, including the leaders of PAP scholarship students in the two universities, Eperetun Gboroteiye (Nile) and Pedro Timotubo (Baze), as well as Oyinlayefa Ogiriki, Mina Ikiba, Friday Dunu and Martha Tuwabere, thanked the PAP helmsman for the personal computers (PC), saying it would help them a great deal in their programmes.
