The Niger Delta region of Nigeria as the economic life wire of the Country has not known peace since the birth of Nigeria. The scramble for development due to the years of gross neglect and criminal balkanisation of the oil-rich region has resulted into socio-economic crisis between the warring and restive youths of the region and the Federal Government of Nigeria.

At the point of independent, prominent Niger Delta leaders such as Pa Harold Dapper Biriye of blessed memory agitated that the independence of Nigeria without the Niger Delta region being given any special status means that the minority ethnic groups will have no future in the Country. The colonial government considered his position and thus, set up the historic Henry Willink Commission of Inquiry in 1958 to look into the grouse of the Niger Delta people.

The Committee submitted its report with a recommendation amongst others to declare Niger Delta "A Special Area" for development. The Government of Alhaji Tafawa Balewa on when Nigeria had gotten independence, set up the Niger Delta Development Board (NDDB) in compliance with the recommendations of the Willink Commission in the 60s.

While the then Head of the Government, Alhaji Tafawa Belewa sourcing for how to fund the newly established Board, the military boys overthrew the Government and killed the then Niger Delta Messiah, according to Major Boro in the process.
This made the seemingly frustrated Isaac Adaka Jasper Boro to declare Niger Delta a Republic from the oppressive Nigeria in February, 1966. Though his revolution was crushed within 12 days by the federal forces, his armed campaign gave birth to Rivers State in 1967.

Even with the creation of Bendel and Rivers States which gave some level of political autonomies to the core and geographic Niger Delta region, the area was still largely underdeveloped. This made the youths of the region to become increasingly agitated on seeing the people living in squalor and abject poverty in the midst of the economic wealth that is feeding the Country.

In the early 90s, a nonviolence campaign was launched by Ogoni people led by an Environmentalist, late Kenule Saro-Wiwa. He externalised the agitation for economic autonomy for the Niger Delta region through the platform of the Movement for the Survival of Ogoni People (MOSOP). Himself and nine other Ogoni comrades were gruesomely executed by Gen. Sani Abacha (late) through some trump up charges of murder.

On the 21st of March, 1993, another deadlier group sprung up, called: *Movement for the Survival of Ijaw Ethnic Nationality in the Niger Delta (MOSIEND)*. MOSEIND drew its inspiration from the heroic exploits of MOSOP and its martyred leader, Ken. Saro-Wiwa. Some leading members of MOSIEND were T. K. Ogoriba, Patric Aya-ebi Dimaro, Uzutu Nabodi, Marshal Kunoun, D. D. Kalasuo, Oyinfie Jonjon, Kime Engozu,

Others are: Patrick A. Ziakede, Welman Warri, Ambah Binaebi, P. K. James, Canus Robinhood, Nelson Douglas, Asari-Dokubo, Malin Angha, James Samson, Ceylon Okpokpo, Owei Bosini, Captain Goodluck, Dan Daniel, P. C. Dikpein, Pedro Igom, Harrow Zuokumor, Bolous Indiamaowei, Sgt Weri Digifa among others. Their agitation compelled Gen. Ibrahim Badamosi Babangida (rtd) as the then military President to establish the Oil Mineral Producing Areas Development Commission (OMPADEC) in 1993. However, politicians from the Niger Delta region killed the vision of OMPADEC by turning it into a looting spree.

While MOSIEND was engaging the Federal Government in violent confrontations, other groups came up such as: Environmental Rights Action (ERA) led by late Barr. Oronto Douglas, ND-NERO, Arogbo Freedom Fighters led by Hon. Kingsley KuKu, Febagha Ogbo of Okerenkoko led by Government Ekpemupolo, Meinbutus led by Lawrence Akpeti, Ebis Moni, Hendrick Okpukeme, Dibi Yinkore, Chikoko Movement led by late Barr. Oronto Douglas amongst others.

All the above groups and others gathered at Kaiama town in Bayelsa State in December, 1998 and resolved to form a unified body through the declaration of Charter of Vision, christened the "Kaiama Declaration " with demands to have control of all natural resources within Ijaw lands and same applied to other Niger Delta tribes. This gathering of the youths at Kaiama town gave birth to the Ijaw Youth Council (IYC) in 1998.

This declaration was greeted with peaceful protest by all the participating groups. The Federal Government of Nigeria according to Human Right Watch declared state of emergency in the Niger Delta region. In consequence of the government's declaration, warships were deployed to the region, while contingent of armed forces deployed to the Niger Delta to quell the peaceful agitations open fire on the protesting youths at Kaiama, Yenagoa, Warri and Imbiama, etc while women in those towns were serially raped and brutalised by the invading soldiers.

Over two hundred youths lost their lives according to Human Rights Watch report on the Niger Delta crisis in 1999. The tension in the region and the international concerns about the plight of the beleaguered Niger Delta people whose youths were daily wasted in congealed blood by the marauding Nigerian armed forces, forced former President Olusegun Obasanjo to establish the political Niger Delta Development Commission (NDDC) which erroneously tagged all oil producing States as Niger Delta.

Miffed by the politicisation of the development of the original Niger Delta region, other aggressive but well sophisticated groups came up at the aftermath of the establishment of NDDC. Prominent of such bodies were: Federated Niger Delta Ijaw Communities (FNDIC), South South Liberation Movement (SSLM), Coalition of Militants' Action (COMA), Joint Revolutionary Council (JRC), Martyrs Brigade, Niger Delta Peoples Volunteers Front (NDPVF), Klankes Konfraternity, Idwini Salvation Front, etc.

In a bid to douse the tension posed by these groups, OBJ set up a Security Committee on Oil Producing Areas led by Lt. Gen. Alexandra Ogomudia. The Committee presented a landmark Report to the Federal Government on the 19th of February, 2002. However, the Government consigned it to the dustbin. The followings were the recommendations of the Committee.

Increase of Revenue Allocation Formula to 50% to pacify the people and promote accelerated development;

Resolution of dichotomy between “on-shore” and “off-shore” urgently’

Construction of Lagos-Calabar Road to pass through Ogun, Ondo, Edo, Delta, Bayelsa, Rivers, Akwa-Ibom and Cross River States;

Mass Coastal-Marine Transport System for Oil Producing Areas;

Prompt payment of compensation to local communities for Oil Spillage;

Transparency in utilization by State Governments of allocated funds;

Constant Dialogue between communities and Oil Companies with State and Local Government Area representatives as moderators;

Establishment of an integrated Oil Producing Areas Security and Safety System with a National Maritime Operating Centre linked to all Security Agencies nationwide;

Maintenance of all pipelines in accordance with international standards and statutory requirements to ensure integrity of the pipelines and prevent ruptures;

Control of environmental problems such as pollution, oil spills, gas flaring and effluent discharge;

Reduction in “militarization” of the Niger Delta;

Measures to ensure “effective representation at the Federal Level” of Oil Producing Areas;

Abrogation of such outmoded laws, such as: The Oil Pipelines Act, 1959; Oil Terminal Dues Act, 1965; Land Use Act, 1978; Associated Gas Re-injection Act, 1979; among others;
Correction of wrong naming of Oil Wells, fields and flow-stations which caused frequent conflict between Communities and Oil Companies;

Sovereign National Conference;

Resource Control; and

Making State Governments the focus for resolving all Community Crisis as each Governor is the Chief Security Officer of his State.

OBJ's rejection of the above recommendations later heighten the security situations in the region. The same with series of events gave birth to the most sophisticated militants' group named: Movement for the Emancipation of Niger Delta (MEND). MEND engaged the Nigerian military in a bloody oil war for four years with both sides recorded casualties in no smaller measures. Late President Yar'Adua in his magnanimity granted the militants a presidential amnesty which ultimately put an end to all armed agitations in the region.

Through MEND's struggle, the Ministry of Niger Delta Affairs (MNDA) and the Presidential Amnesty Programme (PAP) were established with Niger Delta people appointed at all times to man the offices. The results we get instead of developing the region are massive looting of the treasuries.

The MNDA since its creation in 2008 has not completed any single projects in the region despite the billions of naira budgeted to it. NDDC has mounds of abandoned projects littered in the entire Niger Delta region, while the Amnesty Programme has lost focus of its Disarmament, Demobilization, Reintegration and Rehabilitation programmes.

These bodies were established with the blood of thousands of youths who laid down their lives for the economic-cum political freedom of the region. Over five hundred Ijaw communities were burnt down by the invasions of the Nigerian military. So many Niger Delta people are still living with the sorry tale of the military bombardments during the agitations, with many lost their loved ones to the Struggle.

The benefits we get from political opportunists who have been appointed into these offices from inception are pillaging of our common patrimony, while the region still lives in gross underdevelopments. What a self-inflicted pain?

The planned nationwide protest over bad governance and economic hardship, slated for August is gaining momentum in the nation.

The protest will occur across all states and in Abuja, the capital.

Recent increases in food and basic commodity prices have exacerbated Nigeria’s inflation and economic woes. This crisis follows the government’s removal of petrol subsidies and the adjustment of foreign exchange rates.

In response, Nigerians are preparing to protest in large numbers to voice their discontent.

Protesters have outlined their demands, vowing to persist until significant changes are enacted. They have emphasized that any harm to protesters will escalate their demands to the resignation of Tinubu and his cabinet.
The protesters’ demands include:

1. Fuel Price Reduction: They want petrol prices reduced to N100 per litre.

2. Addressing Insecurity and Hunger: Closing IDP camps and resettling the campers to combat insecurity and hunger.

3. Electoral Reform: Implementing comprehensive electoral reform and investigating the N355 billion electoral budget independently.

4. Release of #EndSARS Detainees: Demanding the immediate release of all detained #EndSARS protesters.

5. Living Wage: Implementing a living wage starting at N300,000.

6. Free Education: Ensuring compulsory free education from primary to secondary school, and providing an education grant at the tertiary level.

7. Public School Mandate: Requiring children of all public office holders to attend public schools.

8. Support for Local Products: Encouraging government patronage of made-in-Nigeria goods.

9. Unicameral Legislature: Transitioning to a unicameral legislature.

10. Judicial and Constitutional Reforms: Implementing extensive judicial and constitutional reforms.

Additional demands include scrapping the 1999 Constitution, setting a minimum wage of N250,000, investing heavily in education, releasing Mazi Nnamdi Kanu, renationalizing sold enterprises, reinstating a corruption-free subsidy regime, probing corrupt leaders, restructuring Nigeria for diversity, reforming security agencies, establishing a Special Energy Fund, reconstituting INEC, investing in public works, overhauling the judiciary, and introducing diaspora voting.

Organizers have also prohibited smoking and drinking on the protest grounds.

Aliko Dangote, the Visionary, has built the largest single train refinery in the world, not in Kano, but in Lagos State. He is the owner of the second-largest sugar refinery in the world, also in Lagos State, and the largest cement factory in the world, not in Kano, but in Kogi State. Additionally, he has established one of the second-largest fertilizer plants in the world, soon to surpass the biggest one in Qatar, also in Lagos State. Furthermore, he has built a fertilizer plant in Lagos that already exports globally. Aliko Dangote is a titan that God created specially for mankind.

Aliko Dangote is also the largest private sector employer of labor in the country, and his companies are among the largest taxpayers. In fact, the Dangote Group often pays more in taxes than the top banks combined. If not for him, we would still be importing cement. His contributions extend beyond industrial facilities to critical infrastructure, having built major roads such as the Apapa Oshodi-Owonrosoki Express Road, Wharf Road, and the Obajana-Kabba Road.
Countries in the nascent stages of industrialization require visionary leaders. This is why it’s no surprise that the United States was built by the vision and tenacity of a few remarkable individuals—Cornelius Vanderbilt, John D. Rockefeller, Andrew Carnegie, J.P. Morgan, and Henry Ford—THE MEN WHO BUILT America’s industrial landscape. These men left the world without these assets but left behind a legacy that has kept their country thriving generation after generation. Their contributions were immortalized not in the material wealth they amassed but in the enduring institutions and industries they established. These visionaries were also supported by their government, which recognized the importance of fostering local champions.

Similarly, today’s tech giants like Microsoft and Tesla received substantial support from the US government. For example, in January 2010, the Department of Energy issued a $465 million loan to Tesla Motors to produce specially designed, all-electric plug-in vehicles and to develop a manufacturing facility in Fremont, California to produce battery packs, electric motors, and other powertrain components for powering these innovative vehicles. This initiative is part of broader efforts, such as the federal EV-charging program supported by the infrastructure law known as the National Electric Vehicle Infrastructure program, or NEVI.

In India, the government has been instrumental in supporting business titans like Gautam Adani and Mukesh Ambani. Their companies have received significant backing to grow and expand, contributing substantially to India’s economic growth and global business footprint.

There are also records of emerging market countries like Vietnam, South Africa, Brazil, and China where their governments have supported local businesses to jump-start industrialization. In Vietnam, the government has provided various incentives to tech companies, fostering a rapidly growing technology sector. In South Africa, government support for the mining industry has been crucial in maintaining its global competitiveness. Brazil has seen substantial government investment in its agricultural sector, transforming it into one of the world’s leading food exporters. In China, government backing for companies like Huawei and Alibaba has propelled them to global leadership in technology and e-commerce.
In Nigeria, we have our own titans, and it is imperative that we recognize and support them. Aliko Dangote has broken every boundary in worldwide business and industry. His contributions are not just a testament to his brilliance but a beacon of what is possible when vision meets opportunity. Supporting local champions like Dangote is crucial for our national development and economic independence. Warri _______ On Tuesday, July 23, 2024, Dr. Dennis Brutu Otuaro, the administrator of the presidential Amnesty programme, PAP met with various stakeholders in Warri, Delta State, including ex-agitators, community leaders, and youth group. The meetings, held in different locations, aimed to strengthen peace in the Niger Delta region.

Otuaro emphasised the importance of involving more stakeholders from impacted communities in the PAP to achieve sustainable peace in Niger Delta. He advocated for a collaborative approach, engaging more women, and providing refresher training to previously trained beneficiaries to qualify them into the labour market.
The stakeholders, including HRH Godday Smith, the king of the forest, the Meinbotus communities and the Ijaw Youth Council, Western zone, commended Otuaro's charismatic leadership and pledged their support. They passed a vote of confidence on him for his transformational leadership and revolutionary reforms, urging President Bola Ahmed Tinubu to disregard opposition.

Otuaro reiterated President Tinubu's commitment to sustainable peace and rapid development in the Niger Delta, encouraging stakeholders to work together to achieve this goal. He urged stakeholders to take advantage of PAP's ongoing scholarship opportunities and register online accordingly.

He concluded by thanking PAP beneficiaries and stakeholders for maintaining the existing peace in Niger Delta, and commended them for their continued cooperation and support for president Bola Ahmed Tinubu's administration.
In response, the stakeholders pointed out that Otuaro is the right man for the PAP job, admonishing the president Bola Ahmed Tinubu to disregard the antics of the enemies.

They assured him of total support and good working relationship throughout his reign as administrator of PAP.

The stakeholders thanked Otuaro for coming down to hold further meetings with stakeholders after undergoing rigorous meetings with the stakeholders in the Niger Delta region in the penultimate months in Warri, Delta State.

On Monday, July 22, 2024, saw an official visit by the Presidential Amnesty Programme Administrator, High Chief Dr. Dennis Brutu Otuaro to the program’s Delta/Edo States Liaison office, which is situated in Warri, Delta State.

The manager of the Delta/Edo Liaison Office, Captain Presley Prebor, and the assistant manager, Prince Seleakpo Botu, warmly welcomed the Administrator, who was accompanied by the Technical Adviser, Mr. Daniel Edgar Biu, The General Manager Of Operations Tantita Security Services Nigeria Limited, Sir Godfrey Tare Pondi, Chief Fezigha Odu, Chief Ebimobowei Oguma, S.A to the Administrator, Chief Moses Bebenimibo, Engr. Ebikonde Victor Sokoto, and other notable individuals.
As is typical for the Ijaw people to entertain guests, the Manager and the employees of the liaison office immediately began their entertainment for the visitors after exchanging pleasantries. The Manager and Employees of the Liaison Office were then cautioned by Administrator Dr. Dennis Otuaro to always collaborate with the Head Office in Abuja about information sharing and other pertinent matters that affect the PAP. highlighting the fact that doing so will guarantee friendly working ties between the Abuja head office and the liaison office.
He continued by admonishing the staff not to conduct any personal business while they were in the office, threatening to fire any employee who did so in addition to their assigned duties, which included properly engaging PAP delegates and reporting any issues or problems to the head office.

Dr. Otuaro also gave the liaison office management a directive to constantly report any office-related issues that might be impeding productivity to the head office in Abuja. In order to guarantee a progressive and favorable working environment and to enable such difficulties to be promptly handled.
Dr. Otuaro further emphasized that the liaison office should be accessible to address any legitimate grievances from delegates and forward them to the head office for proper resolution. The Presidential Ambesty Office, he claimed, is a nonpartisan agency that is unaffiliated with any political party or person. As a result, it is requested that the Manager and the employees refrain from discussing politics or any associated matters with one another when performing their official tasks at work.

Additionally, he emphasized that all activities that must be completed in the liaison office should support the Head Office in maintaining and advancing the peace in the Niger Delta region. as the program’s main goal is to achieve this.
While tending to each delegate, Otuaro also urged them to be courteous and patient. mentioning that the liaison office is the delegate’s first point of contact if they are unable to travel to the main office in Abuja to file a complaint. As a result, when handling the concerns from these delegates, advised the personnel to behave appropriately.

As a result, the PAP Administrator admonished the liaison office management not to utilize the space as a haven for issues of any kind. Instead, they ought to offer answers to the problems the delegates presented to them. Reiterating his previous stance, which was that everything done in the office should enhance and maintain the Niger Delta region’s general peace process. In addition, they assist the federal government in preserving law and order as well as the states within the liaison office’s jurisdiction.
On behalf of the Liaison Office: Capt. Presley Prebor, Manager, expressed gratitude to the Administrator for thinking it appropriate to stop by the Liaison Office. claiming that his presence will provide the employees more motivation and self-assurance to perform their own tasks at the workplace.

The Administrator was then given a list of needs by Capt. Presley to ensure the office ran well and improve the working conditions for the workers.

Capt. Presley, speaking for the liaison office, gave the Administrator a list of requirements, the most important of which is the need for more space in the office. Claiming that the growth of personnel has resulted in a congestion of the current office space.

Prince Seleakpo Botu, the assistant manager, went into further detail regarding the matter of the office space. Revealing that the previous administration only intended for the current office space to hold eight (8) employees. which, according to him, is currently inhabited by 22 employees.
He thus joined his voice to the Manager’s to plead that the Administrator look into their request. Stating that by doing this, the liaison office’s management and employees would be better equipped to fulfill their statutory obligations to the PAP.

Aliko Dangote, the President of Dangote Industries Limited, has asked the Nigerian National Petroleum Company Limited (NNPC) to buy him out of his refinery. This offer comes amid a dispute with the Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) over the sulphur content in petroleum products from the refinery. Dangote has promised that the refinery will end petrol imports and save Nigeria’s hard-earned foreign exchange.
Dangote Invites NNPC to Acquire His Refinery

Dangote has expressed readiness to relinquish ownership of the world’s largest refinery to NNPC. Speaking amid a new dispute over the sulphur content of petroleum products produced from the refinery and a misunderstanding with NNPC, one of the refinery’s key equity partners, and the NMDPRA, Dangote highlighted the benefits the refinery offers. The refinery, commissioned by former President Muhammadu Buhari, is estimated to have cost about $20 billion. It aims to end Nigeria’s dependence on petrol imports and save about 30% of the total foreign exchange spent on imports.
The Chairman of the Dangote Group asked NNPC to buy him out and manage the refinery, noting that he has been labeled a monopolist. Africa’s richest man pointed out that Nigeria has faced a fuel crisis since the 1970s, and his refinery can help resolve this issue. He added that some people seem uncomfortable with the refinery’s operations.

Premium Times reports that Dangote’s bet on oil and gas is becoming challenging in its early days. The refinery is set to begin selling petrol to the Nigerian market in early August after operating above half its capacity since January 2024, when it began refining petroleum products.
Dangote Resorts to Importing Petrol:

Dangote lamented the difficulty of sourcing crude oil, stating that international oil companies (IOCs) are demanding outrageous premiums and sometimes claim the product is unavailable. According to reports, the NNPC had delivered only 6.9 million barrels of crude oil to the refinery as of May 2023. The NNPC has a deal with the company dating back to the beginning of operations. Earlier, the company agreed to a 20% equity participation. The Dangote refinery has revealed that NNPC has only paid 7.2% before the deadline issued to the national oil firm.

Dangote Speaks on the Future of His Proposed Steel Company:

Legit.ng earlier reported that Aliko Dangote, President of the Dangote Group, has said the group will no longer invest in Nigeria’s steel industry to avoid the monopoly label. The Nigerian billionaire disclosed this on Saturday, July 20, 2024, stating that the allegations of trying to monopolize businesses in Nigeria have become a significant discouragement.
On Thursday, July 18, 2024, the chief executive of NMDPRA, Farouk Ahmed, said that the Nigerian government will not end the importation of petroleum products, asserting that it cannot rely solely on the Dangote Refinery to meet the country’s needs.

A thanksgiving service was held at Salvation Ministries, Ekrejebor Satellite Church, Ughelli, Delta State, where Hon. Andaye praised God for His divine intervention, faithfulness, and guidance throughout the election process.
In attendance were family, friends, supporters, and a surprise delegation of Members of Parliament from Ughelli, led by Comr. Paradise. They celebrated with the Chairman, citing the biblical principle of rejoicing with those who rejoice. Hon. Andaye thanked the delegation, emphasizing the importance of unity and neighborliness. A renowned ex- Niger Delta agitator, Alaowei Ebi Wilson Pinapinawei popularly known as Commander Biggy has thrown his weight behind the Special Adviser to the President on Niger Delta and the Administrator of the Presidential Amnesty Programme (PAP), High Chief. Dr. Dennis Burutu Otuaro, urging him to be focused on his reform Agenda by restructuring the program to the ideals of its establishment.

Commander Biggy in a statement released on Monday in Yenagoa, Bayelsa State capital, charged Dr. Dennis Otuaro not to be distracted by any criticism, stressing that he is doing wonderfully well so far in the past three months of assuming office.
He noted that Dennis Otuaro is a son of the soil and hence, he have the key to open the door of progress for all the Niger Delta ex-agitators to benefit from the Amnesty Programme without stress. He therefore, appealed to Niger Deltans to support him, adding that Otuaro will not disappoint them as a product of the struggle.

I, Hon. Ebi Pinapinawei alias Commander Biggy hereby expressed my unwavering support for Dr. Dennis Otuaro, the Administrator of the Presidential Amnesty Programme (PAP). Despite been criticized by many, I firmly believe that Dr. Dennis Otuaro is the perfect man fit for this critical task at the PAP.

" As a son of the soil, Dr. Dennis Otuaro has an intimate understanding of the challenges faced by the Ijaw community. His involvement in the Ijaw struggle from day one has equipped him with the necessary expertise to navigate the complexities of this position".

Drilling Platform Fire: IYC Tasks Britannia-U to Take Responsibility, Action After Incident

Following a fact-finding mission to the Ajakpa Field (OML 90) drilling platform of  Britannia-U Nigeria Limited;

1. The Ijaw Youth Council, Western Zone, embodies the lamentations of Ijaw communities in Ogulagha Kingdom and its environment that are affected by the fire incident at the Ajakpa Field (OML 90) drilling platform of  Britannia-U Nigeria Limited, 10.77 nautical miles south of Forcados Terminal in Delta State, Nigeria, which occured on Thursday, July 18, 2024.

2. The IYC Western Zone expresses concern that more than 72 hours after the unfortunate incident that has attracted widespread attention, the facility remains in flames.

3. While we sympathize with the company over the sad incident resulting to losses, we condemn in strong terms the level of negligence displayed by Britannia-U Nigeria Limited in the face of potential escalation
4. We have it in good authority that the havoc-wrecking inferno could have been avoided if the company had prioritized the welfare of our people by sustaining regular maintenance and repair measures.

5. The IYC Western Zone calls on Britania-U to with immediate effect put off the flames at the facility to avert wrecking further havoc that could arise from the incident site.

6. The IYC Western Zone witnessed with utmost dismay the level at which spilt crude oil content has overtaken the River Forcados once again.

7. Suffice to say that the River Forcados is not only a body of water but a lifeblood of numerous communities, providing essential resources and serving as a vital source of livelihood. The recent incident poses a great threat to the environmental health and economic well-being of communities situated along the River Forcados.

8. That Britannia-U Nigeria Limited should urgently implement actionable strategies to mitigate the impending harsh effects as a result of the incident by providing relief materials to its host - Ogulagha Kingdom, and other communities exposed to these challenges.

9. That failure of Britannia-U Nigeria Limited to address the aforementioned resulting effects of the explosion and appropriate compensation according to international practice would be perceived as a slight and disregard for the welfare of residents of affected communities, that would not be tolerated.

10. Until appropriate remedial measures are effected in full adequacy, the IYC Western Zone will continue to hold Britannia-U Nigeria Limited accountable.

11. Emphatically, we demand utmost accountability and immediate action from Britannia-U Nigeria Limited to restore the River Forcados to a liveable condition.

The Ijaw People's Development Initiative (IPDI) has sent a stern warning to enemies of Niger Delta sponsoring unpopular, unfounded, mischievous, barbaric and lackadaisical attacks against the administrator of the presidential Amnesty programme, Dr Dennis Brutu Otuaro to steer clear.

Reacting on a group's attack on PAP administrator which is described as a non-existing faceless parochial group, branding and parading under, the Project Niger Delta (PND) following an endorsement by the president of Ijaw National Congress, INC, Professor Benjamin Okaba on behalf of Council, IPDI said it would not allow enemies from the pit of hell to defame, demarket and distract the PAP administrator.
The group's, National president, Comrade Ozobo Austin in a statement said, "Our attention has been drawn to an odious, vexatious, inciting and a provocative online publication by enemies of Niger Delta parading under the cover of a faceless group "Project Niger Delta" attacking the most qualified and experienced Administrator of the Presidential Amnesty Programme, PAP, Dr Dennis Otuaro and the president the Ijaw National Congress, INC.

The statement reads, "We wish to state that those sponsoring attacks against Dr Dennis Otuaro are agents of darkness and enemies from the pit of hell and that such attacks and unpopular opinions never represent the collective interest of the Ijaw nation. The sponsors of the attacks should also know that Dr Dennis Otuaro is not deterred by any attack from any quarter but very committed to transforming the almost collapsing presidential Amnesty programme to benefit the Niger Delta region. It is our candid advice to the bandwagons to retrace their steps and stop inimical attempts to pull down their brother for selfish interests,  and join hands with him to build a legacy for the PAP for the benefit of the region.

"It may Interest you to know that Dr Dennis Otuaro is a man who has brought sparkling reforms, innovations and total commitment to advance and improve the performance of the amnesty programme and that only enemies who want to keep the office in a total blackout for the interest of their pockets are attacking him.

IPDI described PND's statement as "misleading" and "unfortunate", stating that Okaba's endorsement was a testament to Otuaro's unwavering leadership and commitment to revolutionary reforms of the PAP to better beneficiaries and the Niger Delta region at large. They accused PND of being "agents of darkness" attempting to discredit Otuaro and Okaba.

"We want to state unequivocally that the sponsors of the said publication acted in ignorance, because there is no part of the INC constitution that states that the president must gathered the entire Exco before expressing gratitude and appreciation in away of endorsement of deserving Ijaw sons and daughters who are doing well.

IPDI commended Okaba for the wisdom to support his own, saying he had done what is noble and that the endorsement was for the interest of the Niger Delta people. They urged the public to disregard PND's statement, which they claimed was fueled by jealousy, envy and a desire to incite and divide the region.
The IPDI's statement stressed, "We stand solidly behind Dr. Otuaro, who has consistently demonstrated his dedication to the progress and transformation of the presidential Amnesty programme in a few days in office. We will not allow the antics of mischief-makers like faceless PND to distract Otuaro from accomplishing his set goals in the office. The faceless PND are the bounce of hungry men who want to cash out by blackmailing Otuaro and the PAP office.

"We know the people behind the attack, they are some purportedly angry members of the same Ijaw National Congress,INC.
It is our warning that such persons should desist from further attack on Otuaro. If they have a dispute with their INC president, let them sort it out between themselves because if they try it, we will expose their identities.
The PND day dreamers and sponsors who are suffering from mouth diarrhea and dementia should know that Dr Dennis Otuaro is the substantive administrator of the presidential Amnesty programme and not a self-acclaimed PAP Administrator. The president Bola Ahmed Tinubu, NSA and the National Assembly are relating with him cordially and that PND sponsors should hide their face in shame.

"We, however, strongly condemn the PND sponsors' statement alleging that some Ijaw big brothers are depriving and enslaving the voiceless majority and making themselves lords over the Ijaws in Delta and beyond. This is a desperation taken too far. It is shameful. Our big brothers are the reason why the Niger Delta Emancipation struggle is still making strong impacts. They should be commended for their selfless sacrifices and unwavering contributions to the Niger Delta struggle. They are not enslaving and depriving anybody rather have empowered thousands of persons to earn a living.

"We want to state again that the faceless and parochial authors of the said provocative publication are  poor students of history, where were these faceless people when the "Mein part of the Ijaws were dominating the political space beginning from military to democracy, instead of them using such opportunities to advance the development of Ijaw nation and groom young youths, they spent the long privilege to be blocking, and enslaving their brothers and thinking they will be there forever. It is sad, we should refrain and stop the pull him or her down syndrome in Ijaw nation and Niger Delta region and work with our big brothers who are more concerned about the Ijaw and Niger Delta struggle.

"It should be also noted that Otuaro is not seeking any endorsement from anyone, his appointment is valid, verified and stamped by Mr president Bola Ahmed Tinubu and NSA. He is the popular choice of Ijaw nation and the Niger Delta at large, so Otuaro attackers should go and hug and kiss the transformer and die", the statement added.

Bomadi ____ The Executive Chairman of Bomadi Local Government Council, Hon. Dagidi Rawlings Andaye, on Thursday, 18th July , 2024, sworn-in the twenty newly elected councillors who will steer the 10th legislative business of the council in accordance with the rule of law as the third tier of government.

The ceremony was 
held at the Chairman's Conference Hall, was attended by the twenty elected councillors, their spouses, well-wishers, party leaders faithful supporters among others.
During the inauguration ceremony, Hon. Dagidi Rawlings Andaye urged the newly elected councillors to uphold the Constitution of the Federal Republic of Nigeria and the rules and regulations of the Nigerian state, particularly, Delta State.

"The time for electioneering campaigns is over. Now, it is time to focus on good governance to ensure that the electorates of Bomadi enjoy more dividends of democracy in their various wards across the council areas," he stated.

He further charged the elected councillors to be good ambassadors of the party in their wards, by implementing the M.O.R.E. AGENDA of the Governor,  Rt Hon Sheriff Oborevwori's leadership, and by serving the people selflessly and passionately.
While taking their Oaths of Office, Allegiance, and Secrecy, the newly elected councillors pledged to govern with fairness and integrity.

The event also featured the signing of the Oaths of Office, Allegiance, and Secrecy by the councillors. Thereafter, they proceeded to the Clerk of Bomadi Local Government Council for their formal inauguration as councillors of the 10th Assembly of the Bomadi Legislative Arm.
However, the following principal officers where elected by the House: 

*Rt. Hon. Wurukeseiye Tamaradoubra as Leader of the 10th Assembly, 

*Rt. Hon. Musa Rita as Deputy Leader.

Abuja ____ The national leadership of the Ijaw National Congress (INC) has commended the Administrator, Presidential Amnesty Programme (PAP), Dr Dennis Otuaro for providing innovative leadership at the PAP.

The President of the INC, Prof Benjamin Okaba, stated this when he led a delegation of the apex Ijaw socio-cultural organisation to visit Otuaro at the PAP Office in Abuja on Thursday.

The INC comments were contained in a statement issued by the Special Assistant on Media to the PAP Administrator, Mr Igoniko Oduma on Friday.

Okaba who congratulated Otuaro said that the leadership of the INC and  the entire Ijaw nation are proud of him.

He said the Ijaw nation had been expressing satisfaction with the laudable performance of the PAP boss since assuming office in March, 2024, particularly in ensuring a paradigm shift in the programme.
The INC chief thanked President Bola Tinubu for appointing Otuaro, noting that the gesture underscored the attempt at addressing the concerns of the Ijaw nation.

He also expressed gratitude to the National Security Adviser, Mallam Nuhu Ribadu, for having confidence in the capacity and ability of the PAP boss to deliver on the mandate of the programme.

Okaba said, "When we heard that you are the one appointed to this highly exalted position, we felt very happy. Today, it is to familiarise ourselves and to understand the terrain.

"We want to say that you have started very well. We have seen the paradigm shift in many areas. We want to appreciate you. Ijaw people are talking well about you; you are a very pragmatic person, an engager and somebody who is not pursued by problems. Rather, when they come, you confront them frontally.
"We like to take this opportunity to really appreciate the President, Bola Tinubu, for your appointment. And only yesterday, a daughter of Ijaw nation was also appointed as Head of the Civil Service of the Federation. The Ijaw issues of marginalisation, exploitation and underdevelopment etc, are receiving a much-needed attention. 

"Also, we thank the National Security Adviser for the confidence he has in you. In any opportunity we have, we shall impress it upon him that you are a round peg in a round hole. You are a product of the Ijaw struggle for self-determination; not a stranger to the Ijaw problems. 

“You can interpret those salient points of Ijaw agitation, and you understand the peculiarities of this engagement. You understand your assignment and Ijaw nation is waiting. You are already doing very well, you have our prayers and support."

Responding, the PAP Administrator called for unity among the Ijaw people, assuring the INC leadership that he would not be carried away by the Office and disappoint the Ijaw nation.

Otuaro vowed to work hard to promote President Tinubu's strong will for the sustainable development, peace and security of the Niger Delta.

While thanking the INC for the "legacy visit", Otuaro said he was poised to make the Programme better with innovations and transparency.

According to him, his administration would increase the number of scholarship students from the current 275 it inherited in the 2023/2024 academic session across various partnering universities in the country.

Otuaro also said that the Office had designed a scheme to empower not less than 1000 Niger Delta people in the vocational sectors, in the months ahead, adding that he would always do the right things.

The PAP boss said, "I will not be carried away on this assignment. I will make sure that as an Ijaw man, I will not disappoint the Ijaw National Congress. The INC is the umbrella voice of the Ijaw people. I will not work at cross-purposes with the aspirations of our Niger Delta people.

"In doing that, I will also make sure that I promote the strong will Mr President has towards the development of the Niger Delta. As a people, it is when we are united and support the aspirations of our people, that Mr President will even listen to us. We need to work together. 

"I will always do the right things here; make sure this programme under this administration focuses on empowerment of our youths through formal and informal education. I will not use backdoor to do something that is worth doing."

Warri _____ The Head of Administration of the Presidential Amnesty Programme, PAP, Mr. Zorab Monday on Monday the 15th July, 2024, paid an official visit to the Delta/Edo States Liaison office of the PAP located in Warri, Delta State.

Mr. Zorab Monday who was warmly received by the Manager of the Delta/Edo Liaison Office, Captain Presley Prebor, and the Assistant Manager, Prince Seleakpo Botu, was highly impressed by the coordination of the staff members despite the impromptuness of his visit.
He went on to admonish the staff members to continue to display such level of coordination, commitment and seriousness in the discharge of their statutory duties. While emphasizing on the importance of working in unison, showing respect for one another, being punctual at work, and establishing a mutual working relationship with one another.

The Head of Admin also stressed on the significance of learning from one another, which he said will further enhance the overall productivity and workplace harmony amongst staff.

Additionally, the Manager of the Office, Capt. Presley used the opportunity to present to the Head of Admin, a list of requirements needed in the office to aid a smooth working process.
He highlighted the need for a larger office space, stating that the current space has become too small to accommodate the increasing number of employees. As such, appeals for the provision of a more larger office space.

Furthermore, Capt. Presley after the presentation of the list of requirements to the Head of Admin, took him on a tour round the facility, in order to ascertain the level of improvement needed for the effective and smooth running of the office.

He also used the avenue to introduced the staff to the Head of Admin, with a remark that they all have been working efficiently to keep the office running.

Consequently, the visit of Mr. Zorab marks a significant step towards fostering a collaborative and efficient work culture within the Presidential Amnesty Programme.

The visit was concluded with the Head of Administration taking group photos with the Manager and Staff of the office.

Traced linearly from the educational achievements of Dr Chief Julius Takeme to his exposure at different levels, it is indeed a blessing to humanity that Dr Takeme is in Burutu Council today as the democratically elected Executive Chairman  -  a democratically elected Executive Chairman man from whom we are 95 percent likely to benefit maximally premised on his multiple experiences as an administrator at different levels of governance and as a Ph.D. student intellectually equipped to tackle the developmental  challenges at the grass roots level and come home victorious from a bloodless war of governance and administration.
