Delta Taskforce Monitors Weekly Sanitation At Ugbwuangue, Ogbe-ljoh Markets

Warri_____ As part of the Delta State government efforts to ensure clean and hygienically friendly environment for all Deltans, the State Taskforce on Environment on Thursday, monitored the compulsory weekly sanitation exercise at Ugbuangwe and Ogbe-ljoh markets in Warri South Local Government Area of the state.

The exercise which commenced at about 7am on Thursday morning and lasted for three hours, recorded huge success as market women massively turned out to clean up the drainage systems and evacuate waste within and around their shop premises.

Despite the mass turn out, it was not encouraging as some stubborn traders refused to come out for the exercise, especially Ugbuangwe market.

Speaking during the exercise, the state Chairman of Taskforce on environment, Hon. Sylvester Oromoni expressed satisfaction for the massive compliance by traders, especially Ogbe-ljoh/Main market, noting that the weekly market sanitation exercise was to ensure cleanliness and hygienically safe environment for both traders and customers.

Hon. Oromoni stated that the weekly market sanitation exercise is very important for us to clear our drainage systems, especially the nearby canals at market places in order to ensure free flow of water.

He therefore, charged the market women to sustain the good work, stressing that Governor lfeanyi Okowa led government meant well for traders across the state.

However, the market women complained that their challenge is the drainage system. Mrs. Rose Ajenimuwa, who is the Chairlady of Ugbuangwe market Women Association stressed that the market drainage system is blocked and there is no free flow of water to the canal, thereby causing air/water pollution around where they sell chicken and meat within the market.

"We are using this medium appeal to the Chairman Warri South LGA and the Delta state government to help clear the heap of refuse dumped at the canal in the market, stressing that the refuse dump had blocked free flow of water from the drainage system in the market down to the canal," Mrs. Rose stated.

"However, we must give peace a chance. The country belongs to us all; we are still trying to find our feet economically, which is why we shouldn't destroy the little we had managed to build.

South South Governors, Leaders Demand FG To Restructure Nigeria ln Line With True Federalism

South South Governors, Leaders Demand FG To Restructure Nigeria ln Line With True Federalism

Francis Tayor

Port harbour___ Governors and people of the South-South geopolitical zone have demanded for restructuring of Nigeria in line with the principle of true federalism, to guarantee peace, security and stability of Nigeria.

The governors, observed that the country is not at peace with itself and not working as it should, particularly, for the people of the South-South region.

Chairman of the South-South Governors forum and Governor of Delta State, Senator Ifeanyi Okowa stated this as the position of the zone during the regional stakeholders meeting with presidential delegation led by the Chief of Staff to the President, Ambassador Ibrahim Gambari at the Government House, Port Harcourt on Tuesday.

Governor Okowa, explained the people of the South-South are committed to restructuring of Nigeria in a way that guarantees true federalism and devolution of powers to the states to create and manage their own police and security architecture under a federal structure.

“True federalism guided by the principle of derivation, revenue sharing and control of resources by each State of the federation as it was the case in the first republic.”

He said the kind of federation the South-South geopolitical desires, is one where federating units are constitutionally empowered to create their own structures like Local Government Areas, manage their elections and control their judiciary.

“We are all aware of the huge endowment of this country. As such, it is imperative to stress that with a little bit of efforts, imagination, hard work, sacrifice and leadership, every state of the Federation as of today, has the ability and capability to contribute to the national purse. This should be encouraged rather than the whole country depending substantially on a region of the country.

“What is worse and even more painful in this ugly situation is the deliberate lack of understanding, empathy and the uncompromising attitudes of some Nigerians, who have refused to understand the challenges of the South-South region of the country especially, the degradation of the environment and our waters. As a result, most of the demands of the region have remained unattended to while the resources of the region have been used continually to develop other parts of the country”.

The governors reiterated the call for the relocation of the headquarters of major oil companies, NNPC subsidiaries from Lagos and Abuja to the South-South region.

Governor Okowa requested for immediate implementation of the consent judgment entered in the Supreme Court Suit No: SC/964/2016 to enable the South-South region get its share of $55billion shortfall of collection on deep offshore and inland basin production sharing contracts.

The governors further called for the reconstruction and rehabilitation of the region’s major seaports in Port Harcourt, Calabar, Warri in order to enhance the economic development of the South-South region.

In addition, they demanded that the two refineries in Port Harcourt and one in Warri that have continued to bleed the country’s resources in the name of turn around maintenance, should be privatised. According to him: “Enough is enough. Let us now privatise them and in doing so however, allow the States and the region among others, considerable equity in the name of fairness and justice”.

Concerned about the rot in the NDDC, the governors observed that one of the major failures of the intervention agency is its refusal to forge and foster synergy, consultation and cooperation with the state governments especially, on project location, development and execution.

“We have resolved and we, as the State governments will no longer allow NDDC to execute any project (s) in any state of the region without it consulting State governments. Frankly, enough is enough and we have a court judgment to back our position.”

In his remark, the Chief of Staff to the President, Ambassador Ibrahim Gambari, said the stakeholders meeting was at the instance of President Muhammadu Buhari, to the presidential delegation comprising of all the Ministers from the region to visit and consult with representatives of the people regarding the recent EndSARS protest.

Gambari, noted that reports indicated that there were instances , where breakdown of law and order was reported across various locations in the South-South states. He lauded the governors of the South-South States for their quick response and actions in addressing the EndSARS crisis.

Beyond the EndSARS issue, he said, the President acknowledges that the citizens in the region have also been dealing with other concerns that are particular to the region such as the degradation of environment due to decades of mishandling and adherence to environmental standards.

The chief of Staff said he will convey the demands of the region to the President

The Deputy President of the Senate, Obarisi Ovie Omo-Agege, urged the leaders of the region to avail themselves of the on going review of the 1999 Constitution by the National Assembly since most of the issues contained in their demands are constitutional matters.

The Director General of Department of State Services, DSS, Yusuf Magaji Bichi, lauded Governor Nyeson Ezenwo Wike, for his stance against the outlawed Indigenous Peoples of Biafra (IPOB) which hijacked the EndSARS protest and killed 10 security operatives, torched stations and court buildings in Oyigbo.

The Inspector General of Police, Mohammed Abubakar Adamu, said fake news gave impetus to the nationwide EndSARS that culminated in the death of civilians, police personnel and their assets.

Adamu alleged that intelligence has confirmed that the EndSARS protest was funded from within and outside the country.

He further added that one of the primary objective of the protest was to effect a regime change.

Present at the meeting were: Governor Nyesom Ezenwo Wike of Rivers State; Governor Ben Ayade of Cross River; Governor Udom Emmanuel of Akw Ibom; Governor Douye Diri of Bayelsa State; and Godwin Obaseki of Edo State.

Just-In: IPDI Blasts Buhari over Niger Fuel Deals, Says he is a nepotistic president with no vision, foresight

Warri_____ A South-south social political pressure group, the Ijaw people's Development initiative, IPDI has said president Muhammadu Buhari had failed Nigerians over his nepotistic plan to import fuel to the country from Niger republic.

The group, speaking through its national president, Comrade Ozobo Austin, added that Buhari had turned Nigeria to a laughing stock before the international community on his bigotry actions an inactions.

The group said Buhari poor understanding on the dynamics of internal governance was the reason Nigeria was experiencing unimaginable recession at every intervals.

IPDI asserted, it was shameful for Nigeria ,the giant of Africa to condescend so low to sign a nepotistic deals of importing fuel to Nigeria with Niger republic.

They posited that Niger republic is not up to three states in Nigeria and operated only on low capacity refineries and ordinary does not had the capacity to supply Nigeria fuel if not that Buhari had turned himself to a religious bigot.

The group said Buhari doesn't mean well for Nigerians, hence enriching Niger republic and his Arabic countries with Nigeria resources was now his primary responsibility.

IPDI said Nigeria had Three mega refineries in the country and if overhauled, it would create more positive impacts in the country than importing fuel from Niger republic, one of the Africa poorest countries.

Dikio Visits Okowa, Vows To Restructure Amnesty Program To Impact On Niger Deltans

Dikio Visits Okowa, Vows To Restructure Amnesty Program To Impact On Niger Deltans

Francis Tayor

Asaba____ The federal government, on Friday, said its Presidential Amnesty Programme has been restructured to positively impact on the socio-economic lives of the people of the Niger Delta region.

The Interim Administrator of the programme, Col. Milland Dixon-Dikio (rtd.) disclosed this while briefing journalists shortly after a closed-door meeting with Governor Ifeanyi Okowa at Government House, Asaba.

Retired Col. Dixon-Dikio said that the policy thrust of the President Mohammadu Buhari’s administration was to take the programme back to the people of the region.

He disclosed that his visit to Government House, Asaba, was to brief the governor on the programme and projections of the federal government towards addressing issues relating to its amnesty programme.

“My mission in Delta is to brief the governor on the vision of taking the programme (Presidential Amnesty Programme) back to the Niger Delta Region.

“The programme that I administer is a DDR programme, meaning Disarmament, Demobilisation and Reintegration. However, there is a larger conversation to be heard about the amnesty package and that is not my remit,” Col. Dixon-Diko (Rtd.) said.

The Interim Administrator stated further that the Disarmament, Demobilisation and Reintegration (DDR) policy of the federal government would receive a boost in his tenure and sued for the support of all in the actualisation of set goals.

According to him, payment of bursary to students from the Niger Delta Region in tertiary institutions both at home and abroad would be sustained as well as other legitimate demands that would strengthen peace and sustainable development in the region.

He affirmed that his tenure would ensure that all lapses in the past were effectively handled to the satisfaction of everybody in the region.

Speaking on the alleged exclusion of some persons from the amnesty programme which led to protest, he said protest at the drop of a heart was not the way to go, adding that there are better ways of addressing grievances .

“As a region, we have to be clear that protests upon protests have a very negative impact on the economy of the region and so, our appeal is that the people who protest must be very conversant with the effect of their protest on the overall economy of the region.

“For instance, a lot of them are talking about payment of allowances but some of these allowances are not even documented. They talked about housing allowance that was not envisaged to be a long-term thing.

“There are other legitimate demands which I am looking into. One of the issues on the front burner has to do with regular payment of stipends. For the past two months, we have been paying the stipends to students from the Niger Delta region in tertiary institutions both at home and abroad,” he added.

Delsu VC, Andy Egwunyega Promotes Indicted Lecturers

Delsu VC, Andy Egwunyega Promotes  Indicted Lecturers

Warri_____ The five-man committee put in place by the Vice Chancellor of Delta State University, Andy Egwunyenga to looked into promotion of lecturers has approved the promotion of lecturers who were indicted of plagiarism in the school.

It was gathered at press time that over 40 lecturers had fall victim of content theft, and some served their punishments and demoted, some were sacked and others whose their case was severe outrightly left the school and non of such lecturers were given soft landing, and that the current VC is comprising academic standard in the school for ulterior motive.

It was learnt that one of the two lecturers indicted for plagiarism, Mr. Lazarus Etemike was found in the promotion list of the varsity. He  was indicted to had plagiarised two of his papers by 92 per cent by the desciplinary committee of the school previously.

The school investigation showed that the lecturers self-plagiarised in order to garner additional marks from the faculty assessors to had enough publications to merit promotion.

However, Festus Arunaye was another lecturer found by the same committee to had pirated the content in three of his academic publications.

Prof Egwunyenga had set up investigative committee to looked into the promotion of eight embattled lecturers two months after his tenure started.

However, two of those eight lecturers, Etemike and Arunaye, were accused of ‘academic dishonesty’ by the integrity committee and queried by the school management.

A close source of the school said both Etemike and Arunaye failed to attend an appeal before the university’s Senior Staff Disciplinary Committee but chosed to wait till the management had changed before launching their requests.

Besides, the nepotistic VC’s Ad-hoc Committee ruled that the two papers Etemike was accused of pirating, had 10 per cent plagiarism and not 92 per cent as the integrity committee claimed.

According to the nepotistic VC committee, which comprises three professors, Etemike also did a plagiarism test on the said papers and came up with a score of 11 per cent.

It was gathered that the university’s plagiarism threshold is between 30 to 35 per cent.

It was also found that Etemike was formally queried for self-plagiarism but never appealed the decision of the committee, saying he was already about to retire.

“He neither wrote to inform the integrity committee about his claimed 11 per cent plagiarism or appeared before the appropriate disciplinary committee to defend himself against the allegations made against him. Having a pending case and refusing to or unable to clear himself, and having retired, his case died a natural death. It is strange to know that about 5 years after retirement and failure to clear himself, this staff found a saviour,” the source said.

The committee’s report contrasts with the claims of the source, however.

According to its report, a document in Etemike’s file with the school’s establishment division showed that the governing council had written a letter directing him not to appear before the Senior Staff Disciplinary Committee since he had retired from service.

The report goes on to say Etemike was never informed of this directive.

Nonetheless, the senior lecturer, who retired from the school’s Political Science Department did not show up before the SSDC.

The report went on to say that “a physical look at the two papers in question does not evidently reveal a possible plagiarism.”

It also claimed that Etemike’s retirement benefits had not been processed despite the fact that he had completed his clearance.

The committee went on to recommend that the school management clears Etemike of plagiarism, send out three of his papers to external professors for review and process his retirement as an associate professor from 2013, if two of the responses from the three assessors on his publications are positive.

While Etemike’s self-plagiarism was discovered when he was processing his promotion from senior lecturer to associate professor, Arunaye’s ‘academic dishonesty’ was noticed during his transition from associate professor to professor.

According to the VC’s appeal panel, the integrity committee revealed on August 11, 2017 that Arunaye plagiarised Article 4 of 2007 and article 27 of 2008 by 75 per cent.

He copied articles 6 and 7 of 2008 by 90 per cent and replicated 95 per cent of article 13 of 2010 in article 20 of 2012.

Following this finding, the school’s establishment division queried Arunaye on December 6 2017.

The committee said Arunaye replied to the query and asked that he be given an opportunity to review the plagiarism tests.

The panel went on to note that Arunaye was not given the plagiarism report and his response to the query was found unsatisfactory by the school management.

NDM learnt that Arunaye was subsequently asked to appear before the SSDC.

He however made an alternate move, which did not appear in the panel’s findings.

“He – Arunaye was queried and thereafter directed to appear before the Senior Staff Academic Disciplinary Committee but he refused. Instead, he dragged the university to the court of law and so he was put on suspension until he appears before the SSDC Academic to clear himself of the allegations against him,” the source said.

The source said that Arunaye withdrew the case in December 2019 when Egwunyenga became VC and his suspension was lifted without him appearing before the SSDC as directed earlier.

The investigating committee’s report, however, states that the Associate professor of Mathematics was immediately placed on half salary and suspended when his response to the query was deemed unsatisfactory.

In its recommendation, the VC’s investigative panel concluded that since Arunaye had been promoted to associate professor in 2015 – with effect from 2013, reportedly using the same publications that he used to apply for professorship, he be given ‘the benefit of doubt’ and his papers sent out for assessment by external supervisors.

They described the integrity committee’s decision to accuse Arunaye of plagiarism a year after deeming the same papers credible as ‘witch hunting.’

SaharaReporters reached out to the Registrar of the institution, Dan Urhibo, to find out if indeed Etemike’s retirement benefit was not processed and if he was asked by the governing council not to appear before the SSDC.

Urhibo declined to comment on the issue.

The new site also reached out to John Igweh, one of the three professors in the ad-hoc investigative committee, to ask if the integrity committee was consulted to know why there was a discrepancy in Etemike’s plagiarism test.

The online news medium lso tried to find out if the claim that Arunaye took the school to court over his request to appear before SSDC was false and if true, why it was not reflected in their findings.

Igweh, however, refused to entertain any question, describing it as an internal university issue.

The recommendations of the panel have been reportedly made to the Appointment and Promotion Committee/Academics and an approval is expected before the end of November.
