Delta State Govt Warns Against Indiscriminate Dumping of Waste and Illegal Structures On Walkways In Warri Metropolis

Delta State Govt Warns Against Indiscriminate Dumping of Waste and Illegal Structures On Walkways In Warri Metropolis

Warri_____ Chairman of the state Environment Taskforce, Honorable Sylvester Oromoni has again warned residents of Warri and Uvwie against illegal dumping of waste particularly on undeveloped plots of land.

Speaking when the Taskforce visited Atamakolomi Street layout Enerhen, where an undeveloped plot of land in the area has been converted to a refuse dump site, the Taskforce Chairman said the condition would no longer be accepted as there was now a provision for proper refuse disposal.

Oromoni explained that every one was supposed to key into the plan of the Government on proper waste disposal noting that private Waste Collectors have been engaged to collect refuse from premises to designated dump sites.

“We cannot allow people to continue as if we are in the old order where they dispose refuse in every empty space they find around them, Oromoni stated.

“Take a look at the kind of refuse people are disposing, most of them are hazardous materials which can cause harm to people and the environment. These are things that need to be properly disposed ', he explained.

He added that people should patronize Private waste collectors who will in turn take the waste to designated places.

“It is supposed to be a win win situation to every one, Oromoni added.

He said if waste disposal is properly done as government envisioned, the environment will be cleaner, the people healthier and employment will be created for a good number of people.

Chairman of the community, Matthew Emeka who expressed displeasure at the unhealthy nature of the plot where people have been dumping refuse illegally said it was because many of those in the area have refused to patronize the private waste collectors and would rather dump their waste on any available space.

He said the visit of the Taskforce will be a turning point for those dumping waste illegally in the area as it will serve as a warning for them to desist and start patronizing the PSP.

The landlords and tenants were therefore advised to avoid this by carrying out checks to prospective tenants to ensure their sites will not be used as part of an illegal waste operation and they should also patronise the private waste collectors

During the visit which was led by Senior Special Assistant on Special Duties to the Governor Honorable Igho Akpojotor and the State Taskforce Coordinator, Comrade Kingsley Iweka, the people were told to comply with environmental laws and stop illegal waste dumping as marshals have been positioned to apprehend violators.

Honorable Akpojotor warned that anyone caught will be prosecuted and made to pay a huge fine or go to jail.

The Taskforce also noticed that waste water from some homes have been channeled into adjourning streets while toilet effluents were discharging directly into the street.

Most of the toilets were found to have been illegally constructed on walkways.

Owner of such structures were given 14 days abatement notice to stop the nuisance and remove the structures.

Some residents of the area had complained that the sight and stench from the effluents discharged from the toilets was a cause of concern to them as it had the potential of causing an epidemic among children in the area.

The structures also made the road narrow and usually disrupt vehicular movement in the area.

Dr. Akpo Onduku Pays A Glowing Tribute To Former lNC President, Late Prof. Kimse Okoko

Dr. Akpo Onduku Pays A Glowing Tribute To Former lNC President, Late Prof. Kimse Okoko

.... Narrates Three Defining Moments He Had with The Emeritus Professor

Late Prof. Kimse Okoko died at age 80 this past Sunday. He was an Emeritus Professor of Political Science with the University of Port Harcourt. Among other things, Professor Okoko served as Pro-Chancellor of University of Uyo and the Niger Delta University in Wilberforce Island, Amassoma, Bayelsa State, Nigeria.

My first special encounter with him was at the Shell Petroleum Development Company (SPDC), Warri, Nigeria. This should be around 1997. He was undertaking a sabbatical assignment while I was engaged on a postgraduate research on oil companies and community relations.  He was quick and willing to assist my research by directing me to appropriate data. I later concluded my research at the Nigeria Institute of International Affairs (NIIA) in Lagos.

My second special encounter was at his office in the Department of Political Science and Administration Studies, University of Port Harcourt. This should be around 1998. I had gone there to pick up a doctoral application form. Again, he was very helpful. After a tour of the faculty, I opted back to my alma mater, which was University of Benin, to enrol for international relations.

My third special encounter was in his hotel room in New Jersey, USA in 2006 after a Niger Delta Summit. By this time, I was residing in Miami, Florida where I had completed a degree in International Human Rights Law after my doctorate in the United Kingdom. He was interested in my coming over to join the faculty of the Niger Delta University in Bayelsa State. He requested for my CV and next was a request from the Vice Chancellor, Professor Ikporukpo. This indicated that he had forwarded my CV to the Vice Chancellor for employment. This to me was a rare honour.  I had a choice of another university, a private university in Lagos acclaimed to be the best citadel of learning in the country. By this time, I had been contacted and interviewed by a Panel of the university including the Vice Chancellor, Professor A. Obayan, the Registrar, the Dean and the Head of the Department of International Studies of Covenant University in Ota, Lagos. We had agreed for a telephone interview since I was based in the United States and it was professionally conducted.

So, when I finally considered jumping on the plane to Nigeria, it was quite a dilemma for me to consider Covenant University or Niger Delta University. I did get to meet Professor Ikporukpo in February 2008 at the Niger Delta University and the necessary applications were made. On that day, I remember meeting a friend, Professor Augustine Ikein of Delaware State University, USA in the VC’s office and we drove together in his hired car to Port Harcourt after our activities on the working day. Professor Ikein had published one of my articles as a chapter in his book ‘Oil, Democracy and the Promise of True Federalism in Nigeria’.

This was co-authored with D. S.P. Alamieyeseigha and Steve Azaiki in 2006.

Thank God for the pastoral calling that came top in my considerations.  In all, the late Professor Kimse Okoko was a good man. When I heard of his son’s death earlier this year, I was grieved. May God’s grace and peace abound onto the entire family in Jesus name.

Urhobo Nation Makes Move For State Creation, As DSP. Omo-Agege Charges Them To Lobby Other Geo-Political Zones, Lawmakers To Actualize Dream

Urhobo Nation Makes Move For State Creation, As DSP. Omo-Agege Charges Them To Lobby Other Geo-Political Zones, Lawmakers To Actualize Dream

Francis Tayor

Abuja_____The Deputy President of the Senate and Chairman, Senate Committee on Constitution Review, Senator Ovie Omo-Agege has called on Nigerians agitating for state creation to reach out to elected representatives and groups from other geopolitical zones in the country.

This, he said, is to get the buy-in of other legislators and groups, especially as they are key in determining if such demands will see the light of the day in the ongoing Constitution amendment exercise.

Senator Omo-Agege stated this on Wednesday in Abuja when he hosted the apex socio-cultural umbrella body of Urhobo people, Urhobo Progress Union (UPU).

The Delta Central lawmaker said: "Let me also make this clear that the constitutional review exercise is not a tea party by any means. It is a very tedious exercise. If you check Section 9 of the Constitution, it lays out a very difficult procedure that you must go through before you can achieve success with respect to the amendment.

"I don't know what is in your submission but what I hear from the grapevine is that there is the likelihood that UPU is asking for a state. If that is right, I am sure you also know the provisions of Section 8 of the Constitution. That is even more tedious than every other procedure because unlike other sections of the Constitution that recognises a constitution amendment bill to pass with two-third majority of both chambers here and two-thirds majority of state assembly, for state creation, which is under Section 8, it requires four-fifth of majority. Even more majority than the regular two-third.

"But that is not to say it is impossible. If the demand is genuine and legitimate, there is no reason why it should not succeed. But you have to do the needful. You have to reach out to others. You have to lobby as to why this should be the case.

"As the Chairman of this committee, I am not supposed to take a position. You have to reach out to people, different geopolitical zones and make your case. If they see the merit in your argument, then they could, acting through their members in the House of Representatives and Senate, go with you and vote in support. You have to go out and lobby. You don't stay at home and they reward you with a free state. It is only in the military that states are created by Fiat. But under democratic set up in the 1999 Constitution (as amended), the procedures are well laid out under Section 9 of the Constitution.

"So I like to believe that before making this submission, I assume you have your Legal Adviser in the UPU who may have taken you through some of the processes that you have to go through. But as for us in the National Assembly, you can always count on our support because you sent us here".

He assured the UPU representatives that federal lawmakers from the area would not support anti-Urhobo legislations in the National Assembly.

He said: "As the representative of the people, we recognise and acknowledge that sovereign power resides with the people at home. They were the ones who sent us here. Without them, there will be no Deputy President of the Senate. There will be no member representing Okpe/Sapele/Uvwie Federal Constituency, neither will there be a member representing Ughelli North/Ughelli South/Udu Federal Constituency. So, power resides with our people.

"The consequence of that is we will do what our people want. We will do what is expected of us. We will be guided by the content of your submission".

Members of the House of Representatives from Delta Central including Hon. Francis Ejiroghene Waive (Ughelli North/Ughelli South/Udu Federal Constituency) and Hon. Efe Afe (Okpe/Sapele/Uvwie Federal Constituency) joined Senator Ovie Omo-Agege in receiving the guests.

Earlier, leader of the group and Okobaro of Ughievwen Kingdom, HRM Dr. Mathew Ediri Egbi (JP), Owahwa II said they decided to pay a courtesy call on the Deputy President of the Senate after submitting their memorandum to the Secretatiat of the Constitution Review Committee.

He urged the lawmaker to always protect the interess of Urhobos using his position as the nation's Number Six Citizen.

Delta Council Poll: Prince Abraham Kokoimgbi Declares Interest For Burutu Council Chairmanship Race, Visits Home Town

Francis Tayor

Warri_____ A youth leader in the Peoples Democratic Party, PDP Comrade Prince. Abraham Kokoimgbi has declared interest for the chairmanship position of Burutu Local Government Council comes 2021.

Prince Abraham made the declaration on Sunday 6th September, at his country home Agbodobiri and Egodor stated that his ambition was spurred up by the slow pace of development in Burutu council area despite the huge federal monthly allocation accrued to the LGA.

He stressed that he has all it takes to serve the good people of Burutu through transparent effective service delivery to the masses, saying Burutu island deserves the best owing to the robust monthly revenue generation to the state and federation account.

The Agbodobiri born grassroot politician said he had served the Peoples Democratic Party, PDP in Burutu and Delta State faithfully over the years, hence it is time for the leaders as well as stakeholders of the party to give him the mandate to pilot the affairs of Burutu council in the forthcoming political dispensation.

He therefore, appealed to Burutu youths to stand by him, stressing that he will not disappoint them when given the opportunity to serve, the statement adds.

However, high point of the occasion was the offer of prayer of success by the Amakosuwei's of both Agbodobiri and Egodor communities, Pa. Johnson Agogo and Pa. Alemufe Yormu for their son ahead of the forthcoming council polls across the state.

Asaba____  Gov. Ifeanyi Okowa of Delta has inaugurated the first Assembly of the State’s Youth Parliament with Dr George Ohwoekvwo and Miss Gloria Obuseh emerging Speaker and Deputy Speaker respectively.

Ohwoekvwo represents Ughelli North I Constituency, while Obuseh represents Ika South constituency as members were drawn from the 29 constituencies in the state.

The governor, represented by his Senior Political Adviser, Hon. Funkekeme Solomon performed the function on Tuesday at the State House of Assembly Complex in Asaba.

Mr. Ohwoekvwo’s emergence as speaker was unanimously adopted following his nomination by the member-elect representing Ika North East Constituency in the youth parliament, Mr Kingsley Bamah.

The speaker’s nomination was seconded by the member representing Warri South II Constituency in the parliament, Mr Oghenetejiri Eminokanju.

In same vein, the nomination of Obuseh as deputy speaker was unanimously adopted by the Parliament following a motion moved by the member representing Ukwuani constituency, Miss Vera Enubianozor, which was seconded by Mr Joshua Kprake, member representing Udu constituency.

Okowa congratulated the parliament and charged them to continue to promote peace and unity across the state and country at large.

But, in a swift reaction, a student leader and popular activist in the state, DIO, Oghale Emeka Rex, has described the selection process as fraudulent.

In a press statement, Rex alleged that the “Delta State Youth Assembly is a misplaced priority,” adding that what played out during the said election was “a show of shame by Delta Lawmakers and the Youths Commissioner, Comr. Ifeanyi Michael Egwunyenga.”

He said: “It is so shameful and pathetic how Delta lawmakers could stoop so low just to hijack the Delta Youths Parliament and turn it to an empowerment program for their loyalists. The Delta State youth parliament which was established by the ministry for youths development about four months ago will not see the light of the day as the whole process has been hijacked, bastardized and politicized.

“It is so unfortunate that after stating that the age bracket for qualification was 18-26years old, we still have youths above 28 years inaugurated as members of the parliament. It’s sad to also note that the foundation process of the supposed youths assembly is faulty and will not hold any water as we the Delta youths will surely revolt against this ungodly act.

“The basis of selection wasn’t on merit rather was given as slot to members of the Delta State House of Assembly after teeming young Deltans has shown interest and participated in the examination and screening process.”

He added: “The Governor of Delta state should as matter of urgency call to order the Hon Commissioner for Youths Development as no one is more Deltan than the other.

“The formation of the youths parliament is in consonance with the United Nations charter on youths development and in pursuant of the resolutions of the Commonwealth heads of government meeting in 2005,” adding that with what played out in Delta, the purpose has been defeated.

“We the youths are the voice of the society and as leaders of tomorrow all we need is a strong representation not a puppet or a political stooge. It is high time the appointees of the government and house members understand that politics must not be played in everything; you cannot give us a representative rather we should vote for ourselves who will represent us,” he stated.

According to him, “the Hon Commissioner for youths development has failed the entire youths in Delta State and this shenanigan and purported parliament will not stand.”

Speaking further, he said: “The Hon commissioner and his co-travellers should be called to order by the executive governor; the youths parliament should be reviewed as we demand to see a transparent process and scores of those who participated in the examination.”

Rex said that if the issue is not addressed, “he will mobilise youths in the state that do not have a political godfather to demand for the removal of the Honourable Commissioner for Youth Development and also create a parallel youth parliament, he stated.”
