Otuaro gives reason for expand of Presidential Amnesty scholarship scheme, hails President Tinubu, NSA Ribadu for support of initiative

The Administrator of the Presidential Amnesty Programme, Dr Dennis Otuaro, has expressed his unwavering commitment to ensuring that more indigent students and communities of the Niger Delta benefit from the PAP scholarship scheme.

He stated this while explaining what informed his decision to expand the scheme and increase formal education opportunities for poor students, and to build a huge manpower base in the region.
Otuaro spoke during an interactive session in London on Saturday with the beneficiaries of the scholarship initiative deployed for undergraduate and post-graduate programmes in universities across the United Kingdom.

The engagement, which was at the instance of the PAP boss, provided an opportunity for the Office and the scholarship students to discuss issues pertaining to their welfare and challenges with a view to addressing them.

Otuaro said that while in-country scholarship deployment was 3800 in the 2024/2025 academic year, the figure increased to 3900 in the 2025/2026 and foreign scholarships were about 200.
He attributed the increase in deployment to the massive support of President Bola Tinubu and the Office of the National Security Adviser.

Otuaro stressed that he was greatly encouraged by the President and the NSA, Mallam Nuhu Ribadu, and that he knows how impressed both of them are concerning the PAP initiatives, which align with the Renewed Hope Agenda.

He reiterated his call on the students to justify the huge investment in their education by the Federal Government by studying hard to make good grades.
He also urged them to conduct themselves and be responsible ambassadors of Nigeria while in the U.K, stressing that "you will be adding value to your families and communities when you complete your programmes successfully."

The PAP helmsman said, "We want the scholarship programme to impact more students and communities in the Niger Delta. That's why we have expanded it and increased formal education opportunities.

"We want you to take this opportunity very seriously so that the government, too, will be encouraged. I know how much support His Excellency, President Bola Tinubu GCFR, gives to the Presidential Amnesty Programme.
"Mr President and the National Security Adviser (NSA), Mallam Nuhu Ribadu, are very impressed with what we are doing. On your behalf I would like to, once again , thank His Excellency and the NSA for giving you this life-changing opportunity. We are confident that Mr President and the NSA will continue to support us.

"The knowledge you are receiving in your institutions today is to enable you plan yourself and prepare for the future. Whatever knowledge you gain cannot be taken from you. 

"So as PAP scholarship students, we expect responsible and good behaviour from you. Government is investing heavily in you and you have the obligation to justify the investment. Be agents of change and avoid acts of mischief while in the U.K."

Dear child of tomorrow, I write across the silence of years, to the ones yet unborn who will inherit our laughter, our mistakes, and our unfinished prayers. For the future is not a place but a people, waiting to be kind where we were cruel, to hope where we were tired, and to heal where we were broken. We built bridges of metal, but not enough of mercy. We conquered speed, but not greed. We explored the world, yet lost touch with ourselves.

The unborn are not strangers, but echoes of our own souls, still rehearsing their entrance into the world’s grand theatre. To them, we bequeath not perfection, but a promise that even before their first cry, we were already listening. They are whispers inked in hope, and carried by faith across the invisible bridge between the living and the yet-to-be. Each word trembles with longing, as though its reader may not come in our season, but in another dawn where memory meets promise

But don’t let our flaws frighten you because every scar we leave can become your map to healing. When you rise, do better, love louder, wait longer, and forgive faster. The world you’re coming to is weary, but it still has room for your light. These are my letters to the unborn. Though not carved in stone, it is written in hope. In the quiet cradle of tomorrow, where time has not yet dared to breathe. These letters rest and are folded between the sighs of eternity. 

To the unborn, I write not to instruct, but to remind you that love precedes existence, and sacrifice lays the first brick of every generation’s inheritance.

Just-ln: Tompolo distances self from false report on giving FG ultimatum over Nnamdi Kanu, warns against peddlers of fake news

The Ibe-Ebidouwei of Ijaw Nation and Chairman of Tantita Security Services Nigeria Limited, High Chief Government Oweizide Ekpemupolo, popularly known as Tompolo, has dismissed a viral social media publication claiming he issued a 21-day ultimatum to the Federal Government for the release of detained IPOB leader, Nnamdi Kanu.

In a statement signed by his media consultant, Dr. Paul Bebenimibo, described the report as “false, malicious, and the handiwork of enemies” bent on tarnishing his reputation and undermining his ongoing efforts to curb illegal crude oil operations in the Niger Delta.

“Tompolo did not author the said publication. He has nothing to do with the issue of Nnamdi Kanu,” the statement read. “It is clearly the handiwork of those who want to discredit and pull him down because of his stance against illegal crude oil activities in the region.”

Bebenimibo emphasized that despite the smear attempts, the Ijaw leader remains resolute in his mission to eliminate oil theft and other illicit activities in the Niger Delta.

Reaffirming his loyalty to President Bola Ahmed Tinubu, the statement added that Tompolo “is fully in support of the renewed hope agenda” and remains committed to its success.

“We wish to reassure the Federal Government, led by our dynamic President Bola Ahmed Tinubu, that Tompolo is with him and will continue to support the renewed agenda of his government,” the statement continued.

It further noted that the Ibe-Ebidouwei of Ijaw nation not only stands by the President but also endorses his bid for a second term in office.

The statement urged the public and the Federal Government to disregard the false publication, reiterating that Tompolo remains focused on promoting peace, stability, and national development.

DR. DENNIS OTUARO: THE CREEKS BRING FORTH A SUN: - A Light on the Pained Waters-

In the land where the palm trees sway and the rivers roll like stories,  
a man has risen, wearing the crown of service and the robe of hope.  
Dr. Dennis Otuaro walks among his people  
like morning light pouring gold onto the creeks,  
chasing away the long night of pain.  

He hears every cry that drifts with the wind,  
He listens to the cries that flow like troubled waters,
and his heart answers like the soft rain that wakes dry earth.  
He unlocks doors that fear had sealed,  
Doors once shut by wind and dust,
and lets the dreams of our youth soar like kites across the blue sky.  
His hands plant seeds of courage in every willing soul of the Niger Delta 

Faraway lands now greet our scholars with open arms,  
ships sail proudly with new mariners from the Niger Delta,  
and the wide sky cradles brave pilots whose wings were once broken.

Where poverty once squatted like a stubborn shadow,  
light now dances on the faces of our children.  
His vision is a seed buried deep in Delta soil,  
growing into trees that bear fruits of peace and plenty.  
His compassion is like a soft wind blowing comfort through every village.  
He is the kind of leader the Ijaw dream of when the moon is bright,  
the leader the rivers remember and bless.  
God placed him among us like rain to thirsty farm lands,  
and the Delta now answers with drums, dancing, and songs of gratitude.  
He lifts burdens as a fisherman lifts nets heavy with joy.  

Otuaro, the tide-bringer, the star that rises before dawn,  
your name travels through every hut, every canoe, every market.  
Your works are rivers that refresh the land,  
your love is a lantern that never goes out.  
May your vision shine like the sun over calm waters,  
and your leadership steer the Niger Delta into endless harvests of peace.

PROFESSOR INEC: THE ARCHITECT OF BROKEN BALLOTS- The Professor of Glitches -

Prof. INEC, you have left the stage,  
slipping away into retirement,  
not like a hero waving to a thankful crowd,  
but like a shadow sneaking behind the curtains at sunset.  
And yet, your footprints remain on the shore of our democracy,  
dark prints we will remember,  
and wounds we will never forget.  

You promised light but delivered darkness.  
You wore your many degrees like a shining crown,  
spoke fine words about integrity,  
filled the air with sermons about technology,  
about guarding the ballot from human hands,  
about transparency flowing like a clear river.  
But when the hour of truth arrived,  
you turned that crown into rust,  
you shut the gates to the river  
and let the water of hope turn muddy and foul.  
Ten long years,  
you sat in the palace of elections,  
feeding on billions meant to build trust.  
You painted the walls with the word innovation,  
drummed free and fair into our ears,  
and promised a ballot stronger than greed.  
But on that February night of 2023,  
when the people’s voices were supposed to be heard,  
your machines of light became corpses of silence,  
your technology caught a sudden fever,  
and glitches became the language of betrayal.  

You told us the truth broke down in transit,  
that votes could not find their way home  
because some phantom problem had stolen their wings.  
But we saw you, Professor,  
we saw your hand in the dimming of the lights,  
we saw your silence when the numbers bent like wet palm fronds,  
we saw your smile when the air grew sour with disbelief.  

And now you’re gone, 
washed clean by the hands that crowned you,  
bathed in praises from the same throne that danced  
while the people choked in the smoke of glitches.  
You return home a hero in the eyes of your paymasters,  
but to us, the people,  
you are the architect of broken ballots,  
the builder of a house where trust cannot live,  
the cobbler of shoes that cannot walk the road of democracy.  

You did not just fail us,  
you taught a dangerous lesson:  
that here, in our wounded land,  
a man can steal the people’s voice  
and still walk away with baskets of honour.  
You showed that here,  
power is not earned but arranged,  
and elections are not led by truth but by those  
who can bend the rules until they break.  

But know this, Professor of Glitches,  
2027 will not be like 2023,  
if the people lift their heads from the pillow of silence,  
if two hundred million hearts beat together like war drums,  
if the ocean of voices rises to flood the castle of deceit.  
The process that gives power  
matters more than the power itself,  
and one day, even the tallest walls of trickery will fall.  
We are wounded people now,  
our democracy limps with a bleeding leg,  
but when we stand,  
when we push back the chains of dishonesty,  
when we break the lock you helped to forge,
your kind will no longer hold the keys to our future.  

Until then, rest, Professor of Glitches.  
But your rest will be haunted.  
Your portrait will hang,  
not in the hall of honour,

Nigeria's National Security: President Tinubu Shake-Up Nigeria Military Leadership, Appoints New Service Chiefs

President Bola Tinubu has sacked General Christopher Musa as Chief of Defence Staff, along with other service chiefs, in a major shake-up of Nigeria’s military leadership.

The announcement was made on Friday by Sunday Dare, Special Adviser to the President on Media & Public Communication. General Musa has been replaced by General Olufemi Oluyede, who previously served as Chief of Army Staff.

The new appointments are as follows:

●Chief of Defence Staff: General Olufemi Oluyede

●Chief of Army Staff: Major-General W. Shaibu

●Chief of Air Staff: Air Vice Marshal S.K. Aneke

●Chief of Naval Staff: Rear Admiral I. Abbas

●Major-General E.A.P. Undiendeye retains his position as Chief of Defence Intelligence.
According to the statement, President Tinubu made the changes to strengthen Nigeria’s national security architecture. He expressed appreciation to the outgoing chiefs for their service and leadership and charged the newly appointed service chiefs to uphold professionalism, vigilance, and the spirit of camaraderie that define the Nigerian Armed Forces.

In the land where the mangroves whisper to the moon,  
Where the palm fronds dance to the wind,  
And the tides carry stories older than the drums,  
There rose men whose hearts beat for the people,  
Men whose footsteps plant seeds of hope on weary soil.  
Three men stand -- not as shadows,  
But as pillars carved from the bedrock of compassion.  
Tompolo, Matthew Tonlagha, Kestin Pondi 
Names carried in the breeze like sacred drums,  
Your names are woven into the wind,  
Sung by paddlers along the creeks,  
Whispered by children whose futures you have lit.  

Like Odysseus, your journeys have been long,  
Yet your compass always points to humanity.  
Like Hercules, you lift burdens too heavy for most men,  
You have turned nightmares into resting places for wheels and weary feet,  
Turning despair into golden fields of hope.  
Like Achilles before the walls of Troy,  
You stand unyielding against the ruin that threatens your land,

In life, great destinies are not carved in moments of brilliance, but in the quiet repetition of disciplined choices. When the soul meets the schedule, discipline becomes the unseen hand that tunes the strings of destiny. While the world waits for miracles, the self-disciplined individuals are quietly manufacturing them; brick by brick, dawn after dawn. In the theatre of life, talent may write the script, but it takes discipline to perform the play.

Self-discipline is that invisible sculptor, chiselling away distraction, polishing persistence, and shaping the future we desire. In a world obsessed with instant gratification, discipline may appear old-fashioned, a relic of an era that celebrated tolerance and diligence. Yet, behavioural psychology and neuroscience affirm what ancient wisdom already knew. Our daily habits don’t just influence our lives; they also define them.

Science reveals that self-discipline is not a mystical gift, but a measurable function of the brain and the mind’s hidden machinery. The prefrontal cortex of our brain is where thoughts wrestle with temptation, while good reasoning steadies the restless limbic pulse. Thus, the disciplined are not born different, they simply train their neurons to obey a higher calling.

Every time we resist a temptation, delay gratification, or push ourselves to complete a task, we strengthen neural pathways that make such control easier the next time. But in contrast, the brain’s limbic system which craves pleasure and avoids pain constantly tempts us with immediate rewards. The daily battle between the prefrontal cortex and the limbic system is, in essence, the science of self-discipline.

A single act of self-control is a spark, and a habit is the flame that endures. For instance, waking early may initially feel like a struggle, but when such an act is repeated over a period of weeks, it becomes an effortless routine that frees mental space for creativity and purpose. The same principle also helps govern everything we do from learning to save money to maintaining fitness and studying. 

It may sound ironic, but self-discipline breeds freedom because when you control your impulses, you control your time, energy, and outcomes. But without discipline, life becomes a series of reactions such as drifting wherever your moods, feelings or circumstances push you. In the end, destiny is not written in the stars, it is written in our habits. Likewise, every act of self-discipline, however small, is a brushstroke on the canvas of the life we are creating.

Discipline thrives in the right environment. Remove distractions, create reminders, and surround yourself with mentors, friends, or visual cues that keep your goal visible.

INEC: TINUBU SWEARS IN NEW CHAIRMAN, TASKS HIM ON ELECTORAL INTEGRITY

• As Amupitan Assunes Duty, Demands Staff Unity To Boost Electoral Confidence

President Bola Ahmed Tinubu on Thursday charged the newly sworn-in Chairman of the Independent National Electoral Commission (INEC), Professor Joash Ojo Amupitan, SAN to protect and improve the integrity of Nigeria’s electoral system in order to strengthen the nation’s democracy.

The President gave the charge at the State House while inaugurating the new INEC Chairman ahead of the National Economic Council (NEC) meeting. 

He urged Professor Amupitan to uphold transparency, fairness and credibility in the conduct of elections.
President Tinubu noted that the future of Nigeria’s democratic development depends largely on the commission’s integrity.

Thereafter, the Chairman of INEC, Professor Amupitan, SAN, formally assumed office and described his appointment as a divine mandate to service.

He spoke at INEC headquarters office shortly after the Acting Chairman Mrs. May Agbamuche-Mbu performed a formal handover to him.

Professor Amupitan vowed to uphold integrity, transparency, and discipline in the management of Nigeria’s electoral process.

He charged staff to "break down silos" and foster open communication to create an environment where every voice is heard and valued.

The new INEC chairman also stressed that sure internal synergy was crucial for strengthening democracy and restoring national electoral confidence, which has been impacted by voter apathy.

He identified the upcoming Anambra State Governorship Election, scheduled for 8th November 2025, as a "pivotal opportunity" for INEC to demonstrate its commitment to free and fair elections.

Professor Amupitan also announced that staff welfare would be a top priority, promising to be just and fair in meeting staff expectations given the high demands expected of them.

In her handover address,Acting Chairman Mrs. May Agbamuche-Mbu noted that Professor Amupitan was "assuming office at a most crucial time" as preparations for the Anambra poll reach their final stage.
The ceremony was attended by a high-powered delegation from the University of Jos, the Chairman's alma mater, along with his wife, Professor Yemisi Amupitan, and their children.

Mulade Applauds Gov. Oborevwori for Massive Projects in Delta State, Appeals for Riverine lnfrastructural Revolution in the 2026 Budget

A Delta State-born renowned peace and development advocate Comrade Mulade Sheriff, Ph.D has commended His Excellency, Rt Hon Sheriff Oborevwori, Executive Governor of Delta State for the  infrastructural revolution in the state.

It is imperative to state that, the governor has won the heart of Deltans for his developmental strides, irrespective of political affiliation. 

'let me specifically appreciate the governor once again for using construction giant Julius Berger Plc for the three flyovers situated in Uvwie Local Government Area around Warri axis of the State and the proposed Ughelli and Agbor flyovers to ease traffic flow in those areas", he noted.

"Let me use this opportunity to sincerely appeal on behalf of the good and peace loving people of Ijaw and Itsekiri ethnic nationalities that the 2026 Delta State budget must give critical consideration to the people by accommodating the Ayakoromo bridge, Torugbene-Ojobo road project, Omadino-Okerenkoko-Kokodiagbene- Escravos Road etc. These areas deserves development beyond just elections and vote-seeking in 2027 and beyond.

"Your Excellency, it is worthy of note that the riverine areas are tired of 1 or 2km concrete walk-ways in their communities regarded as roads rather we need the coastal communities/areas to be connected to the upland for economy viability and growth", he emphasized.

Just-ln: Niger Delta Right Watch Condemns NDPA’s Misleading Remarks — Says Tantita Security Has Redefined National Security and Community Empowerment

Ogbe-Ijoh, Warri — The Niger Delta Right Watch (NDRW) has strongly condemned the recent statement by the Niger Delta Progressive Alliance (NDPA) commending Pipeline Infrastructure Nigeria Limited (PINL) while challenging Tantita Security Services Nigeria Limited (TANTITA) to adopt a so-called “people-focused surveillance framework.”
In a swift rebuttal, NDRW described NDPA’s comments as uninformed, misleading and dismissive of the unparalleled impact TANTITA has had on both Nigeria’s energy security and the socio-economic transformation of the Niger Delta.
 
Tantita: The Turning Point in Nigeria’s Energy Recovery:

According to the group, said: “No private security outfit in Nigeria’s history has delivered measurable, life-changing results like Tantita Security Services.”
Under its operations, Nigeria’s crude oil output, which had plunged below 900,000 barrels per day due to rampant theft and sabotage has rebounded to over 1.7 million barrels per day. This historic recovery restored billions in national revenue and stabilized the country’s energy-dependent economy.
Tantita’s decisive actions, in partnership with the Nigerian Navy, NNPC Limited and other security agencies, have dismantled hundreds of illegal refineries, neutralized oil theft cartels and reclaimed waterways once controlled by criminal syndicates, NDRW stated.
“These achievements are not theoretical but are verifiable milestones that have reshaped the nation’s economic trajectory,” the group added.
 
Community Empowerment Through Inclusion, Not Tokenism:
NDRW emphasized that Tantita’s approach to security is inherently people-focused, anchored on local empowerment and trust-building rather than superficial gestures.
“Thousands of Niger Delta youths have been gainfully employed, retrained and reintegrated into legitimate work. That is real empowerment, not handouts or ceremonial scholarships,” the statement noted.
By transforming former participants in illegal bunkering into lawful protectors of national assets, Tantita has fostered genuine peace, dignity and inclusion in host communities.
 
Setting the Record Straight:

NDRW asserted that comparing PINL to Tantita’s far-reaching achievements is “an exercise in false equivalence.”
“Security without measurable impact is symbolism. Tantita delivers substance protecting Nigeria’s lifeblood, restoring fiscal stability and empowering communities from the ground up,” the group said.
It further urged advocacy groups to prioritize truth over peanuts and politics and recognize Tantita’s results-driven model as the standard for private security and community engagement in the Niger Delta.
 
Commitment to Peace and National Interest:

NDRW reaffirmed its support for Tantita Security Services, describing the company as “the singular catalyst that restored sanity to the Niger Delta’s oil corridors and integrity to Nigeria’s global energy reputation.”

DR. OTUARO—THE BEACON OF HOPE IN THE NIGER DELTA__The man who remembers the widows, children of the fallen heroes of the struggle

He came like the morning sun stretching its golden fingers across the calm waters,  
carrying a lantern of compassion to light the paths of the people.  
With steady feet and a warm heart,  
Chief Dr. Dennis Burutu Otuaro stepped into the seat of leadership in the Presidential Amnesty Programme,  
and became the gardener of hopes,  
watering the dreams of youth, women, widows, and ex-agitators  
until they began to bloom in the soil of possibility.  

In the classroom of vision, he was the headmaster of change.  
Scholarship opportunities grew from 1,700 to 2,500,  
spreading like rivers into every part of the Niger Delta  
and touching students from many ethnic groups and states.  
A hundred young souls learned the language of the sea,  
training in maritime skills to steer ships and build careers.  
Four pilots received their wings in faraway South Africa,  
forty-five trained in aviation engineering until they could work with the engines of the sky.  
In workshops and training centers,  
he gave ex-agitators tools for building instead of tools for destruction,  
turning restless waves into calm waters.  

He remembered the women... 
those silent pillars who carried the weight of stormy days,  
whose tears mingled with the rivers during the years of agitation.  
For the first time since the birth of the amnesty programme,  
he invited them into the council of decision-makers.  
Seven hundred and eighty mothers stepped into the arena 
one thousand three hundred and eighty-nine women trained for trades,  
and a thousand found the gift of economic empowerment,  
earning to feed their homes and nurture their children.  
He gave them strength for their hands,  
confidence for their hearts,  
and peace for their communities.  

His plans are like heavy fruits hanging from the tree of tomorrow,  
each one ready to feed the land with progress.  
Vocational skills for the unemployed young men and women,  
computer training for the rural youth  
so they can pass exams and climb the ladder of education,  
grants for mothers to strengthen the fires in their kitchen and the smiles in their homes.  
Craft centers to awaken talents sleeping in idle hands,  
agriculture projects to make the women of the Delta  
farmers, fishers, and business owners in their own right.  
Leadership training for ex-agitators and community guardians,  
unity woven into every initiative so no one is left behind.  
And above all, programmes to keep the youth away from drugs and the trap of hopelessness,  
replacing weakness with the dignity of work.  

He wears compassion like a royal robe,  
his crown is the trust of the people,  
his idea is the transformation he brings to their lives.  
He serves not for self,  
but for the fisherman’s child who dreams of becoming a pilot,  
for the widow who needs a lamp when her night is long,  
for the ex-agitator who now wants nothing more than a hammer and nails and tools to build a future.  

Dr.  Otuaro, you are the guiding light in the creeks,  
the captain whose boat is filled not with cargo but with hope,  
the farmer who plants peace in the heart of the Delta,  
the bridge that connects dreams to reality.  
Your name rolls in the wind like a sweet song heard at sunrise,  
and your works are written in the waters where they will never wash away.  

May the seas be gentle under your oars,  
may the stars keep watch over your journey,  
and may your vision reach the shore of fulfilment without delay.  
We, the people of the Niger Delta,  
stand in your tide with voices of gratitude,  
clapping our hands like the drums of celebration,

Kalm Marine debunks false land ownership claims, cites court ruling, advices aggrieved parties to settle amicably wittout conflict

Kalm Marine and Petroleum Services Limited, an indigenous oil company operating in Delta State, Nigeria, has condemned a recent invasion of its operational facility at Ogbanabou Marginal Field in Warri South-West Local Government Area. 

According to a press statement, which was signed by the management and a copy was sent to PEBNEWS said, the attack, carried out on July 26, 2025, by individuals falsely claiming to represent Ogbanabou Federated Communities-Diebiri Clan, is seen as an unwarranted disruption to the company's operations.

Statement in full:

Kalm Marine and Petroleum Services Limited, an indigenous oil company is suffering persistent attacks by a faceless group claiming to be land owners.

On the 26th of July 2025, certain persons claiming to be representatives of a non-existent Ogbanabou Federated Communities-Diebiri Clan, invaded Kalm Marine’s operational facility at PPL 213, located at Ogbanabou Marginal Field in Warri South-West Local Government Area, Delta State. Prior to that incident, Kalm Marine and Petroleum Services Limited had operated without a single community related or other incident for over two years. 

These persons who previously had been dealing with KMSPL as an impacted community known as Efietonghan family, which is a part of the Diebiri Clan (Diebiri Town) in Warri South-West Local Government Area, Delta State, are the same person’s now masquerading themselves as Ogbanabou Federated Communities-Diebiri Clan.

Prior to the commencement of operations, and in line with the best stakeholder management protocols of Kalm Marine and Petroleum Services Limited, reviewed documentation received from her predecessor-in-title to the asset (Ogbanabou Marginal Field), and engaged with all communities in the vicinity. Following this individual engagement, On the 8th of August 2023, KMPSL conveyed a joint engagement with stakeholders of the various communities identified in the vicinity of the facility. That meeting crystallized the company’s operational policy for community management. 

In that meeting, Pastor Samuel Ako and Mr. Henry Suoware of Efietonghan family and Mr. Orubu Emmanuel (the then Chairman of Diebiri Clan), agreed that Efietonghan family should be included as stakeholders representing Diebiri Clan (Diebiri Town), as it was their tradition to do things communally. Consequently, KMPSL has been dealing with Efietonghan family of Diebiri Clan as an impacted community in the Ogbanabou Marginal Field operations. 

The consensus reached by the joined stakeholders meeting of 8th August 2023 was that Ijansa/ Ijelejele/ Ikeremor is the primary host community to KMPSL’s operational location in PPL 213, and the other communities and families should be carried along as impacted communities.

Based on this consensus, a series of Needs Assessments were carried out between October to December 2023, in which all communities, including the host and impacted communities participated voluntarily. Their needs were assessed and inputted into the Host Community Development Trust process and registration. The Efietonghan family also benefited from payments to impacted communities, which they continued to receive while work was ongoing at the location.

Following the Needs Assessments process, the Host Community Development Trust registration process was commenced, culminated in the registration of the Ijansa/Ijelejele/Ikeremor Host Community Development Trust. The process was completed on the 20th of January 2025, and the Board of Trustees (BOT) inaugurated on the 20th of March, 2025. These 
painstaking processes were completed without objection or challenge from any stakeholder or impacted communities. On this basis, Kalm Marine and Petroleum Services Limited has continued to deal with all her host and impacted communities.

Kalm Marine and Petroleum Services Limited is committed to maintaining good working relationships with all communities, whether host or impacted. In this regard, it has continued to provide material support to communities outside of the statutory Host Community Development Trust obligations.

Therefore, the invasion of its operational base on the 26th of July 2025, by persons claiming to be members of the non-existent Ogbanabou Federated Communities-Diebiri Clan, is an unwarranted and unjustified attempt to coarse the management of KMPSL to go outside the procedures of the PIA 2021 and Joint Stakeholder consensus of 8th August, 2023, by some faceless 
persons. It is noteworthy that this change in behavior of leaders of the Efietonghan family of Diebiri Clan (Diebiri Town) coincides with the change in leadership of Diebiri Clan. Persons who had previously been introduced to KMPSL as the new leaders of Diebiri Clan turned around to make demands as leaders of a non-existent Ogbanabou Federated Communities-Diebiri Clan. This explains why they were granted peaceful access to our operational base, only for them to unfurl placards and make unsubstantiated claims.

The management of Kalm Marine and Petroleum Services Limited, is fortified in its position stated above by the facts of a case decided by the Court of Appeal, 3 decades ago in Appeal No: CA/B/137/87 between Chief Kenerkedi Bebeakeie and 2 Ors v. Alokpa Olioki and 4 Ors, which settled the ownership of land amongst the various communities in the vicinity. It may interest the public to know that the Efietonghan family of Diebiri community (in that case), chose to bear witness in favour of the 3rd party challengers who lost 
the case.

It is thus curious that persons who are now claiming to be owners of land and disrupting our operations 3 decades ago chose to be witnesses rather than claimants.

We have again received threats from the perpetrators of the last invasion, giving ultimatums, and stating their wish to close down our operational 
facility at Ogbanabou Marginal Field. 

Please be advised that Kalm Marine and Petroleum Services Limited, is duly authorized to carry out its activities under all applicable laws, licenses, and approvals. Any attempt by individuals or groups to disrupt, hinder, or unlawfully interfere with our operations, constitutes a violation of the law and will be resisted within the ambits of the law. Relevant security agencies 
have been contacted.

Nevertheless, Kalm Marine and Petroleum Services Limited will continue to maintain good working relationships with all parties and will continue to advice all parties who had grievances to settle their differences amicably.
