PANDEF laud Reps speaker, Abbas for setting up 21 member Adhoc Oversight Committee on Rivers State, calls for reinstatement of Governor Sim Fubara

OPEN LETTER FROM AMBASSADOR IGALI TO RT HON  TAJUDEEN ABBAS

Ref. PANDEF/NCH/2025/015                         16th April, 2025

H.E. Rt. Hon. Tajudeen Abbas, PhD, GCON
Honourable Speaker,
House of Representatives,
National Assembly,
Abuja.

My Dear Honourable Speaker, Excellency,

KUDOS ON ADHOC OVERSIGHT COMMITTEE ON STATE OF EMERGEMCY AND THE IMPERATIVE OF IMMEDIATE RESTORATION OF DEMOCRACY

On behalf of the leaders and people of the South-South geopolitical zone, we, the Pan Niger Delta Forum (PANDEF), the apex socio-political body, extends our profound appreciation to you and the leadership of the 10th House of Representatives for your courage and foresight in constituting and promptly inaugurating the Adhoc Committee to provide oversight on the current State of Emergency in Rivers State, particularly as it concerns the roles and functions of the Rivers State House of Assembly. While we acknowledge that this action aligns with the constitutional responsibilities enshrined in the 1999 Constitution (as Amended), we are convinced it is also a testament to the visionary and focused leadership that the House of Representatives has demonstrated under your stewardship. As students of history, we recognize that this singular act stands as a strong affirmation of the critical role that parliaments have historically played in fostering democracy and supporting the evolution of modern states.

2. The decision to offer impartial and dispassionate oversight in Rivers State has, as you may have observed, been resoundingly applauded by patriotic Nigerians across the country. It is especially heartening that the Chairmanship of the Committee was entrusted to Professor Julius Ihonvbere—a globally respected scholar, accomplished public servant, and principled politician whose integrity and character are widely acknowledged. We extend this commendation to the other 20 members of the Committee, many of whom also embody these exemplary qualities. We trust that they will collectively deliver the highest standards of national service in carrying out this crucial assignment.
3. PANDEF has consistently opposed the declaration of a state of emergency in Rivers State, which we believe does not align with the constitutional criteria for such a measure. Despite political disagreements by individuals, peace has been maintained in the state—unlike in several other parts of the country where security and human lives are under constant threat. Indeed, so to say,  not even a fly has been harmed in Rivers State, and economic activities remain intact. Nonetheless, we continue to urge the good people of Rivers State, and indeed the entire South-South region, to uphold the peace and, under the current unusual circumstances, to cooperate with the imposed Administrator. That said, we must reiterate our firm position that the appointment of the Administrator is not only a constitutional aberration but also a serious dent on Nigeria’s democratic image and its standing within the international community.

4. In light of the above, we hold the expectation that members of the newly inaugurated Adhoc Committee will seize the opportunity to etch their names in gold by providing effective oversight of the Administrator’s actions, and where appropriate, reversing some of the unlawful measures he has undertaken since assuming office. A case in point is the arbitrary dissolution of duly constituted democratic institutions, followed by rather whimsical and capricious reconstitution of same.

5. The Administrator’s pattern of governance has included the appointment of Sole Administrators for Local Government Councils, heads of government agencies, and more recently, ministries  due process and democratic norms. It would not be surprising, therefore, if he proceeds in due course to appoint Permanent Secretaries of his own choosing. Similarly, his decision to cancel or suspend all ongoing procurement processes, ostensibly to implement his own preferred projects and priorities, raises serious concerns about governance integrity and fiscal transparency.

6. It is important to recall that Rivers State is supported by a robust and capable civil service, which, especially in such circumstances, should serve as the institutional backbone of governance. For context, Presidents Muhammadu Buhari, GCFR, and Bola Ahmed Tinubu, GCFR, both relied on the Federal Civil Service to manage Ministries, Departments, and Agencies for several months prior to the appointment of their respective ministers. This practice is also mirrored in many of the 36 states, where civil servants serve as temporary custodians in the absence of appointed leadership.
7. Finally, allow us to respectfully suggest that the Adhoc Committee be encouraged, as part of its oversight responsibilities, to actively facilitate a political resolution in Rivers State. This task should be pursued with urgency, diligence, and an unwavering sense of neutrality. As the nerve centre of Nigeria’s oil and gas industry and a region of immense geopolitical significance, Rivers State remains vital to the nation’s economic stability and the continued maturation of our democratic process. The restoration of democracy in the state, most importantly through the reinstatement of its duly elected governor, is a mission of national importance - one that must be accomplished without delay.

8. May the Almighty God continue to bless during this Holy Week of prayer and beyond.

Amb. Godknows B. Igali, PhD, OON, National Chairman PANDEF.

Just-ln: FG Declares Friday 18, Monday 21 as Public Holidays for Easter Celebrations.

As the Christian faithful in Nigeria prepare for the annual celebration of Easter 2025, the Federal Government of Nigeria has officially declared Friday, April 18, and Monday, April 21, 2025, as public holidays across the country.

The announcement was made to commemorate the twin religious observances of Good Friday and Easter Monday, significant dates in the Christian liturgical calendar marking the crucifixion and resurrection of Jesus Christ.

The declaration was made public on Tuesday by the Minister of Interior, Dr. Olubunmi Tunji-Ojo, who extended his warm wishes and heartfelt congratulations to Christians across Nigeria on behalf of the Federal Government.

The statement was released through the Ministry of Interior and signed by its Permanent Secretary, Dr. Magdalene Ajani.

This announcement signals the government’s recognition of Easter as one of the most sacred festivals in Christianity and a national holiday deserving of reverence, reflection, and communal celebration.

A Season of Reflection, Sacrifice, and Spiritual Renewal Dr. Tunji-Ojo used the opportunity to call on Christians and all Nigerians to reflect deeply on the meaning of Easter, which represents Christ’s ultimate sacrifice for the redemption of mankind.

The Minister encouraged Nigerians to embrace the virtues of love, humility, tolerance, sacrifice, and forgiveness — qualities that are urgently needed in today’s increasingly divided world. “Easter serves as a time to remember the enduring message of Christ’s death and resurrection. His sacrifice teaches us to live in peace, love our neighbours, and forgive one another, especially in a time when our country requires healing and unity,” the Minister stated. The Minister’s remarks emphasize the symbolic connection between the Easter season and the nation’s ongoing efforts toward peace, reconciliation, and national growth. He noted that the values associated with Easter align with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which is focused on revitalizing key sectors and fostering a more inclusive, prosperous Nigeria. A National Call to Prayer, Peace, and Unity. Dr. Tunji-Ojo further appealed to Nigerians to dedicate time during the Easter holiday to pray for the peace, unity, and progress of the nation. With insecurity, economic challenges, and political unrest still prevalent in some parts of the country, the minister said national unity remains a top priority for the Tinubu-led administration.

The Interior Minister also called on Nigerians to use the Easter holidays as a platform for goodwill and community service, by reaching out to the less privileged, sharing resources, and engaging in acts of kindness. “Let us take this season as an opportunity to extend compassion to our fellow Nigerians — especially the poor, the hungry, and the displaced.

True Easter celebration is about more than festivities; it is about reflecting the love of Christ in our actions,” he added. Many Nigerians are expected to travel across the country to celebrate Easter with family and friends. Dr. Tunji-Ojo advised travelers to exercise caution, remain vigilant, and adhere to security advisories issued by relevant authorities.

Closure of Government Offices and Public Institutions As is customary, the declaration of Friday, April 18, and Monday, April 21, 2025, as public holidays means that all government offices, ministries, parastatals, and public institutions will be closed during the Easter break. This includes schools, banks, and other public service offices.

However, essential services such as healthcare, emergency services, and security agencies will remain operational to ensure public safety and continuity of basic services throughout the holiday period.

Private businesses are also expected to observe the holidays, although operations in some sectors, particularly in retail, hospitality, and transport, may continue as usual to cater to the increased demand during the festive period. Security and Law Enforcement Preparedness for Easter 2025 Security agencies, including the Nigeria Police Force, Civil Defence Corps, and the Federal Road Safety Corps (FRSC), have been directed to ensure adequate protection of lives and property throughout the Easter celebration period. Motorists have been advised to avoid reckless driving, obey traffic rules, and ensure their vehicles are roadworthy before embarking on long journeys.

The Ministry of Interior stated that it is working closely with other law enforcement agencies to ensure that no major security breaches occur during the Easter holidays.

Religious Freedom and National Identity, The declaration of Easter holidays is consistent with the Federal Government’s constitutional obligation to promote and protect religious freedom and inclusiveness. Nigeria, being a multi-religious society, observes key religious festivals of both Christianity and Islam as national public holidays. Over the years, these observances have not only promoted religious harmony but have also strengthened national identity and mutual respect among diverse ethnic and religious groups.

Final Words: A Message of Hope and Renewal In conclusion, Dr. Olubunmi Tunji-Ojo expressed confidence that Easter 2025 would bring renewed hope to Nigerians, especially in light of the government’s ongoing reforms aimed at building a more resilient and prosperous nation. He wished all Christians a joyful Easter celebration and extended warm greetings to all Nigerians, irrespective of faith, for a peaceful and safe holiday period.

Gbaramatu lawyers laud INEC ward delineation report in Warri Federal Constituency, warns ltsekiri nation not to dare Gbaramatu kingdom with threat of war

Francis Tayor

Warri _____ The Gbaramatu Lawyers Association has called on the Independent National Electoral Commission  (INEC) not to be worried with the pockets of protests by Itsekiri Ethnic nationality, saying that the INEC delineation exercise in the Warri federal constituency was fair, free as all the ethnic stakeholders participated following supreme court directive for fresh delineation.
In a press briefing on Monday in warri by the Gbaramatu lawyers Association signed by the President, Friday Emotimide Esq, and Werisinde Timiyan, Secretary urged INEC to keep their published fair report on Warri Federal Constituency wards delineation of the three ethnic nationalities of Ijaw, Itsekiri and Urhobo.

The recent developments and subsequent negative reactions surrounding the fresh delineation exercise conducted by the Independent National Electoral Commission (INEC) in the Warri Federal Constituency in line with the decision of the Supreme Court of Nigeria have made it expedient that we take a position on the said matter.
'''Our statement on the subject has become even more necessary owing to the several threats being made by our Itsekiri neighbours''

According to the Ijaw lawyers forum,     Chronology of Events Leading to the Supreme Court Decision in Suit No: SC/413/2016: HON. GEORGE U. TIMINIMI & 9 ORS v. INEC.

'' In 2011, having noticed the overwhelming fictitious units and ward structures in the Warri Federal Constituency of Delta State, which were being used to rig, manipulate and to subvert the will of the people of Warri Federal Constituency during elections, the Appellants in Suit No: SC/413/2016: HON. GEORGE U. TIMINIMI & 9 ORS v. INEC approached the Federal High Court and filed a suit against INEC, seeking an order of the Honourable Court to, amongst other things, order a “fresh delineation of all that units and wards in the Warri Federal Constituency for the purpose of future elections.”

''The Federal High Court dismissed the suit and termed same as an academic exercise.

''Dissatisfied with the said decision of the Federal High Court, the Appellants in line with their constitutionally guaranteed rights and with a dogged resolve to emancipate the entire constituency from the grave injustice of electoral manipulations, proceeded to the Court of Appeal, Benin Division. However, despite making very strong and cogent legal arguments, the Court of Appeal upheld the judgment of the lower Court and once again decided against the Appellants'' said.

Continuing ''Further dissatisfied with the decision of the Court of Appeal, the Appellants approached the Supreme Court for final redress in the said matter, hoping against hope and defying all odds. Fortunately, the Supreme Court, in a well-considered decision, with the lead judgment delivered by the Hon. Justice Uwani Musa Abba Aji, JSC, on the 2nd of December, 2022 agreed with the arguments of the Appellants and ordered INEC to carry out “a fresh delineation of all that units and wards in the Warri Federal Constituency for the purposes of future elections.

''With one simple but strong and eternal blow, the Supreme Court, being the apex court in Nigeria, dismantled all the fictitious and baseless units and ward structures within the Warri Federal Constituency and paved the way for the correction of all electoral injustice, sharp practices and manipulations, which our people have suffered for decades.

Attempts at Frustrating the Supreme Court Order

The Association notes with utmost dismay the number of suits filed in lower courts by the Itsekiris all in a bid to frustrate the enforcement of the Supreme Court order. A suit was filed at the Federal High Court seeking to prevent INEC from proceeding with the delineation exercise. The said suit lingered for months with their counsels changed several times but at the end the Court dismissed the said suit for being a complete waste of time.

'' Again, in another calculated attempt to shut INEC from further implementing the judgment and releasing the result of the delineation exercise, they approached the Federal High Court, Abuja. Sadly, after several arguments and adjournments, the Federal High Court dismissed the said suit and this paved the way for INEC to release the said delineation report.

Time will fail the Association to mention several press releases, statements, and interviews on national television and online platforms sponsored by the Itsekiris to prevent the enforcement of the said judgment. Till date, all kinds of frivolous suits are still being filed and pursued all in a bid to ensure that the order of the Supreme Court does not come to light. The latest being a suit filed at the Federal High Court Warri questioning the membership of the panel that conducted the delineation exercise on grounds of ethnicity.

We know as a matter of fact that if any of the justices that presided over the case that ordered the fresh delineation of the units and wards in the Warri Federal Constituency was an Ijaw or Urhobo, they would have heavily termed the panel as corrupt and biased. All these are attempts to frustrate the implementation of the judgment. However, we are not deterred. We take solace in the evergreen latin maxim that says “fiat justitia ruat caelum” ...let justice be done though the heavens fall...”

We also reiterate the position of law as emphasised in KANAWA & ANOR v INEC & ORS. (2020) LPELR-52117(CA), where the court made the point that “it is not controverted, that Courts do not exist for the purpose of interpreting the decisions of other Courts. Once a decision is given and that decision is tested at the Supreme Court, the matter ends there.”

Inflammatory and Inciting Statements
Since the release of the delineation report by INEC, there have been several comments and videos on social media platforms even from prominent leaders of the Itsekiri nationality inciting Itsekiri communities to take up arms against the Gbaramatu people. We would like to remind all the dramatis personae in the said scheme of incitement that they and their followers shall and will be criminally liable in the event that any member of the communities in Gbaramatu is attacked or maimed as result of their remarks. We also use this opportunity to call on all security agencies (NSA, DSS, the Nigerian Police Force, the Nigerian Army, Navy etc.) to invite, investigate and prosecute anybody or group persons who have made such inciting remarks in order to prevent a total breakdown of law and order in the Warri Federal Constituency.

Our Advice to INEC

Whilst we are pleased that INEC has finally taken steps to adhere to the decision of the Supreme Court, we however note that it took close to three years before the electoral umpire could adhere to the decision of the apex court. More concerning is the fact that INEC did not adhere to the decision of the Supreme Court in Suit No: SC/413/2016: HON. GEORGE U. TIMINIMI & 9 ORS v. INEC before conducting the 2023 General Elections in the Warri Federal Constituency.
In any event, we advise INEC to uphold the integrity of the Findings and Report that emanated from their field work. We urge INEC not to be deterred as they are statutorily bound to adhere to the decision of the Supreme Court and carry out their statutory duty as ordered by the Supreme Court, without more. We warn that any attempt to reverse their Findings and Reports which emanated from their field work would amount to an infraction of an already settled judicial process'' the noted.
