In a landmark moment that felt like the unravelling of a long-awaited dawn, nine brilliant minds, recipients of the Presidential Amnesty Programme’s foreign postgraduate scholarships, have crossed the hallowed threshold of success, emerging with master’s degrees from some of the United Kingdom's most distinguished universities. These trailblazers, nurtured by the foresight and leadership of Otuaro, made history by becoming the first graduates of the offshore postgraduate scholarship initiative championed by his administration during the 2024–2025 academic session. Their intellectual crowns were earned at the Anglia Ruskin University, the University of Dundee, and the University of Law, in fields as diverse as cyber security, data science, law, construction and civil engineering management, project management, and ICT.
